For Phase 3 of the Rail Trail Program, we have a few resources that may help:

Paul Graves, Senior Project Manager (paul.graves@town.barnstable.ma.us) is the DPW point person
internally whom is collaborating with MassDOT on this project. Please feel free to pass along his contact
information should any committee members have questions.
Additionally, for easy access I’ll paste below some highlights from the contract that Paul relayed to us
yesterday, I’m assuming some of this was covered via the public meeting:
• Bid Opening: October 1, 2024
• Contractor: Lawrence Lynch Corp.
• Bid Amount: $16,391,305.50 (engineer’s estimate was $16,386,000.00)
• [Scheduled] Completion Date: May 28, 2031
• Work Schedule:
o No work that will disrupt travel on the existing roadways (lane closures, lane shifts,
trenching, etc.) shall be done from 6:00AM to 9:00AM and from 3:00PM to 7:00PM.
o No work that will disrupt travel on Mary Dunn Road, Independence Drive, Willow Street,
Higgins Crowell Road, Old Town House Road, West Yarmouth Road, Forest Road and the
Transfer Station shall occur between Memorial Day and Labor Day, without prior written
approval of the Engineer and of the Towns.
o Bridge erection at Willow Street will require roadway closures and detours. All bridge
erection work requiring roadway closures shall be performed between the hours of 9:00
pm and 5:00 am Sunday night through Thursday night. The bridge work shall be
performed between Columbus Day and Patriot’s Day, in addition to any month
restrictions the railroad requires.
o Bridge erection work will also require coordination with MassDOT Rail Division and Mass
Coastal to determine windows where the railroad ROW can be accessed. The work shall
be performed outside of the railroad seasonal schedule.
o The Contractor shall coordinate with Mass Coastal to determine day to day train
movements to the Hyannis Yard which pass through the project site.
o Off-road work on the shared use path may be allowed year round with prior written
approval of the Engineer and Town.
• Northern Long-Eared Bat and Tricolored Bat Protection: includes lighting restrictions, no tree
cutting from April 1 to October 31, and no roost removal.
• Airport and railroad coordination is required.
• Contractor is required to address Town permits (e.g., Tree Warden approval/hearing, road
opening, etc.).
The contractor currently owes MassDOT and the towns a detailed construction schedule.
