Wrobel, P.E., Sr. Project Manager Cc: Griffin Beaudoin, P.E., Town Engineer Date: April 7, 2025 Subject: TOB DPW Engineering Department – Plan Conformance Inspection of Parker Lane Subdivision #827 Plan Conformance Field Inspection On April 3, 2025, I completed a field inspection following a heavy rainstorm of the Parker Lane subdivision for conformance with the conditions of the decision issued by the Planning Board on February 28, 2023 and the approved Definitive Subdivision Plan titled “SUBDIVISION PLAN OF LAND ON OLD STAGE ROAD AND PARKER LANE IN BARNSTABLE, MA” prepared by Gallagher Engineering on October 26, 2022. During this inspection the following deviations were noted. • The Definitive Subdivision Plan shows a drainage swale to be constructed on the eastern side of Parker Lane directing stormwater to Catch Basin 1 (CB1). The drainage did not appear to be constructed correctly per the plan and did not extend to CB1 causing the structure to be ineffective for mitigating stormwater. • The decision issued by the Planning Board on 2/28/2023 included a condition that damage to the Service Road right-of-way and its utilities caused by the construction of the approved way shall be the responsibility of the Applicant and/or representative to repair and restore. It was observed that additional loam and seeding is needed in the shoulder on both sides of the new roadway. • Several locations on the eastern shoulder of the new roadway were noted as needing additional loam and seeding to fill in grass that had not grown. • Areas of significant shoulder washout, erosion and ponding of stormwater were observed in locations surrounding the infiltration basin and along the drainage swale.
TOB DPW Engineering Department – Plan Conformance Inspection of Parker Lane April 7, 2025 Page 2 • It was observed that stormwater was bypassing Catch Basin 2 (CB2) due to erosion of the drainage swale around the structure. • It was noted that erosion of the infiltration basin and drainage swale had caused sand and silt to accumulate on the bottom of the basin; the deposits should be removed and the basin re-loamed and seeded to restore the basins leaching and storage capacity. • The developer had indicated during construction that light posts which were not depicted on the definitive subdivision plan were to be installed along the shoulders of the new roadway. The light posts had not yet been installed but the electrical conduit risers for their installation were visible at grade. • It was observed that portions of the re-graded slope north of the gravel turnaround had not been stabilized. • It appears that the trees identified to be retained in the Definitive Subdivision Plan have been removed to the south of the gravel turn around. • The concrete property bound across the road from Lot 2A was found to be leaning. The bound should be removed and reset in its correct location. As-Built Plan Conformance The Town of Barnstable DPW Engineering Department has reviewed the as-built plan titled “ROADWAY AS-BUILT PLAN OF PARKER LANE IN BARNSTABLE, MA” prepared by Gallagher Engineering on February 7, 2025 for conformance with §801-24(N)(1) of the Town Code and noted the following deviations based on site inspections performed on April 3, 2025. • It was observed that an additional electrical manhole was installed at the corner of Lot 3A and Parcel #630. This electrical manhole was not shown on the submitted as-built plan. • It was noted that the drainage swale was not constructed to extend to Catch Basin 1 (CB1) as it is shown on the as-built plan. • It was noted that 2’ wide 6” high earth berm bordering the north side of Catch Basin 1 (CB1) was not constructed as it is shown on the as-built plan. • The as-built plan does not depict the location of the drainage manhole structure/cover installed along the eastern edge of the new roadway near Catch Basin 2 (CB2). • An electronic copy of the as-built plan will need to be submitted to DPW Engineering per the requirements of §801-24(N)(1)(c) and §801 Appendix A of the Town Code.
