Dear Mr. Lee and Members of the Conservation Commission,
Applicant the Red Lily Pond Project Association, Inc. (“RLPPA”) requests that the
Barnstable Conservation Commission approve a third amendment to Order of Conditions SE3-
5862 (originally issued to permit removal of macrophytes) to permit installation of additional
benthic barriers in Lake Elizabeth and Red Lily Pond in the spring of 2025. These barriers
would supplement a benthic barrier that was installed in Lake Elizabeth under the second
amended OOC in February 2024, and that was highly effective in preventing regrowth of
macrophytes, caused no detriment to water quality, provided clear passage for paddling
recreational watercraft, and may have enhanced wildlife habitat.
This Request for Amendment is submitted alongside a Notice of Intent, filed by TRC of
Waltham, to permit the use of herbicides on water-based plant species. Together, these
submissions provide a proposed three-prong approach to controlling water-based vegetation in
Lake Elizabeth and Red Lily Pond, consistent with the long-range plan for the bodies of water:
We propose to continue limited annual manual cutting and removal of macrophytes as we
have done during three annual campaigns so far, under the existing OOC. However, it is
clear that clearing alone cannot improve and maintain habitat for wildlife and recreational
use: there are limitations in the amount of vegetation that can be cut and cleared, and the
plants simply grow back, although there are immediate benefits in the reduction of plant
density, and there is lasting benefit in removing vegetation that will otherwise decompose
and add to the muck at the bottom of the bodies of water.
The second prong is the installation of benthic barriers, which we performed in February
2024, and propose to do on an annual basis, in areas where manual cutting and removal

has been performed. The installation of benthic barriers provides a more lasting solution,
preventing and inhibiting plants from regrowing, but is recommended on only up to 10%
of the plant growth area in the bodies of water.
The third prong is the application of herbicides to limited areas of the Pond and the Lake,
which is more comprehensive, less expensive, and less labor-intensive, but which
requires repeated application of chemical herbicides, over many years, and which will
result in additional decomposed material being added to the bottoms of the bodies of
water.
RLPPA suggests that a coordinated campaign using these three methods, combined with
the upcoming installation of a rehabilitated fish ladder system (an attractive and effective series
of pools and riffles which has been funded by federal and municipal funds) will greatly enhance
the ability of alewife herring to spawn in Lake Elizabeth, and restore attractive habitat for
wildlife and recreational uses (nonmotorized watercraft, such as kayaks, canoes, and
paddleboards).
We have requested that the Conservation Commission consider at its meeting on
February 18, 2025 both the requested Third Amendment to permit installation of additional
benthic barriers, and the NOI permitting application of herbicides.
Project Details

The project location is Red Lily Pond and Lake Elizabeth in Centerville, MA. The two
bodies of water constitute a Great Lake owned by the Commonwealth of Massachusetts and
therefore do not have a deed reference or plan and lot number. The Lake is located on
assessor’s map 226. A small portion of Lake Elizabeth is included within the property
boundaries for 29 Marie Avenue, Centerville, which is listed as Deed reference no. D1377838/0
(a deed was recorded affecting the property at Book 32905, Page 336), and
Map/Block/Lot: 226/135/001. The portion of Lake Elizabeth included within that parcel will
not be affected by this request for amendment. A property adjacent to the Lake (160 Lake
Elizabeth Road) is listed as Map/Block/Lot: 226/137. Red Lily Pond is located on assessor’s
map 227. A property adjacent to Red Lily Pond is listed as 0 Lake Elizabeth Drive,
Map/Block/Lot: 227/036.
We include below a detailed description of the proposed modification to OOC SE3-5862,
which includes an analysis of impacts to the interests of The Act and Ordinances. We include as

attachments Project Plans, an Overlay plan, an Assessor’s Map, Abutters List, and Draft
Abutters Notice.
Summary
RLPPA requests the Third Amendment to OOC SE3-5862 to permit installation of
additional benthic barriers in Lake Elizabeth and Red Lily Pond in early 2025, and in subsequent
years. These barriers would supplement a benthic barrier that was installed in Lake Elizabeth in
February 2024, which was highly effective in preventing regrowth of macrophytes, caused no
detriment to water quality, provided clear passage for paddling recreational watercraft, and may
have enhanced wildlife habitat. The total coverage of benthic barriers if the Third Amendment
is approved would be well less than 10% of the plant growth area within Lake Elizabeth and
Red Lily Pond (a Massachusetts Department of Environmental Protection (DEP) guidance
encourages conservation commissions to issue a Negative Determination of Applicability for
benthic barrier use on up to 10% of the plant growth area within a waterbody, as long as there
are no state-listed (protected) species present, and there are none in Lake Elizabeth or Red Lily
Pond). The benthic barriers will be installed each year during the period between November 1
and March 14 of the following year, to ensure that there will be no disturbance to alewife
herring when they are spawning.
Background
RLPPA manually removed vegetation from Lake Elizabeth and Red Lily Pond in three
annual campaigns under the First Amended Order of Conditions SE3-5862. In February 2024,
RLPPA installed the first benthic barrier over a portion of Lake Elizabeth where vegetation had
been removed, pursuant to the Second Amended Order of Conditions SE3-5862, issued on
January 22, 2024. On September 4, 2024, RLPPA notified the Conservation Commission
Administrator that RLPPA intended to install additional benthic barriers in October 2024, but
we were informed that additional benthic barriers could not be installed unless the Order of
Conditions was further amended. On September 20, 2024, we filed with the Conservation
Commission a detailed report on the installation of the first benthic barrier.
Impact of First Benthic Barrier
The first benthic barrier was installed in Lake Elizabeth in February 2024. Volunteers
and one paid contractor installed a chain of benthic barriers that is 10’ wide and 240’ long over a
portion of Lake Elizabeth that was cleared of macrophytes in July 2023. The barrier covers an
area basically from the point where we installed a new dock (pursuant to Order of Conditions
SE3-6050), headed north toward (but not reaching) the “Sandy Beach” on the causeway between
Lake Elizabeth and Red Lily Pond. A drone photo (below) taken in June 2024 shows that the
benthic barrier is extremely effective: the water surface is clear of vegetation above the benthic
barrier except for water lilies rooted on the edges of the barrier that have spread slightly over the

barrier, and a very few water lilies that have
grown up through the openings between the
24’ long sheets that were zip-tied together.
The benthic barrier fulfilled its
purposes: to keep a paddling lane open from
the dock to near the Sandy Beach, to improve
habitat, and to prevent regrowth of cut and
removed macrophytes. Over the summer of
2024, numerous people used the surface over
the benthic barrier for paddling kayaks and
canoes. The benthic barrier relieved our
elderly volunteers from the burden of having
to manually recut and remove macrophytes in
some of the area where we removed the
macrophytes in previous campaigns. We also
believe that the barrier benefitted wildlife
habitat: the creation of edge habitat by the
benthic barrier is known to enhance habitat for fish and wildlife. In addition, several observers
of Lake Elizabeth have commented that birds visiting the pond seem to be more diverse and
more numerous, and small fish have been spotted more frequently in the Lake and in the herring
run. Water quality monitoring indicated no detectable impacts from benthic barrier placement
(monitoring data were discussed in detail in the report submitted to the Conservation
Commission on August 15, 2024).
The area covered by the earlier installation of a benthic barrier, about 2,400 square feet,
was less than 1 percent of the area of Lake Elizabeth (the lake is about 5 acres large, or more
than 250,000 square feet).
Request for Additional Benthic Barriers
We propose to place additional benthic barriers in Red Lily Pond and Lake Elizabeth this
winter in areas where macrophytes were cut and removed in July 2024. Please note that RLPPA
is not requesting permission to install benthic barriers that would impact additional areas of the
ponds beyond areas already impacted by macrophyte harvesting and removal. Rather, we
request authorization to supplement the macrophyte removal with a method known to provide
more lasting improvement in certain key areas where existing vegetation has been removed.
This will be the second annual campaign to place benthic barriers in Lake Elizabeth, and
the first for Red Lily Pond. We plan to install the benthic barriers within a month of the grant of

our request for the Third Amendment (we will notify the Conservation Commission
Administrator and Herring Warden of the precise date at least a week before the operation).
The benthic barriers require little maintenance: occasionally, gases generated by
decomposing vegetation below the benthic barrier cause the barrier to become buoyant, but
pressing the barrier back down toward the bottom of the lake easily causes the gas to be
released. The barriers will likely need to be removed, cleaned, and restored in the ponds once
every three or four years, but will last indefinitely. The material used in February 2024 – and
that we propose to use again for this campaign – is the Lake Bottom Blanket. The Lake Bottom
Blanket is brown on one side and white on the other. The barrier will be placed with the brown
side up, since the ponds are not used for swimming, and placing the white side up is
recommended only where individuals will be swimming. The Lake Bottom Blanket is a solid
sheet material with vents which allow gases from decomposing vegetation to pass through the
material, and the barrier is weighted down by iron rebar placed at appropriate intervals in
sleeves that are sewn into the material. By way of reminder, under Massachusetts Department
of Environmental Protection (DEP) guidance, conservation commissions are encouraged to issue
a Negative Determination of Applicability for benthic barrier use on up to 10% of the plant
growth area within a waterbody, as long as there are no state-listed (protected) species present.
There are none in Lake Elizabeth or Red Lily Pond.
The areas outlining the spaces where we propose to install the benthic barriers under the
Third Amendment are included on the attached plans, with outlines in yellow placed on
composites of drone photos taken in July 2024 after this year’s macrophyte removal campaign
was completed (a separate report on that operation was submitted to the Conservation
Commission on August 15, 2024).
The benthic barriers we propose to install, even when coupled with the one installed in
January 2024, are well within the 10% limit of the plant growth area recommended by DEP,
since the entire areas of Lake Elizabeth and Red Lily Pond are capable of supporting water-
based vegetation. We include the calculations below.
Red Lily Pond
As indicated on the attachment, we propose to install two overlapping strips of benthic
barrier, each 10 feet wide, and with a length of 120 feet, within the area marked in yellow. The
2,400 square foot benthic barrier will constitute slightly more than 1% of about 202,000 square
feet of the surface area in Red Lily Pond capable of supporting water-based vegetation.
Lake Elizabeth
As indicated on the second page of the attachment, we propose to install strips of benthic
barrier in four areas of Lake Elizabeth, in addition to the barrier installed last year. The
additional barriers, as indicated in their descriptions, will total:

1,600 square feet in Area 1,
800 square feet in Area 2,
1,600 square feet in Area 3, and
1,200 square feet in Area 4.
Thus, the additional coverage will be 5,200 square feet of new benthic barrier. With last year’s
benthic barrier, the total covered will be 6,400 square feet, out of about 245,000 square feet of
lake surface area (about 2.6%).
