Crocker Jr. Hearing Room, 2nd Floor, 367 Main Street, Hyannis. The meeting will be televised live via Xfinity Channel 8 or high-definition Channel 1072. It may also be accessed via the Government Access Channel live stream on the Town of Barnstable’s website: http://streaming85.townofbarnstable.us/CablecastPublicSite/watch/1?channel=1 CALL TO ORDER – Introduction of Board Members and Staff NOTICE OF RECORDING – This meeting of the Barnstable Licensing Authority is being recorded and broadcast on the Town of Barnstable’s Government Access Channel. In accordance with Massachusetts General Laws Chapter 30A, Section 20, the Chair must inquire whether anyone else is recording this meeting and, if so, to please make their presence known. PUBLIC COMMENT NEW APPLICATIONS 1. New Special One Day Entertainment License An application was filed by Pop Up Street Cape Cod, 438 Main Street, Hyannis, to host Reggae Rhythms Pop Up, a celebration of black and Caribbean creatives with an artist showcase. The entertainment will include non- amplified live performances, as well as background music. Continued from March 26, 2025 2. Amend Annual §12 All-Alcohol License – Add Outdoor Dining and amend hours of operation An application was filed by 235 Ocean Partners LLC dba The Break Restaurant & Bar, 235 Ocean Street, Hyannis, to add 24 outdoor seats and amending their hours of operation to allow for breakfast service. Proposed operating hours are daily from 7am to 11pm; proposed alcohol service hours are Monday through Saturday 8am to 11pm, and Sunday 10am to 11pm. Continued from March 26, 2025 3. Amend Annual §12 All-Alcohol License – Change of hours An application was made by Torino’s Restaurant & Bar LLC, 415 Main Street, Hyannis, to change the alcohol service hours from 12:00 p.m. – 1:00 a.m. to 10:00 a.m. to 1:00 a.m. 4. New Special One Day Entertainment License An application was made by Grand Café Restaurant Inc, 350 Stevens Street, Hyannis, for a special one-day live entertainment license on Sunday, May 11, 2025, from 10:00 a.m. to 11:30 p.m. PUBLIC HEARINGS 1. Amend §12 Common Victualler Wine & Malt License – Change of License Category An application has been made by Crisp Flatbread Inc., 791 Main Street, Osterville, for a change of license category from wine and malt to all alcohol. 2. New Seasonal Common Victualler An application has been made by 521-523 Main LLC dba 521 Main, 521 Main Street, Hyannis, MA, for a new seasonal common victualler license. The owner proposes opening a breakfast/lunch establishment in the former location of the Egg & I, with seating for 124 inside and 120 outside. Proposed manager is James Kappatos. Proposed hours of operation are daily from 6:00 a.m. to 3:00 p.m. 3. New Annual Live and Non-Live Entertainment License An application has been made by Oak Bay Brewery LLC, 606 Main Street, Hyannis, MA, for a new daily-live and daily non-live entertainment license. Proposed live entertainment includes a maximum of 4 live, amplified, performers. Hours of live entertainment are requested for Sunday 1:00 p.m. to 4:00 p.m., Monday – Wednesday, 1:00 p.m. to 7:00 p.m., and Thursday – Saturday 1:00 p.m. to 8:00 p.m. non-live entertainment includes recorded music below conversation level. Hours of non-live entertainment commensurate with daily operating hours. 4. Transfer §12 Annual All-Alcohol Common Victualler License An application has been made by Milano Hospitality Group dba Milano’s Italian Kitchen, 408 Main Street, Hyannis, MA, to accept the transfer of the §12 annual all-alcohol common victualler license from Unveiled Seafood Inc. dba The Naked Oyster. The new owner proposes to operate with the existing floor plan and are changing the fare to Italian. The proposed alcohol manager is Francis Wiacek Jr. The proposed hours of operation are daily from 4:00 p.m. to 11:00 p.m. 5. Transfer §12 Annual All-Alcohol Common Victualler License An application has been made by Pavillion Cape Cod Corp dba Pavilion Indian Cuisine, 511 Main Street, Hyannis, MA, to accept the transfer of the §12 annual all-alcohol common victualler license from Preet Corporation. The new owners propose to operate with the existing floor plan and fare. Propose alcohol license manager is Wajiha Javed. Proposed hours of operation are Sunday 12:00 p.m. to 12:00 a.m., Monday – Saturday 8:00 a.m. to 1:00 a.m. 6. Transfer §12 Annual Wine & Malt Common Victualler License An application has been made by Pour Decisions Wine Bar, Inc., 388 (408) Main Street, Hyannis, MA, for a new §12 annual wine and malt common victualler license. The applicant proposes to open a self-serving wine bar with some craft beers and food. Proposed manager of record is Dayna Connolly. Not all items listed may in fact be discussed and other items not listed may in fact be discussed and other items not listed may also be brought up for discussion to the extent permitted by law. It is possible that if it so votes, the sub-committee may go into executive session. For your information the section of the M.G.L. that pertains to postings of meetings is as follows: Except in an emergency, in addition to any notice otherwise required by law, a public body shall post notice of every meeting at least 48 hours prior to such meeting, excluding Saturdays, Sundays and legal holidays. In an emergency, a public body shall post notice as soon as reasonably possible prior to such meeting. Notice shall be printed in a legible, easily understandable format and shall contain: the date, time and place of such meeting and a listing of topics that the chair reasonably anticipates will be discussed at the meeting. Meetings of a local public body, notice shall be filed with the municipal clerk, and posted in a manner conspicuously visible to the public at all hours ADJOURNMENT
