Approval of Minutes
APPROVAL OF MINUTES
• Approval of Minutes from September 12, 2024
Chair Wendy Northcross entertains a motion to approve the minutes of September 12, 20234 with a correction that
Jennifer Williams was present, moved by Cheryl Powell and seconded by Lindsey Counsell.

• Discuss and review draft Facilities Chapter including issues, opportunities, policies and strategies

Jim Kupfer gives an overview of the Local Comprehensive Plan process. This is a two-year process that started with the
existing conditions report. A vision statement was formed after outreach within the villages at public engagement
meetings. Each chapter of the plan was looked at closely with strategies. Tonight, will focus on public facilities and
services. Future Land Use maps coming online in October for public comments. A town facilities map identifying all
facilities, public schools, infrastructure, airports, etc.
The committee and staff review the goals and strategies together.
1. Provide well-maintained public facilities and services that serve the current and future social, economic, cultural,
safety, traffic, and communication needs of the community; that are equitably distributed; and are provided
with minimal environmental impact.
Jim Kupfer - mentions communication being included in this goal because it was a common theme from the public.
Lindsey Counsell - makes note of the town facilities map showing public schools. He wants to add another shade to
the recreational field on school grounds indication they are not available until school is out of session.
Fran Parks, Mosswood Cemetery not on the map. No cemeteries are on the map. Ropes Beach and the town dock
were omitted. Pickleball courts make too much noise.
Sue Rohrback – pickleball courts do not belong next to houses. Integrate active recreation? Add open space back
on the map. Consider the best research at the time for climate change. Wendy Northcross suggests climate
adaptation. Social services should be included, add in work with organizations to ensure the community’s needs are
available in all areas.
Katia DaCunha – likes what Sue discussed with the social service strategy. Fran would like to see all the social
services listed on the town website.
Cheryl Powell – parking to meet the needs of the community.
Wendy Northcross – future buildings be equipped with the ability to record meeting elsewhere not just in town hall.
Would like to see art and architecture involved in the esthetics of new buildings.
Sue Rohrback – create community gathering places.
Fran Parks – Barnstable is getting close to build out and we are not going to be able to support it.
2. Provide high quality public safety services for the residents of Barnstable through cost-effective maintenance
and upgrades of facilities and equipment.
Jim Kupfer would add sufficient staffing to this goal. Example for this the Barnstable Fire Department needs bigger
space.
Cheryl Powell suggests adding “addressed to” mitigate in the strategy.
3. Provide educational facilities to meet the present and future needs of Barnstable residents.

Lindsey Counsell – any information on building new schools? Movement of the students needs to be looked at.
HyWest comes to mind, temporary school on another location and redevelop the site.
Cheryl Powell – many schools build a new school on the same land and then demolish the old school.
Wendy Northcross – should we have parcels identified for future schools when building on the same site is not able
to be redeveloped.
Sue Rohrback – have we talked to Police and Fire Departments about what their needs are. Jim Kupfer confirms
that early in the process, a discussion was had.
4. Continue existing operations at the Cape Cod Gateway Airport.
Wendy Northcross – make sure light rail is referenced. Residents in Hyannis requested a light rail system to get them
out of using cars.
Sue Rohrback – do we know that is mentioned in the master plan? Does it address noise?
Cheryl Powell – add light rail and other travel services within the town in the second strategy.
Bob Twiss – light rail is essentially a motorized trolley. The town may benefit from a light trail system that connects
some villages to downtown Hyannis.
Amanda Converse – would like to add upgrading the facilities technology and equipment to the public facilities goal.
Fran Parks - would like to push for a trauma center at the Cape Cod Hospital.
