It may also be accessed via the Government Access Channel live stream on the Town of Barnstable’s website: http://streaming85.townofbarnstable.us/CablecastPublicSite/watch/1?channel=1 CALL TO ORDER AND INTRODUCTION OF MEMBERS Chair Malakhoff calls the meeting to order at 5:30 PM with an introduction of members: Also in attendance: Kyle Pedicini, Assistant Director, Planning & Development; Kris Clark, Town Council Liaison and Jennifer Engelsen, Office Manager Planning & Development. NOTICE OF RECORDING This meeting of the Open Space Committee is being recorded and broadcast on the Town of Barnstable’s Government Access Channel. In accordance with MGL Chapter 30A §20, I must inquire whether anyone else is recording this meeting and, if so, to please make their presence known. APPROVAL OF MINUTES January 13, 2025 –Chair Lev Malakhoff entertains a motion from Tracey Pratt, seconded by Cate Culliver to accept the minutes as written. All in favor, aye. TOPICS FOR DISCUSSION New Business  Signage for Trailheads – How do we let the public know where the trailheads are in Barnstable. Lev shows the group the standard hiking symbol used in other towns. Where should they go? Lev shares a trail sign location spreadsheet showing places that he thought signage would be useful. Doug has reached out to the Harwich Conservation Trust because they do a great job at identifying trailheads in town. Doug mentions reaching out to the Barnstable Land Trust and Mass Audubon because they have three sanctuaries in Barnstable where people can participate and hike. Cate talks about a public survey from the 2018 Open Space Plan noting the public did not use the trails in Barnstable because they did not know where they Lev Malakhoff – Chair X Farley Lewis – Vice Chair Absent Elizabeth Lewis X Douglas Payson X Elissa Crowley Absent Anne Rowland X Tracy Pratt X Cate Gulliver X Vacant were. Lev gives an example for a trail off of Crooked Cartway (not identified) in Marstons Mills, if there was a sign at the top of Crooked Cartway, Race Lane and Old Mill Road anyone driving by would know the trailhead is here. Doug has reported the ATV’s and motorcycle use he has seen on Mary Dunn Road going into the Hyannis Ponds area along with Trayser Trail and Hop Bottom Trail to Chris Nappy (MEA). Lev suggests looking at the list and adding areas that are missing. Kris Clark suggests looking at this in stages and then seeing which department it would fall under and then possible grant funding to make it happen. Kyle notes that grant funding should be secured for the whole project not just in phases. Alice Marcus-Krieg, Grant Coordinator and Grayce Rogers, Property Manager will be great resources for this project. Doug asks about soliciting donations for this endeavor and Kyle will reach out to our Legal Department for more information.  Spring Walking Weekend – Lev shares that Farley has done an outreach to former walk leaders to see if they would be interested in participating again. The dates have been set. A draft press announcement with an URL linking to the Open Space Committee page with information for the walk was created along with space for a QR code at a later date.  Review of Current OSRP Action Plan – Lev shares that the committee must update the 2018 Open Space and Recreation Plan Action Plan. A large document, we will start to look at a portion of it tonight to see what progress has been made since the last plan. The Town Council approved funding for a consultant and the RFP will be going out in March. Kyle suggests as a committee to get comments in written form, provide comments to the consultant, review the last plan, update and look at what can be carried forward. Goals are broken down into the following: o Objective o Action o Parties o Priority o Funding The committee goes through the goals, objectives and actions and discusses what has been accomplished. Topics that were discussed under goal one and included: developing a list of priority areas for acquisition, habitat management, how many Conservation Restrictions does the town have and Finance has a list of all parcels purchased for Open Space and Recreation from the last plan. They continue going through the objectives under this goal and marking them as needing to look further in depth or accomplished. Cate would like to promote public appreciation days. Liz comments AmeriCorps would helpful. Support from land managers included in this plan is key. Doug shared contact information for someone from the Barnstable County Extension Service for identifying a coastal mitigation nursery (i.e. the county farm on Rte 6A). Continue to support projects that protect shellfish sites. Planning & Development to provide an update on the efforts with the Cape Cod Commission to study sea level rise. Lev asks the committee to go through the remainder of the items in this action plan for discussion at the next meeting. Old Business  Update on Centerville Cranberry Bog – provide update at next meeting. Anne reports it appears the neighbors want to keep it open space. The entire neighborhood uses it for walking.  Update on Cummaquid Woods - None  Update on outstanding Conservation Restrictions - None  Update – Pathways update including walking library, NEMBA path project, and Geocaching - None   Report from Tracy Pratt regarding Santuit Preserve – reports Grayce Rogers, Property Manager for the Town of Barnstable is scheduling a meeting in February between the State, Mashpee and Barnstable. Lev asks if Tracy has seen any kind of management plan at this point, he reports he has not seen any kind of plan to date. Most of the land falls in Mashpee, they are the stewards basically the state does not get involved and Barnstable is trying to figure out where we belong. .  Report from Farley Lewis regarding Community Preservation Committee Open Space - None  Report from Town Council Liaison Kris Clark - None MATTERS NOT REASONABLY ANTICIPATED BY THE CHAIR - None PUBLIC COMMENT – Satchell Douglass, there are multiple versions of the 2018 Open Space Plan online and only one contains all the appendices and the most recent does not.
