1. Findings pursuant to the Massachusetts Wetlands Protection Act:
Following the review of the above-referenced Notice of Intent and based on the information
provided in this application and presented at the public hearing, this Commission finds that
the areas in which work is proposed is significant to the following interests of the Wetlands
Protection Act(the Act). Check all that apply:

PROJECT NARRATIVE
The existing site is a single-family lot located at 172 Peppercorn Lane in Barnstable. There
is a Salt Marsh abutting Popponesset Bay, a Bordering Vegetated Wetland near the
eastern end of the property, and portions of the property that fall within the AE 11, AE 13,
and VE 14 flood zones. The property includes an existing meadow and wooded area
comprised of both native and non-native vegetation. There is a cleared area for a driveway
approved under a previous Order of Conditions that runs from Vineyard Road to the
previously approved house site.
The previously approved single-family home, pool, septic system, and associated
hardscape will not be constructed. The proposed project now includes installation of a
gravel driveway, installation of an entry gate and stone piers, installation of perimeter
fencing, installation of a pavilion, and restoration of the remaining previously cleared areas
with native planting. The proposed driveway will be a gravel tire track driveway with
vegetated center and will meet the design criteria from the original Order of Conditions of
being pitched away from the BVW and having an infiltration trench to capture runoff from
the gravel surface within the 100’ buffer.
Erosion control rolls and silt fence will be installed at the limit of heavy construction prior to
work commencing on site and will be maintained and remain in place for the duration of
construction.
