HomeMy WebLinkAboutOSRP Consultant SOW The Town of Barnstable, through its Planning and Development Department, seeks the services of a qualified individual or firm to update the Town’s 2018 Open Space and Recreation Plan (OSRP) which includes the 2018 Maps and Appendices. In its final form this update shall meet all the Massachusetts Department of Conservation Services requirements to ensure that the Town remains eligible for PARC and LAND grants. The consultant shall provide a full project Scope of Work (SOW) which includes the tasks described below. The SOW may be expanded, if mutually agreed upon by both parties, for inclusion in the Professional Services Contract. Proposers shall indicate any proposed changes, additions, or subtractions from the tasks herein. The selected consultant may secure sub-consultants as may be necessary within the project budget. The Town will arrange for all meetings, stakeholder outreach, and access necessary to review files. For all tasks and deliverables, the Consultant shall deliver electronic version of all files in agreed upon standard file formats accessible by the Town (Word, JPEG, XLS, PDF, PPT, ArcGIS, etc.). Specifically, all inventories and tables shall be provided in Microsoft Excel format, all text documents shall be provided in Microsoft Word format, all presentations shall be provided in Microsoft PowerPoint format, and all photographs or scanned media shall be provided in JPEG or BMP image format. Any map products shall be delivered via email or file transfer site in ArcGIS compatible format. Scope of Services Overview Prepare necessary revisions to the 2018 Open Space and Recreation Plan for the Town’s planning purposes and also for submission for approval to the Department of Conservation Services. For existing documents to be updated please visit: https://www.townofbarnstable.us/departments/comprehensiveplanning/ Timeframe Updated Open Space and Recreation Plan shall be prepared to submit to the Department of Conservation Services by August 31, 2025. Tasks ▪ Meet with Planning Department staff to review project tasks and coordinate public process and data collection (including launch of a public survey) ▪ Produce project schedule to achieve all tasks described herein including public participation through completion by August 2025 ▪ Assist with public process as described herein ▪ Coordinate and analyze community survey results for incorporation into the OSRP update ▪ Section 1: Plan Summary o Update plan summary ▪ Section 2: Introduction Town of Barnstable Department of Planning & Development Open Space and Recreation Plan Consultant Scope of Work o Update open space acquisition figures, outline planning process, and summarize civic engagement ▪ Section 3: Community Setting o Update demographic data ▪ Section 4: Environmental Inventory & Analysis o Update as needed ▪ Section 5: Inventory of Conservation & Recreation Lands o Update the existing information for town-owned conservation properties and restrictions to include properties acquired that are not listed. o Update information on fire and water district lands o Update open space acreage totals o Update information on current playgrounds ▪ Section 6: Community Vision o Update with new community vision and goals informed by the public engagement process ▪ Section 7: Assessment of Needs o Update Needs Analysis, including information on future playground needs o Update needs identified in 2017 Field Study ▪ Section 8: Goals and Objectives o Update Goals and Objectives ▪ Section 9: Action Plan o Update Action Plan ▪ Section 10: Public Comments o Update public review process in collaboration with Planning & Development staff and coordinate summary of the updated OSRP Deliverables ▪ Revise Sections as described above ▪ Project meetings – up to five including two public meetings – some may be arranged remotely. ▪ Final OSRP draft update by August 31, 2025 Total Project Estimate – Not To Exceed $50,000. ➢ 50% payable upon delivery of final scope of work, final project milestone schedule, and initial status report after review of existing materials. ➢ 50% payable upon delivery of final draft OSRP for public review. Public Participation ➢ Survey – online ➢ Public Meeting #1—held within first two months of contract execution to introduce project and engage the public and stakeholders. ➢ Stakeholder interviews, to be coordinated through the Planning Department – A maximum of fifteen (15) stakeholder interviews during February and March o Open Space Committee o Recreation Committee o Community Services Department o Disabilities Commission o Community Preservation Committee o Conservation Division o Conservation Commission o Planning Board o Department of Public Works o Barnstable Land Trust o Compact of Cape Cod Conservation Trusts o Cape Cod Commission Natural Resources and Land Protection Specialist o Water Districts – Barnstable Fire District Water Department, Centerville Osterville Marstons Mills Water Department, Cotuit Fire District Water Department, Department of Public Works Water Supply Division – serving the greater Hyannis area, and West Barnstable Fire District – which does not have water supply but does hold land for that purpose. ➢ Public Meeting #2: Held toward the end of project - to present draft recommendations ➢ Final Draft Review Presentation to Town Council with Planning Board. Rule for Award The evaluation process will include each proposal being reviewed by an evaluation committee appointed by the Chief Procurement Officer. Those proposals that meet all of the minimum requirements as outlined in this RFP, and are determined to be both responsive (those that offer all of the services requested in the RFP and contain all of the required information and forms properly completed) and those that are responsible (those with the capability, integrity, and reliability to perform under the contract) will be further reviewed using the comparative criteria outlined in this section. The committee will use the comparative criterion for each separate rating area, and based upon those criteria, will assign an overall rating to each proposal as permitted under Chapter 30B. Each of the criterion contain ratings of Unacceptable Not Advantageous Advantageous Highly Advantageous An “Unacceptable” rating in any one of the four criterions may eliminate the proposal from further consideration. The Town reserves the right to award the contract to the responsive and responsible proposal which best meets the Town’s needs, taking into account proposal quality and proposal price. If the lowest priced proposal is not selected and has received at minimum a rating of advantageous, the evaluation committee shall explain the reasons for the award in writing to the Chief Procurement Officer, specifying in reasonable detail the basis for determining that the Town should award the contract to a different proposal. Reviewer feels proposal reflects that provider is able to perform in a manner acceptable to the Town but was not Unacceptable: Respondent has worked on fewer than 3 Open Space and Recreation Plan updates Not Advantageous: Respondent has worked on 3-5 similar projects Advantageous: Respondent has worked on 6-9 similar projects Highly Advantageous: Respondent has worked on more than 10 similar projects Unacceptable: Respondent does not have adequate staffing or expertise to complete the project. Not Advantageous: Respondent has adequate staffing but questionable expertise to complete the project. Advantageous: Respondent has adequate staffing and expertise to complete the project. Highly Advantageous: Respondent has exceptional staffing and expertise to complete the project. Not Advantageous: Respondent has never worked on a project in the Town of Barnstable Advantageous: Respondent has worked on 1-2 projects in the Town of Barnstable Highly Advantageous: Respondent has worked on 3 or more projects in the Town of Barnstable overly impressed by proposals expression of ability Highly Advantageous: Response is concise, informative, and highly detailed. Proposal reflects that provider is able to perform in a manner acceptable to the Town. Team is completely convinced about the proposer’s ability to provide the contracted services as required by the Town.
