A request was made by the commission to outline how the project meets the Barnstable “Guidelines for Private Freshwater Docks, Piers, & Floats”. The POR referenced in this memo was prepared by Bracken Engineering, Inc., titled “Proposed Dock Plan in Centerville, Massachusetts”, dated October 31st, 2024. Prior to submitting the application, Randal Green, has been informed on Barnstable’s dock guidelines. The following outlines how the proposed project adequately complies with the guidance: •1. Seasonal: Randal Green understands that the dock may not be deployed earlier than April 1st, and removed no later than November 1st . •2. Materials: The proposed pier will be manufactured from aluminum materials with “ThruFlow” decking. •3. Length and Width: The proposed pier’s length is similar to existing nearby piers. The maximum pier width is 4 feet wide as shown on the “Dock Plan View” on the POR. The portion of the pier for docking vessels is recommended to be smaller than 96 square feet. The end of the pier is 10 feet long by 8 feet wide for a total square footage of 80 square feet. •4. Access: A pair of 4-Step Self Leveling Stairs are shown on the POR for along-shore public traverse as required by Chapter 91. 2 5. Off-Season Storage: The access path is designed to allow the transportation of the dock during the off-season to the upland areas adjacent to the single-family-home. 6. Centering: The pier as shown on the POR is centerline to the access and perpendicular to the shore. 7. Depth: Bracken Engineering, Inc. sounded the depths around the proposed dock as shown on “Transect AA” on the POR. The dock has been designed to allow 12 inches under the draft of a boat with a motor in the downward position to avoid damaging the substrate. Chapter 91 “Great Ponds”: Wequaquet Pond is recognized as a Great Pond and falls under the jurisdiction of Chapter 91. Randal Green understands that it is necessary to acquire Chapter 91 licensure prior to proceeding with this project.
