Dear Chair and Commission Members,
On behalf of our client, Archwright, LLC, we are pleased to submit the enclosed Notice of Intent for
proposed construction activities at the above-referenced site.
The subject property currently includes two (2) structures, a main house and a carriage house. The
Applicant intends to renovate the two structures. The work includes selective demolitions of some building
elements, lifting the structures and installing poured concrete foundations. Ancillary work such as
rebuilding entrance and egress access way and a small kitchen addition is proposed.
The proposed activities are within 100-ft of a vegetated wetland and as is subject to the Wetland
Protection Act 310 CMR 10.00 and the Barnstable Wetland Protection By-law §273. Additionally, the
southern portion of the property falls within 100-ft of a coastal bank.
In accordance with the applicable filing requirements, we have enclosed the following materials for your

Project Narrative
1.0 Overview
This project narrative is submitted in support of the Notice of Intent application for site work at 100-112
Washington Avenue, Barnstable, Massachusetts (the “Property”). The Property is owned by Zig Harbor
LLC, and the Applicant is Archwright LLC.
The site is being developed by the current owner and no activities were proposed in jurisdictional areas.
The site currently contains two (2) completed buildings. As part of the re-development, grading activity
will occur within the 100-foot buffer zone to Bordering Vegetated Wetlands (BVW).
A completed Notice of Intent (Form WPA-3) is included in Appendix A. Additional supporting materials,
including abutter notification documentation and fee payment information, are provided in Appendix 2.
2.0 Existing Conditions
100-112 Washington Avenue is located in the southern part of Barnstable in the village of Hyannis
Port. The two lots contain approximately 0.78 acres of land (100 Washington Avenue is 0.36 acres and
112 Washington Avenue is 0.42 acres). The subject property is developed with a residential
compound consisting of a 8-bedroom Main House and a Carriage House with three garage bays and
two bedrooms.
The Applicant intends to re-develop the property’s structures and grounds. The owner intends to
temporarily raise the main house, rebuild the foundation and install a kitchen addition. The project
will raise the Mian House by about 1.2 feet to move the wooden sills away from the ground.
Additionally, the foundation on the carriage house requires replacement. Additional cosmetic work
will occur on both structures including siding, windows, doors, roof, etc.
The entire carriage house structure is in the 0-50’ wetland buffer and a portion of the Main house falls
in the 50-100’ buffer. Neither structure is in the 100’ coastal bank buffer.
The property is served by municipal water and has an onsite sanitary system(s). Access is provided by a
gravel/stone driveway. The carriage house currently has a cesspool near the wetland line which will be
abandoned as part of this redevelopment.
2.1 Resource Areas
A bordering vegetated wetland is located on the property’s northern border. The wetland was flagged
by Tunison Environmental Services in October 2004 . The 50-foot local buffer zone and 100-foot
wetland buffer zone and available area for mitigation are shown on the site plans.
Additionally, a 500-year flood zone is shown on GIS mapping toward the rear of the property. A portion
of the property is located within Zone X of the FEMA Flood Hazard Zones, but the proposed work and
structures are both outside of this area.
According to the current Priority and Estimated Habitat GIS layers created by Natural Heritage &
Endangered Species Program (NHESP), the Property is not located within any Priority or Estimated

Habitats or Endangered or Rare Species. Additionally, there are no certified vernal pools near the
proposed work.
The proposed work is not located in any of the following resource areas
NHESP Priority or Estimated Habitat (Figure 3)
Area of Critical Environmental Concern (ACEC),
Mapped Wellhead Protection Areas (Zone I),
Interim Wellhead Protection Area (IWPA),
Approved Protection Area Zone II (Figure 4),
Outstanding Resource Water.
FEMA Flood Hazard Zones. (Figure 5)
3.0 Proposed Conditions
The Applicant is proposing to completely renovate both structures.
Main House Work:
• Remove the sunroom, outdoor shower, rear deck, carport and a portion of the front porch,
• Lift the house, excavate and install ne poured concrete foundation,
• Reset house,
• Reconstruct per architectural plans.
Carriage House Work:
• Remove external stairway,
• Lift structure and remove and re-install new foundation,
• Add second means of egress per building code,
• Add new walkway to main house,
• Reconstruct external stairs
This work will increase the “hardscape” (as defined in § 704-2) in the 50-100’ buffer by 717 sf. Applying
the 3:1 mitigation performance standard from § 704-3D, we get a mitigation area of 2,151 sf.
However, the Carriage House work is going to create an additional 253 sf in 0-50’ buffer which requires a
4:1 mitigation ratio of 844 sf. Therefore, the total mitigation area required for the project is 2,995 sf.
The applicant is proposing 3,020 sf of mitigation.
A perimeter erosion control barrier (ECB) consisting of a straw wattle with a silt fence backer will be
established at the edge of the wetlands and will represent the limit of work.
4.0 Stormwater
The proposed work is not subject to Stormwater Policy. Currently runoff from the property sheds both
north, toward the bordering vegetated wetlands, and south towards Washington Ave with the main
house as the high point. Roof run off will be infiltrated into dry wells and the existing drainage patterns
shall remain unchanged.

4.0 Mitigation
The applicant will convert 3,020 sf of existing lawn area to a planted resource buffer zone. The selected
plants are native species taken form the Cape Cod Commission’s “Herbaceous Plant For Conservation
Buffers” and UMass Extension Landscape , Nursery and Urban Forestry Program’s “ Tree and Shrubs for
Coastal Environments and Freshwater Resource Buffer Zones”
5.0 Conclusion
The Applicant is seeking to renovate the historical structures on the property. They are aware of the
importance of wetland resources and will endeavor to protect them. Mitigating and installing wetland
buffer will have a net benefit on the wetland resource area.
