Dear Ms. Brigham:
Attached herewith are the following documents:
1) Two (2) full size wet sealed copies and One (1) 11”x17” of Existing Conditions, Layout, and Parking
Plan by Kelly Engineering Group, Inc. dated 03/10/25.
2) Two (2) copies of Application for Special Permit with original signatures
3) Two (2) copies of Abutters List Certification, Abutters Map, Abutters Labels
4) Check for $1,000 made payable to Town of Barnstable
The purpose of this letter is to file for Special Permit for reduction in parking under Section 240-57 of the Town
of Barnstable Zoning Bylaws for the above referenced property. The Applicant proposes to convert 2 existing
parking spaces to an outdoor patio for The Buttercup Café. The site currently contains 14 existing parking
spaces on the property.
The required parking per Zoning Bylaw is 35 spaces. In preparing the following required parking calculations,
we are relying on information on square footages, tenant mixes and number of seats being provided by our
Client.
Office: (Kinlin Grover, and Post Office): 2,732 sf @ 1/200sf = 9.1
Consumer service: (Salon) assume 620 sf @ 1/200 sf = 4.6
Restaurant (Buttercup): 49 seats @ 1/3 seats + ½ employees+ 5/ takeout area= 49/3 + 6 employees/2 = 19.3
Residential Apartment: 1 DU@ 1.5/DU= 1.5
Total required: 35 spaces
There are 78 parking spaces located on adjacent lots to the west, north, and northeast of the property. Offstreet
parking spaces may be located on another lot within 300’ of the property as allowed under Section 240-51 of the
Town of Barnstable Zoning Bylaws. In addition, there are 15 public parking spaces located within 300’ of the
site on Main Street. There is also a Courthouse located across the street that contains a parking lot with 308
parking spaces. In total there are 413 parking spaces located within 300’ of The Buttercup Café and in the
municipal parking lot.
The Applicant has filed for Site Plan Review and will be before the Site Plan Review Committee on April 3,
2025. Departmental comments have been received and are addressed in the Site Plans. The existing handicap
