Dear Mr. Kupfer,
This letter is to request an amendment to the Special Permit SP#2023-02, Wakeby Road
Solar, at 810 Wakeby Road, Barnstable, MA. This request is made on behalf of EDF (the
developer) and Standard Solar (the facility owner).
We are hopeful that this can be done as an administrative approval because we believe
there are no changes to any approval elements with respect to setbacks, abutter noise
considerations, environmental impacts, or public safety.
Included in this package are 4 items with links embedded to the download:
1. Special Permit SP#2023-02
2. 2024 Redline– Single Sheet, this compares primary changes to approved and
revised plans
3. 2023 Approval Drawings
4. 2024 Complete Revised Set
Summary of Changes
The sheet titled Redline Review illustrates the changes in the approved and proposed
design. The prior approved design is shown in red, and the revised design is overlayed in
black. The primary changes are highlighted in red cloud bubble callouts. The proposed
design changes are only with respect to the road length and equipment pad locations.
There are no changes to any of the approval conditions (stormwater management,
landscaping and screening, facility size, turnarounds, emergency access, etc). There are no
changes to the area of disturbance or access or any issues affecting abutters.

The permit does not allow for any wetland impacts and no offsite discharge. The site is
entirely self-contained. Primary changes include:
1. The road length has been shortened to 12+59, prior approved was at 20+61.
Shortening of the road simplifies access to the site. No longer is it necessary to drive
to the full back of the site for a large vehicle turnaround.
2. No change to turnaround capabilities has been made. The same hammerhead
turnaround for emergency vehicles exists.
3. Gated access still exists to the far rear of the project site.
4. The project is still in compliance with setback requirements of 150’ from residential
lots for noise generating activities.
5. Equipment pad locations (2) have been accordingly moved along with the shortened
road.
6. Shorter access to equipment pads simplifies the distance of the electric lines that
are needed.
7. The project is still in compliance with all other approval conditions for vegetative
screening, etc.
8. No other changes are made to clearing, area of disturbance, stormwater,
environmental, or otherwise.
We would be happy to speak directly with the Planning Board, the Fire Department, or
others that may have additional questions.
