Project Narrative
#309 Bay Lane in Barnstable is a private residential property that abuts Bumps River to the northwest. The
original construction dates back to 1950 according to Town of Barnstable Assessor’s records. With an area of
58,452 square feet, the lot contains a single-family house with gravel driveway, fencing, stone
walkways/steps, patio area, retaining wall, outdoor rinse station, utility shed, lawn areas, associated
landscaping and a linear, elevated wooden walkway and dock to access the river.
The property is located within Flood Hazard Zone AE (El. 12 and El. 13) and X as indicated on the effective
Federal Emergency Management Agency (FEMA) Flood Insurance Rate Map (Firm). The wetland resource
areas concerning the proposed project include a Salt Marsh, Riverfront Area, Land Subject to Coastal Storm
Flowage and a Coastal Bank.
The proposed project includes invasive plant removal and native plant restoration to multiple areas of the
property along with the construction of a reinforced high marsh system and placement of a salt marsh pillow
in order to stabilize and revegetate the base of the coastal bank. Refer to the Work Protocol for Invasive Plant
Management & Reinforced High Marsh Installation prepared by Wilkinson Ecological Design dated January 27,
2025 for details.
The proposed project is designed in accordance with the Barnstable Wetland Regulations. The proposed work
will not have any adverse impacts on the following resource areas as described below:
Natural Heritage and Endangered Species Program (NHESP) Applicability
The proposed work is not located within Priority and Estimated Habitats of Rare Wildlife, as indicated on the
accompanying map published by the Natural Heritage and Endangered Species Program. Therefore, the
proposed project is not subject to NHESP or MESA Project Review as part of the Notice of Intent Application.
Wetland Resource Areas
Salt Marsh
A portion of the project will take place within the Salt Marsh. The work proposed represents a substantial
improvement over the current conditions and will help restore and connect the salt marsh under the existing
dock, approximately 30 square feet. The remainder of the work proposed is the removal of invasive
phragmites in the northeast corner of the property within the salt marsh. The proposed work will not have
an adverse effect on the Salt Marsh and there will be no loss of the resource area. A preconstruction meeting
will take place with the Conservation Agent prior t o any site work commencing.
Riverfront Area
The entirety of the property is within the 200-foot Riverfront buffer zone. The proposed restoration and salt
marsh work will stabilize the property from future erosion. The proposed work will not have an adverse effect
on the Riverfront Area and will restore the river’s edge with native plant species. A preconstruction meeting
will take place with the Conservation Agent prior t o any site work commencing.
Land Subject to Coastal Storm Flowage
The proposed project area is located within Flood Hazard Zone AE (El. 12 and El. 13) and X, as indicated on the
FEMA Flood Map Panel number, 25001C0563J, which bears an effective date of July 16, 2014. As such, a
portion of the proposed project is located within land subject to coastal storm flowage.
The project includes invasive plant removal and native plant restoration to multiple areas of the property
along with the construction of a reinforced high marsh system and placement of a salt marsh pillow in order to
stabilize and revegetate the base of the coastal bank. The native plant restoration and salt marsh work
represents a substantial improvement over current condition and should improve the landform’s ability to
provide storm damage prevention and flood control. There will be no adverse impacts to adjacent properties
as a result of redirected surface runoff and the interests of storm damage prevention and flood control will be
protected.
Coastal Bank
The majority of the project will take place on the Coastal Bank. The work proposed represents a substantial
improvement over the current conditions and will restore and stabilize the Coastal Bank and in turn protect
the existing home from erosion. The proposed work will not have an adverse effect on the Coastal Bank and
there will be no loss of the resource area. Construction access will be from the front of #309 Bay Lane. A
preconstruction meeting will take place with the Conservation Agent prior to any site work commencing.
Riverfront Alternative Analysis – Bumps River
First Alternative – Do nothing – This option will allow further erosion of the river’s edge and continue to
compromise the stability of the property and existing home.
Second Alternative – Proposed project – This is the selected and preferred option. It allows for the proposed
salt marsh pillow, reinforced high marsh and restoration planting to restore the river’s edge to a more nature
state and protects the property from further erosion.
Conclusion
The proposed project will have no adverse effects on the resource areas and represents a substantial
improvement of protection in event of a 100-year storm event. The proposed project will protect the interests
of storm damage prevention, flood control, the prevention of pollution and wildlife habitat will be restored
and protected. As such, the proposed project meets the performance standards of the Barnstable Wetlands
Protection Bylaw and the MA Wetlands Protection Regulations.

Per your request, Environmental Consulting & Restoration, LLC (ECR) performed a review of the existing
conditions at the property located at 309 Bay Lane in Centerville (the site) on June 20, 2024. The
purpose of the review was to identify wetland resource areas on and near the site. The site is located to
the northwest of Bay Lane along the eastern shore of the Bumps River. The site consists of a single-
family home with a gravel driveway, maintained lawn, landscaped areas, etc. The weather on June 20th
was sunny, clear, and warm (approximately 70 degrees) with light wind and dry site conditions.
Wetland resource areas are located through the northern and western portions of the site, to the rear of
the existing home. ECR placed Salt Marsh (SM) flags (pink/black striped ribbons) #SM1 to #SM20 along
the upper limit of the Salt Marsh. The Salt Marsh was delineated in accordance with the definition
established by the Massachusetts Department of Environmental Protection (DEP) regulations found at
310 CMR 10.32 pertaining to Salt Marsh. The delineation was performed by analyzing the extent of the
highest high tide line characterized by plants that are well adapted to or prefer living in saltine soils. The
Salt Marsh is dominated by cord grasses (Spartina spp.) and is well-defined by a change in topography.
The Salt Marsh is associated with Bumps River which is a USGS mapped river with an associated 200-
foot Riverfront Area that extends over the site. The river is tidal and therefore the limit of the river is
defined by the Mean High Water (MHW) elevation. In order to identify the exten t of the Riverfront Area,
the MHW should be determined by topographic survey.
Also, the site is located within Land Subject to Coastal Storm Flowage (FEMA flood zone AE) and may
contain a Coastal Bank. Both the limit of the flood zone and the top of the Coastal Bank should be
determined by topographic survey. The presence or absence of a Coastal Bank should be determined in
accordance with DEP’s Coastal Bank Policy 92-1 by examining the extent of the flood zone and the slope
of the landform.
As a result of ECR’s wetland delineation at the site, ECR is able to confirm that the site contains the
following wetland resource areas and areas of Conservation Commission jurisdiction:
• Salt Marsh & 100-foot Buffer Zone
• Bumps River & 200-foot Riverfront Area
• Land Subject to Coastal Storm Flowage
• Coastal Bank and 100-foot Buffer Zone, to be determined as noted above
Also review of the MassMapper wetlands database reveals the following:
1. The site is not located within Estimated/Priority Habitat for Rare Species according to the
Massachusetts Natural Heritage & Endangered Species Program (MaNHESP).
2. The site does not contain Certified Vernal Pools according to the MaNHESP.
3. The site is not located within an Area of Critical Environmental Concern.

Existing Conditions and Project Overview
The project site is a residential lot located along the Bumps River at 309 Bay Lane in Centerville. The property
is developed with a single family home, garage, and private dock. At present, the face of the Coastal Bank is
well vegetated by a mix of native, non-native, and invasive plant species. The upland understory is composed
of bayberry, clethra, burning bush, and shrub honey suckle. English ivy, wisteria, and a mix of native grasses
including crinkle hair grass, Pennsylvania sedge, and red fescue serve as the ground layer. The canopy is largely
composed of native tree species including pitch pine, Eastern red cedar, black cherry, and scrub oak. Several
state-listed invasive Norway maples have also been identified site.
The properties shoreline is comprised of a fringing Salt Marsh consisting of Spartina alterniflora. Along the
northern edge of the property, the toe of the Coastal Bank has eroded and formed a 2’-3’ tall scarp. A number
of trees along and above the scarp are dead or in decline due to their root systems being exposed to either tidal
waters or air, but remain standing. A narrow beach has formed between the existing salt marsh and eroded toe
of the bank.
The proposal for the project includes invasive plant management, native plant restoration, and a coastal
adaptation strategy to stabilize and revegetate the toe of the Costal Bank. A 115 linear foot Reinforced High
Marsh system is proposed along the eroding toe of the bank. The Reinforced High Marsh is a below-grade
matrix of cobble, compatible sediment, coir fibers, and compost encased in a woven biodegradable material
intended to serve as a reinforced rooting medium for transitional high marsh species such as salt marsh hay,
spike grass, seaside goldenrod, switchgrass, and American beach grass. The Reinforced High Marsh will lessen
the severity of erosion at the toe of bank, which will preserve the existing plant community on the face of
the bank, and will provide additional native plant species where none exists. Approximately 10 linear feet of
salt marsh pillows are proposed under the existing deck. These salt marsh pillows will work to connect the
two existing bands of marsh under the deck to create additional buffer from erosion. The proposed coastal
adaptation strategy takes into account the anticipated sea level rise. Refer to the Restoration Plan by Wilkinson
Ecological Design for more details.
Invasive Plant Management
Invasive plant management is proposed on the face of the Coastal Bank and throughout the coastal woodland
as shown on the accompanying Restoration Plan. State-listed invasive and non-native species, including
English ivy, Asiatic bittersweet, burning bush, wisteria, shrub and vine honey suckle are proposed for selective
herbicide application using cut and wipe treatment of individual stems. English ivy may be treated with targeted
low-volume spot application when its stems are too small for effective cut and wipe treatments. Aggressive
colonizing stands of staghorn sumac will be monitored and strategically thinned to allow for inter-planting
of a bio-diverse shrub understory along the Coastal Bank and salt marsh edge. Where invasive vines are
intertwined with viable native species, they will be treated and left in place until desiccated, then removed
in order to avoid damaging underlying vegetation. State-listed invasive Norway maple trees and saplings
have also been located throughout the project area, a combination of cut-stump technique and cut-and-wipe

treatment will be utilized based on species size and location. After initial vegetation management work is
completed, regenerative pruning techniques will be used on remaining native shrubs, if needed, to restore a
healthy biomass to the subject plant. After the above mentioned work is complete, bare soils will be seeded
with a soil stabilizing native grass mix and covered with a biodegradable mulch product or biodegradable
erosion control blankets where necessary. Once invasive plants have been reduced by 85%, planting of
the restoration areas will commence as outlined on the accompanying Mitigation Planting Plan provided by
Environmental Landscape Solutions, dated 01/27/25. Invasive plant management areas have been evaluated
for re-planting based on the composition of native, invasive, non-native species across the project area.
A patch of phragmites has also been identified along the eastern edge of the salt marsh and will be treated
using a mow and wipe method. Stocks will be mown within 6-inches of the ground in the winter and again in
the early summer. After mowing again in the mid-summer, when the height of the reed reach an average of two
feet high, herbicide treatment will commence by a glyphosate-based herbicide (approved for use in wetlands)
directly to the stem using a mechanical weed wiper. The wipe application method with a mechanical weed
wiper or a hand-held sponge applicator treatment is repeated another two to five times in the late summer
and fall. All herbicide applications will be performed by Massachusetts licensed applicators. Where phragmites
has been treated, the native seed bank will be allowed to regenerate aided by the released carbohydrates
from the decaying root systems of the treated phragmites. Adjacent native species will also begin to colonize
the area when released from competition with the phragmites.
Access & Staging
Access for all equipment and materials will be through areas of existing lawn to the access route identified on
the Restoration Plan. Machines will be utilized to transport material to the access route and lowered to the
work area along the toe of the bank. Staging for all equipment and materials will be located in the driveway of
309 Bay Lane, ground protection mats will be utilized as needed to protect existing vegetation and soils from
compaction. All equipment will be returned to the staging area prior to high tide or any astronomic tidal or
storm event.
Installation of Reinforced High Marsh & Marsh Pillows
Prior to installation, leaning, dead, or in-decline trees identified on the Restoration Plan along the toe of the bank
will be removed in order to facilitated the installation of the Reinforced High Marsh and the regeneration of
existing salt marsh species.
The constructed Reinforced High Marsh will be placed against the existing area of erosion at the elevation
identified on the Restoration Plan and will extend seaward approximately 5 feet and run a length of
approximately 115 linear feet along the northern point of the property. This Reinforced High Marsh will be
approximately 24” thick, composed of 50% 6”-8” rounded cobble, 25% coir fiber and compost, and 25%
compatible sediment. The mixture of cobbles, coir fiber, compost, and compatible sediment will be encased in
a layer of 900-gram coir, 1,000-gram coir fabric, and one layer of 20 oz jute-burlap. Rounded cobbles will be
placed in a staggered natural arrangement along the seaward edge of the Reinforced High Marsh to protect the
installation and planting from ice scour.
Following construction, pre-vegetated marsh pillows consisting of high integrity rooting medium, coir matting,
and the specified native high marsh plugs will be secured to the Reinforced High Marsh. An additional 10 feet
of pre-vegetated marsh pillows will be installed under the dock between the existing band of salt marsh and
staked into place using biodegradable oak stakes.

Ongoing Maintenance
The project also includes maintenance to limit the reintroduction of the targeted non-native plant species
into the project area. Follow-up management of the targeted invasive and non-native plant species will occur
to control their reintroduction in the project area. Follow-up management will include either hand weeding,
selectively treating using a low-volume foliar spot application, or a cut and wipe application of an approved
herbicide at the approved rates. The follow-up management will occur three to five times per season for the life
of the Order of Conditions.
Maintenance and monitoring of the bioengineering materials and establishing native plant species is critical
to ensure a longer lifespan of the erosion management strategy. The project includes annual maintenance, as
well as regular monitoring throughout the storm season to ensure maintenance, repairs, or replacement of the
planted native species is undertaken when needed. The project will be monitored after significant winter storms
to assess the need for minor maintenance activities.

Invasive Plant Management Protocol
Invasive Plant Management Protocols are designed to maximize the effectiveness of treatments and minimize
disturbance to natural resources through mechanical removal, hand removal or selective herbicide application where
necessary.
Appropriately timed treatments are based on individual plant life cycles, growing seasons and levels of infestation. A
program of selective herbicide application will be instituted during time periods when the plants will translocate the
herbicide most efficiently to destroy root materials. As the carbohydrate transfer is dictated primarily by weather,
the management time line is specified by season only, necessitating field expertise to initiate timely management
procedures. All plant species listed in the protocol include the invasive status as defined by the Massachusetts Invasive
Plant Advisory Group (MIPAG).
Asiatic Bittersweet (Celastrus orbiculatus) poses a threat to the preservation of native plant communities because it has
the ability to form dense stands of vines in open fields and forests alike. It is most effectively controlled using a “cut and
wipe” method of herbicide application with an ultra-low volume Triclopyr-based
herbicide. A low volume foliar spray or a basal bark treatment is also very effective. (MIPAG Listed Invasive).
Burning Bush (Euonymus alatus) was a popular ornamental shrub due to its brilliant red fall foliage. It has escaped
from cultivation and now occurs in multiple habitats throughout the state. Burning bush reproduces aggressively by
root suckers and seed dispersal. The plant will tolerate full shade and form dense thickets in woodland understories.
Mechanical removal is usually effective where feasible. A cut-and-wipe application of Glyphosate-based herbicide may
be necessary in areas where mechanical removal is not an option such, as a dense woodland understory. (MIPAG Listed
Invasive).
English Ivy (Hedera helix) is an aggressive evergreen vine often used as an ornamental groundcover. It has the potential
to completely out-compete all low-growing vegetation. English ivy can also grow into trees and cover the trunk,
branches, block sunlight, and eventually kill the tree. The tree eventually becomes susceptible to blow over due to its
weakened state and the added weight of the vine. Mechanical uprooting followed by treatments of a Triclopyr-based
herbicide is the preferred treatment method for this plant. (Not a State-Listed invasive).
Japanese Wisteria (Wisteria floribunda) is a vigorous, woody ornamental vine that has escaped cultivation and now
exists in natural areas throughout the eastern United States. Wisteria can overtake native shrubs and trees, killing them
by strangling or shading. Recommended treatment begins with a cut and wipe application of Triclopyr-based herbicide
for stems 1/2 inch or greater, with a subsequent foliar application for suckering root growth and/or smaller diameter
plants. Roots systems can be extensive, requiring repeated treatment to ensure complete eradication. (not a State-Listed
invasive).

Norway maple (Acer platanoides) is a significant invasive tree species observed throughout Massachusetts. This
species’ dense foliage and understory growth habit can significantly impact native forest understory stratification. This
tree spreads rapidly at maturity because of the large volume of seeds it produces. The most effective management is
treatment with an herbicide using a basal bark, injection, or cut-stump technique. Smaller trees and saplings can be
managed using a cut-and-wipe treatment. The seed bank is likely to include a large amount of Norway maple seeds that
will germinate following the initial management. Regular hand pulling or treatment of seedlings should be part of the
maintenance to block re-introduction of this invasive tree. (MIPAG Listed Invasive, Massachusetts Prohibited Plant List)
Phragmites (Phragmites australis) is a non-native reed that aggressively forms dense stands that can grow up to 20
feet tall, easily out-competing native plant species. It reproduces through seed dispersal and vigorous rhizomatous root
growth. According to the Michigan Department of Environmental Quality (2014), up to 80% of the phragmites biomass
is underground. We do not recommend mechanical removal because of the massive disturbance to the soil structure
needed to remove the phragmites root system. In addition, any remaining root fragments would quickly sprout and re-
invade the area. The most effective management involved an herbicide treatment with either a “bundle, cut and wipe” or
mow and wipe technique. These application methods are targeted to individual stems or leaves of the phragmites, and
will not produce over-spray associated with boom sprayer or aerial applications of herbicide. (MIPAG Listed Invasive)
Shrub Honeysuckle (Lonicera morrowii & bella) poses a major threat to native plant communities. This species
aggressively out-competes native shrubs in the edge habitat and woodland understory. Shrub honeysuckle can invade
a wide variety of native habitats, with or with no previous disturbance. According to vegetation management guidelines
published by the University of Illinois at Urbana-Champaign, shrub honeysuckle is suspected of producing allelopathic
chemicals that inhibit the growth of other plants. If conditions allow, mechanical removal is the recommended
management strategy because this plant has a relatively shallow root system. If soil disturbance must be minimized,
use a cut and wipe or low-volume foliar treatment with a Triclopyr-based herbicide. To stop the reintroduction of
honeysuckle, hand-pulling and targeted spot treatments can be used. (MIPAG Listed Invasive, Massachusetts Prohibited
