Licensing Authority Public Meeting AMENDED Agenda
The Barnstable Licensing Authority will hold a Public Meeting on Wednesday, March 26, 2025, at 10:00
a.m. at Barnstable Town Hall, in the James H. Crocker Jr. Hearing Room, 2nd Floor, 367 Main Street,
Hyannis.
The meeting will be televised live via Xfinity Channel 8 or high-definition Channel 1072. It may also be accessed via
the Government Access Channel live stream on the Town of Barnstable’s website:

CALL TO ORDER – Introduction of Board Members and Staff
NOTICE OF RECORDING – This meeting of the Barnstable Licensing Authority is being recorded and
broadcast on the Town of Barnstable’s Government Access Channel. In accordance with Massachusetts
General Laws Chapter 30A, Section 20, the Chair must inquire whether anyone else is recording this
meeting and, if so, to please make their presence known.

APPROVAL OF MINUTES - February 26, 2025
NEW APPLICATIONS
1. (Three) New Special One Day Wine & Malt & Special One Day Entertainment Licenses
Three applications have been filed by Cape Gunworks, 96 Airport Road, Hyannis, for three special one day
licenses:
A. 9th Anniversary event, held in the retail showroom, from 4pm to 6pm on April 12, 2025, beer & wine.
B. Veterans Top Shot, fundraiser, held in the retail showroom from 2pm to 8pm on May 16, 2025, beer,
wine and entertainment.
C. CGW Birthday, Cape Gun Works 11th Birthday, held in the retail showroom from 10am to 6pm on July
12, 2025, beer & wine.
2. New Special One Day Entertainment License
An application was filed by Pop Up Street Cape Cod, 438 Main Street, Hyannis, to host Reggae Rhythms Pop Up, a
celebration of black and Caribbean creatives with an artist showcase. The entertainment will include non-
amplified live performances, as well as background music.
3. Amend Annual §12 Wine & Malt License – Change of Manager
An application was filed by Crisp Flatbread Inc. dba Crisp Flatbread, 791 Main Street, Osterville, to amend the
alcohol license manager from James C. Supka to Ryan Patrick Tremblett.
4. Amend Annual §12 All Alcohol License – Add Outdoor Dining and amend hours of operation
An application was filed by 235 Ocean Partners LLC dba The Break Restaurant & Bar, 235 Ocean Street, Hyannis,
to add 24 outdoor seats and amending their hours of operation to allow for breakfast service. Proposed operating
hours are daily from 7am to 11pm; proposed alcohol service hours are Monday through Saturday 8am to 11pm,
and Sunday 10am to 11pm.
PUBLIC HEARINGS
1. New Class I Auto Dealer License
An application has been filed by Motorworld Powersports Corp. dba Motorworld Powersports, 609 Iyannough
Road, Hyannis for a new Class I Auto Dealer license. Sales of new golf carts, jet skis, and other motorized vehicles.
Total of 42 spaces: 1 handicapped accessible, 2 customer, 2 employee, and 37 display spaces. Proposed hours of
operation are daily from 8am to 7pm. Repairs of inventory will take place at Motorworld Powersports, 59 Main
Street, Kingston, MA.
2. New Annual Common Victualler License
An application has been filed by Pineapple Caper LLC dba The Nest, 15 West Bay Road, Osterville, for a new
annual common victualler license with outdoor seating for 12. Proposed hours of operation are daily from 7am to
5pm.
3. New Annual Non-Live Entertainment License
An application has been filed by Amilia Inc. dba Amilia Taqueria & Bar, 477 Yarmouth Road, Hyannis, for a non-live
entertainment license. Non-live entertainment to include 3 TV’s and recorded music below conversation level,
during normal operating hours.
4. New Annual Live Entertainment License
An application has been filed by Bread & Roses Bookshop and Café, Inc. dba Bread & Roses, 302 Main Street,
Hyannis, for a live entertainment license to include one amplified performer. Proposed hours of entertainment are
Thursdays through Sundays 11am to 10pm.
5. Amend Annual §12 All Alcohol Common Victualler License – Alteration of Licensed Premises, Change of DBA,
and Change of Hours; Amend Daily Live and Daily Non-Live Entertainment License
An application has been filed by Smith Family Beer Garden LLC dba Smith Family Beer Garden, 541 Main Street,
Hyannis, for an alteration of licensed premises, a change of DBA from Smith Family Beer Garden to Neptune’s, and
a change of hours from 11am-12am daily to 11am-1am daily. Alteration of the licensed premises to include interior
expansion, installation of sprinkler and fire alarm system, supporting the increase of the interior capacity from 201
to 596. The applicant also proposes increasing the live amplified performers from 3 to 5, adding 1 pool table for a
new total of 2, and adding 4 TV’s for a new total of 8, with a proposed extension of entertainment hours until 1am.
6. Transfer Seasonal §12 All-Alcohol Common Victualler License Including Change of License Type; New Daily
Live and Daily Non-Live Entertainment License
An application has been filed by Eat Your Heart Out Catering Company dba Blue Water Grille, 213 Ocean Street,
Hyannis, to transfer the seasonal all-alcohol common victualler license while also amending the license type from
restaurant to Innholder, from Harborview Hotel Investors Inc. dba Blue Water Grille to Eat Your Heart Out Catering
Company dba Blue Water Grille. Proposed indoor and outdoor seating for 174. Proposed alcohol manager is Sean
P. Dailey. Proposed hours of operation are seasonal and run daily from 1130am to 10pm. The applicant has also
applied for a live and non-live entertainment license. Live entertainment to include 3 live amplified performers,
daily from 12pm to 10pm; non-live entertainment for 3 TV’s and recorded music below conversation level during
normal operating hours.

1. Renewal - Special One Day Wine Only & Entertainment Licenses
Three applications have been filed by Osterville Village Library, 43 Wianno Avenue, Osterville, for two special
one-day wine licenses for their Author Talks series as follows: (1) July 14, 2025, from 4pm to 6pm, “Christmas
Tree Shops – Don’t You Just Love a Bargain” by Anthony Sammarco; (2) June 27, 2025, from 630pm to 830pm for
the Welcome Back Snowbirds event. Wine and entertainment will be provided; (3) August 1, 2025, from 4pm to
6pm, “Bridges” by Miquel Rosales.
2. Renewal - Special One Day Beer, Wine & Entertainment License
An application has been filed by Barnstable Comedy Club, 3171 Main Street, Barnstable, to host the Secret
Garden – Spring Gala 2025, a fundraising event, with beer and wine service as well non-amplified, on May 30,
2025, from 630pm to 9pm.
3. Renewal - Special One Day Beer, Wine & Entertainment License
An application has been filed by The West End, 20 Scudder Avenue, Hyannis, for the Cheeky Schoolie
Tournament, on May 17, 2025, from 4pm to 11pm. The event will include beer and wine service as well as non-
amplified live performances.
4. Renewal - Special One Day Entertainment License
An application has been filed by Rockwell Amusements and Promotions, Inc., to hold the Cape Cod Mall Spring
Carnival at 180 Falmouth Road, Hyannis, as follows:

MATTERS NOT REASONABLY ANTICIPATED BY THE CHAIR
The list of matters, are those reasonably anticipated by the president/chair, which may be discussed at the meeting. Not all items listed may in fact be discussed
and other items not listed may in fact be discussed and other items not listed may also be brought up for discussion to the extent permitted by law. It is
possible that if it so votes, the sub-committee may go into executive session. For your information the section of the M.G.L. that pertains to postings of
meetings is as follows: Except in an emergency, in addition to any notice otherwise required by law, a public body shall post notice of every meeting at least 48
hours prior to such meeting, excluding Saturdays, Sundays and legal holidays. In an emergency, a public body shall post notice as soon as reasonably possible
prior to such meeting. Notice shall be printed in a legible, easily understandable format and shall contain: the date, time and place of such meeting and a
listing of topics that the chair reasonably anticipates will be discussed at the meeting. Meetings of a local public body, notice shall be filed with the municipal
clerk, and posted in a manner conspicuously visible to the public at all hours
