Overview Scope of Services 5 •Widening an existing shared-use path and construction of a new 12-foot wide shared-use path over a total length of 4.4 miles in the Towns of Yarmouth and Barnstable as an extension to the Cape Cod Rail Trail (CCRT).Work includes construction of a new bridge carrying the CCRT over Willow Street and active Mass Coastal Railroad tracks in Yarmouth. •Safety related work includes at grade roadway crossings of Old Town House Road (Bayberry Hills Golf Course driveway),West Yarmouth Road and Forest Road Extension (transfer station driveway),all in Yarmouth.Speed tables will be installed for at-grade crossings of Bayberry Hills Golf Course Driveway and Forest Road Extension, with RRFB/Rectangular Rapid Flashing Beacons. •Parking lots will be constructed or expanded at Mary Dunn Road in Barnstable and Higgins Crowell Road and Bayberry Hills Golf Course driveway in Yarmouth. •Additional work includes wall construction,drainage improvements,unclassified excavation, pavement milling,full depth hot mix asphalt pavement,hot mix asphalt sidewalks,granite curb,pavement markings,signs,landscaping and other incidental work. Overview Purpose & Need/Construction Management Approach Purpose &Need •Bike and pedestrian bridge across Willow Street and railroad tracks will provide a grade- separated crossing above a high traffic volume roadway and railroad tracks •Existing road crossings in Yarmouth need to be upgraded.Widening of the existing path in Yarmouth is proposed for improved bicycle &pedestrian user experience and safety. •Lack of public parking for path at current western terminus (Higgins Crowell Road) Construction Management Approach •A detour is proposed while the Willow Street bridge is being constructed and the roadway is closed. •The proposed schedule for operations shall be the standard 8-hour day,5-day week, unless otherwise authorized by the Engineer and with certain exceptions for holidays. •Construction will take approximately 6 years to complete. 6 Procurement and Budget 7 •Project Advertised August 24,2024 •Engineer’s Estimate was $16,386,065.50 •Bid Opening was October 1,2024 •Four (4)Bids were received: Lawrence Lynch Corp Robert B Our Co Inc E T & L Corp AA Will Corp $16,391,305.50 $19,990,092.17 $22,112,026.00 $23,645,760.00 Line Item Budget Bid Amount $16,391,305.50 Contingencies (10%)$1,639,130.55 Construction Engineering (5%)$ 819,565.28 Traffic Police $245,000.00 Trainees $4,000.00 Total $19,099,001.3 •Funding: (FA)Federal Aid –Congestion Mitigation/Air Quality (CMAQ)Funding and Transportation Alternative Program (TAP) Funding Request of the MassDOT Board Staff request that the MassDOT Board of Directors authorize the Secretary of the Massachusetts Department of Transportation, or her designee,to award and execute MassDOT Construction Contract 127855 –Yarmouth Barnstable- Cape Cod Rail Trail Extension,Includes New Bridge over Willow Street & Railroad (Phase III),with Lawrence Lynch Corp in the amount of $ 16,391,305.50. 8 Thank You
