(GZA) (Agent) is submitting the enclosed Notice of Intent Application for the portions of the proposed Permeable Reactive Barrier (PRB) Installation Project located within the Town of Barnstable Conservation’s jurisdiction (the “Project”). The parcel containing the Project is located off South Flint Rock Road, Barnstable, MA. The Applicant is proposing to install a Permeable Reactive Barrier (PRB) utilizing Colloidal Activated Carbon (CAC) at the former Municipal Fire Training Facility (MFTF) located at 155 South Flint Rock Road (the “Site”) as an Immediate Response Action (IRA) to limit further migration of residual Per-and Poly-Fluoroalkyl Substances (PFAS) from the MFTF towards the multiple public drinking water supply wells located hydraulically downgradient of the MFTF. This work is being performed pursuant to the requirements of the Massachusetts Contingency Plan (310 CMR 40.0000) while working under the guidance of the Massachusetts Department of Environmental Protection (MassDEP), the Town of Barnstable, and numerous other local stakeholders. Portions of the proposed work are within the 100-foot Buffer Zone to wetland resource areas under the jurisdiction of the Massachusetts Wetlands Protection Act (WPA) and Chapter 237 of the Town of Barnstable General Ordinances. Enclosed is a WPA Form 3-Notice of Intent application and supporting documentation for your review and anticipated approval. As noted above, this work is being performed as an IRA due to the time-sensitive significance of the existing Site conditions. (GZA) (Representative) has prepared this Notice of Intent (NOI) application for the proposed Permeable Reactive Barrier (PRB) Installation at the Former Barnstable Municipal Fire Training Facility (MFTF) located at 155 South Flint Rock Road in Barnstable, Massachusetts (the “Project”) (Figures 1 and 2). The Project includes the injection of a Colloidal Activated Carbon (CAC) Permeable Reactive Barrier (PRB) into the subsurface using small direct-push drilling equipment. The PRB effectively creates a subsurface vertical treatment wall. As contaminated groundwater passes through the PRB under natural hydraulic gradient, contaminants sorb to the CAC and become fixed to the soil particles in the PRB, mitigating downgradient contaminant migration Groundwater at the Site is impacted by residual per- and polyfluoroalkyl substances (PFAS) as a result of the historical use of fire suppression agents, including Aqueous Film Forming Foam (AFFF), as part of the former fire training exercises at the MFTF. Portions of the Project are located within the 100-foot Buffer Zone of Isolated Vegetated Wetland (IVW) (Isolated Land Subject to Flooding (ILSF)) and the eastern Bank of Flintrock Pond as defined within Massachusetts Wetlands Protection Act (WPA; M.G.L. c. 131 § 40), its companion regulations 310 CMR 10.00, and Chapter 237 of the Town of Barnstable General Ordinances. 2.0 BACKGROUND Between 1960 and 2009, the Site was used as a regional fire training facility by municipal fire departments throughout Cape Cod. As a result, the municipalities that trained at the facility released fire suppressant foams containing PFAS constituents into the environment, resulting in PFAS contamination of environmental media, and impacts to nearby public drinking water supply wells. These conditions constitute a release pursuant to the Massachusetts Contingency Plan (MCP; 310 CMR 40.0000), the environmental regulations that govern the assessment and cleanup of releases of oil or hazardous materials (OHM), including PFAS, in Massachusetts. According to MFTF officials, fire suppressant foam training exercises at the MFTF ceased in 2009 and water training activities ceased in June 2019. Live fire training structures and props have since been demolished and/or removed from the MFTF. On November 30, 2013, water samples were collected from the Mary Dunn Public Water Supply Wells (designated MD-1, MD-2, and MD-3), located approximately a third of a mile downgradient and southeast of Flintrock Pond, and analyzed for PFAS under the United States Environmental Protection Agency (EPA) Unregulated Contaminant Monitoring Rule (UCMR3) program. Elevated concentrations of PFOS and/or PFOA were detected in those samples. Given that PFAS constituents were also detected at elevated concentrations in the soil and groundwater at the MFTF, and that the groundwater flow direction is generally from the MFTF towards the Mary Dunn Wells, MassDEP determined that releases of PFAS from the use of AFFF at the MFTF is a contributing source of PFAS detected in the Mary Dunn Wells. Releases of OHM that impact public and private water supplies could also pose an Imminent Hazard, which requires “immediate action to reduce or eliminate the exposure at the Site because short-term exposure (five years or less) poses risk to human health.1” Since that time, various response actions have been conducted in an attempt to mitigate migration of PFAS from the MFTF. The work described herein is a continuation of those efforts. The Site was assigned MassDEP Release Tracking Number (RTN) 4-26179 in August 2016 due to elevated concentrations of PFAS detected in environmental media at the Site. An Order of Conditions for the MFTF was issued on December 30, 2020 (DEP# SE3-5772) in support of:  the demolition of the former fire training structures and infrastructure;  installation of a surface cap to limit precipitation infiltration into the subsurface; and  improve site drainage. Overall, this work has been completed and the Applicant will be submitting a Certificate of Compliance application to the Commission relative to that Order of Conditions. 3.0 PURPOSE AND NEED Based on the current understanding of PFAS, the manufactured chemicals in AFFF found on the Site, these chemicals tend to bio-accumulate within people, animals, and the environment and may cause a variety of health impacts including reproductive and developmental effects2. The project is needed to address short-term exposure concerns and as part of a long-term remediation strategy to address the requirements of the Massachusetts Contingency Plan and to meet EPA-mandated safe drinking water standards, including implementation of PFAS containment measures to further protect Cape Cod's sole-source groundwater supply aquifer. (GZA) is currently executing a PRB pilot test at the Site pursuant to evaluate the efficacy of this remediation technology under the IRA Plan Modification dated September 4, 2024 that was approved by MassDEP. This pilot test is located outside the Commission’s jurisdiction. A total of 10 full time or seasonal use public drinking water wells are located within a third of a mile of the Site, including the three Mary Dunn wells. The shallow groundwater flow direction is generally towards the southeast, except for localized effects from the pumping of the wells. Groundwater data collected since 2024 indicate that PFAS-impacted groundwater is migrating in a southeastern direction toward nearby and downgradient public drinking water supply wells, the groundwater extracted from the drinking water wells is treated to remove PFAS contamination and thus prevent exposure to the consumers of the Hyannis municipal water supply system. The proposed project is required to further reduce PFAS migration from the MFTF and thus further protect the public and the environment from risks from exposure to residual PFAS contamination. Failure of the County to act would result in an enforcement order issued by the MassDEP with monetary penalties assigned to the County and continued degradation of the groundwater quality in the vicinity of the public water supply wells, as well as ecological receptors in the environment in general. The County has an additional obligation to perform the work as a responsible member of the Cape Cod community, including being responsive to community environmental concerns, public health, and quality of life for Cape Cod residents and visitors. In addition to Barnstable County, this proposed work is under review by other local, state and federal stakeholders including the Barnstable County Fire District, Hyannis Water District, the Town of Yarmouth, various nearby neighborhood groups, MassDEP, and the United States Geologic Survey. 2 “Our Current Understanding of the Human Health and Environmental Risks of PFAS”. April 2025 South Flint Rock Road Permeable Reactive Barrier Installation Project 01.0177641.20 Page 3 4.0 EXISTING CONDITIONS The MFTF Site is located within an approximately 6.2-acre parcel of land located at 155 South Flint Rock Road in Barnstable (Hyannis), Massachusetts. The MFTF is owned by the County of Barnstable, Massachusetts, and includes former fire training building (which houses administrative offices, former classrooms, and two apparatus bays), and several ancillary structures including a former classroom building (currently being used for storage), two Quonset-style sheds (also being used for storage), a small concrete building which houses an on-Site groundwater treatment and recharge system (designated GWTS No. 1), a metal shipping container which houses a second on-Site groundwater treatment and recharge system (designated GWTS No. 2), a small, vacant, concrete block storage shed, and associated paved driveways/parking areas, and landscaped areas. A Site Locus Plan is included as Figure 1 and existing and proposed conditions are included as Figure 2. The ground surface at the MFTF is relatively flat and consists primarily of asphalt pavement with various buildings, offices and storage areas and some gravel covered and grass covered areas. The parcel is bordered by South Flint Rock Road to the north, an undeveloped, forested parcel to the south and east, and Flintrock Pond the west. A fence confines the MFTF on the north, east and west sides of the parcel boundary. A portion of the MFTF located in the southwest has been capped and is covered with pea stone gravel underlain by a polyethylene liner. 4.1 REGULATED RESOURCES A GZA wetland scientist completed a wetland delineation of the Site on April 10, 2025, consistent with the Massachusetts Handbook for Delineating Bordering Vegetated Wetlands, Second Edition, Jackson, S.D, D.J. Henson, D. Hilgeman, M. McHugh, and L. Rhodes, 2022, Boston, MA., Massachusetts Department of Environmental Protection, Bureau of Water resources, Wetlands Program; Corps of Engineers Wetland Delineation Manual, Environmental Laboratory. Technical Report Y-87-1. U.S. Army Engineer Waterways Experiment Station, Vicksburg, MS; 2012 Regional Supplement to the Corps of Engineers Wetland Delineation Manual: Northcentral and Northeast Region, ed. J.S. Wakely, R.W. Lichvar, and C. C. Noble; ERDC/EL TR-12-1. Vicksburg, MS: U.S. Army Engineer Research and Development Center (Version 2.0); and the definitions promulgated in 310 CMR 10.00. The delineation identified a Bank resource and an isolated vegetated wetland that qualifies as Isolated Land Subject to Flooding (ILSF) that contains vernal pool species, as defined at 310 CMR 10.54(2) and 10.57(2), respectively, according to the Natural Resource Limitations found in Appendix C. Flags A-1 through A-25 are associated with the Bank of Flintrock Pond located along the western boundary of the Site and parcel. The Bank resource was delineated based on first topographic break in slope and numbered flags were hung to existing vegetation. The ILSF is a vegetated wetland located north of Site was delineated with Flags B-1 through B-12. Dominant plant species included winterberry holly (Ilex verticillata, FACW) and sphagnum moss (Sphagnum sp., OBL). Hydric indicators observed included saturated soils, water-stained leaves and areas of two to eight inches of surface water. Based on field observations including staining on trees and the ground surface, and aerial photographs displaying historic ponding of Wetland B, this isolated feature appears to confine standing water of at least a quarter acre and six inches deep. Based on these characteristics, this isolated feature is considered ILSF according to the definition found in 310 CMR 10.57(2). Additionally, areas below the mean annual low water (lower boundary of Bank) are defined as Land Under Water Bodies and Waterways (LUWW) at 310 CMR 10.56(2)(c). The mean annual low water level was not identified during the field delineation because the resource is determined to be below the observed water level of Flintrock Pond. April 2025 South Flint Rock Road Permeable Reactive Barrier Installation Project 01.0177641.20 Page 4 The delineated Bank, LUWW and ILSF are assumed to support the interests of the WPA as described in the Preamble at 310 CMR 10.54(1), 10.56(1), and 10.57(2), respectively. Figure 2 depicts the delineated resources, associated 100-feet Buffer Zone and 50-foot Buffer Zone. Photographs of the wetland resources are included in Appendix B. 4.2 OTHER RESOURCE AREAS GZA reviewed MassGIS (https://maps.massgis.digital.mass.gov/MassMapper/MassMapper.html) to assess other wetland related resources present on the Site. The findings are summarized in the table below. However, the subject of this filing is limited to the portions of the PRB located within jurisdictional areas including the 100-foot Buffer Zone to adjacent resource areas. The PRB will be injected along an approximate alignment generally parallel with the southern and eastern portions of the MFTF Site (see Figure 2 – Existing and Proposed Conditions Plan). The PRB will consist of CAC adsorptive media injected into the subsurface from depths of about 15 feet below ground surface continuously to 70 feet below existing ground surface. It is anticipated that the proposed PRB-related injection associated with this filing shall be limited to the Site. The PRB consists of a proprietary blend of CAC which is produced by Regenesis under the brand name PlumeStopTM. PlumeStopTM contains a polymer coating which allows the CAC to disperse in the subsurface initially, until the polymer coating breaks down and the CAC becomes fixed to the surrounding soil particles. The Bureau of Waste Site Cleanup at MassDEP (Southeast Region Office) reviewed and approved the ingredients within PlumeStopTM in an email correspondence with members of GZA and the Applicant on August 26, 2024 (See Appendix F – MassDEP Approval Letter). The PRB will be injected into the subsurface, below the water table, using a small, direct push drilling/injection equipment (GeoProbe) drill rig. There will be a staging area in the upland portion of the Site, outside of the 100-foot buffer zone, where Regenesis will stage other equipment including a frac tank to store water, totes of CAC, and other injection equipment including pumps, hoses, and blending equipment. Existing paved areas will be utilized for staging to the extent practicable. April 2025 South Flint Rock Road Permeable Reactive Barrier Installation Project 01.0177641.20 Page 5 The majority of the proposed PRB alignment is located outside the 100-foot Buffer Zone of regulated wetland resource areas. There are no temporary or permanent surface impacts proposed within wetland resource areas. Ground disturbance within the 50-foot Buffer Zone (Town of Barnstable) and the 100-foot Buffer Zone (WPA and Town of Barnstable) associated with the Project will be minimal. As a precautionary measure, a line of mulch filter sock will be placed on the existing ground surface between the proposed PRB limit and the Bank of Flintrock Pond (See Figure 2). The filter sock will be staked into the ground. Sediment barriers will remain in place and maintained until installation of the PRB is complete. The Project will be accessed from existing paved portions of the parcel off South Flint Rock Road. Based on the available data, the southwest corner of the MFTF is considered a “hot spot” pursuant to the MCP. As such it is prudent to extend the PRB to within about 30 feet of the shore of Flintrock Pond. For this reason, we request a waiver from the Commission for access and injection of the PRB within the 50-foot and 100-foot Buffer Zones. Temporary impacts will be restored at the completion of the Project. The construction sequence for the Project is anticipated to be as follows: 1. Mobilize equipment and specialty crews to site. 2. Stage equipment within upland areas outside the 100-foot Buffer Zone. 3. Install compost filter sock erosion controls. 4. Install PRB within areas outside the 100-foot Buffer Zone 5. Install PRB within areas within the 100-foot Buffer Zone 6. Seed disturbed areas with a native, upland seed mix. Mulch if needed. 7. Demobilize from site. 6.0 COMPLIANCE WITH REGULATIONS 6.1 WETLANDS PROTECTION ACT The performance standards for work within LUWW are described in 310 CMR 10.56(4). Performance standards for work within Buffer Zone are described in the Barnstable Wetlands Protection Bylaw in Chapter 263-5(K). No work is proposed within Bank, BVW, or 200-foot Riverfront Area. Compliance with the applicable performance standards is demonstrated in Tables 2 through 4. Work is scheduled outside the active vernal pool season in June through October. 310 CMR 10.56(4)(a)(4) Proposed work shall not impair the capacity to provide important wildlife habitat functions. N/A The proposed work does not involve alteration to LUWW; therefore, this Performance Standard does not apply. 310 CMR 10.56(4)(a)(5) Work on a stream crossing shall be presumed to meet 310 CMR 10.56(4)(a) provided the work complies with the Massachusetts Stream Crossing Standards. N/A The Project does not include a stream crossing; therefore, this Performance Standard does not apply. 310 CMR 10.56(4)(c) No project may be permitted which will have an adverse effect of specified habitat sites of rare vertebrate or invertebrate species as identified by 310 CMR 10.59. Yes A portion of the proposed work is located within Natural Heritage Priority Habitats of Rare Species. A MESA Checklist application has been sent to NHESP for review. The mapped NHESP polygons are centered around Flintrock Pond and the IVW located outside the Site. Adverse effects to this aquatic habitat are not anticipated. 6.1.1 Bank Resource Massachusetts WPA Regulations define Bank as, “the portion of the land surface which normally abuts and confines a water body. It occurs between a water body and a vegetated bordering wetland and adjacent flood plain, or, in the absence of these, it occurs between a water body and an upland. A Bank may be partially or totally vegetated, or it may be comprised of exposed soil, gravel, or stone.” Temporary and permanent impacts are not proposed within the Bank of Flintrock Pond. The pond’s eastern Bank shares a boundary with the parcel of the Site. The proposed work is located within the 100-foot Buffer Zone of the Bank. The proposed work will not impair the ground water or surface water quality and is intended to improve groundwater quality. 310 CMR 10.54(4)(a)(4) Proposed work shall not impair the capacity of the Bank to provide habitat, escape cover, and food for fisheries. Yes The proposed work is not anticipated to impact Bank and is intended to improve groundwater quality. 310 CMR 10.54(4)(a)(5) Proposed work shall not impair the capacity of the Bank to provide important wildlife habitat functions. Yes The proposed work is not anticipated to impact Bank or habitat quality and is intended to improve groundwater quality. 310 CMR 10.54(4)(a)(6) Work on a stream crossing shall be presumed to meet 310 CMR 10.54(4)(a) provided the work complies with the Massachusetts Stream Crossing Standards. Yes The proposed work does not involve any alteration to or work near a stream crossing. 6.1.2 Land Subject to Flooding (Bordering and Isolated Areas) Massachusetts WPA Regulations define ILSF as, “an isolated depression or closed basin without an inlet or an outlet. It is an area which at least once a year confines standing water to a volume of at least ¼ acre-feet and to an average depth of at least six inches.” No flood storage volume will be lost as the result of a proposed project. Proposed repair and replacement of the fishway structures is not anticipated to alter ILSF as proposed work is located within buffer zone only. Yes The proposed work is intended to address a public water supply contamination by installing the PRB to sequester PFAS- contaminated groundwater. 310 CMR 10.57(4)(b)(3) An adverse effect on the capacity of said area to prevent pollution of the ground water, where the area is underlain by pervious material which in turn is covered by a mat of organic peat and muck. Yes The proposed work is intended to address a public water supply contamination by containing a PFAS plume located within shallow groundwater. 310 CMR 10.57(4)(b)(4) An impairment of its capacity to provide wildlife habitat where said area is vernal pool habitat, as determined by procedures contained in 310 CMR 10.60. Yes Potential vernal pool habitat is mapped by NHESP north of the Site. Proposed activities are located greater than 100 feet from the potential vernal pool and scheduled to be conducted outside the active breeding season of vernal pool species. No alteration to vernal pool habitat is proposed. 6.1.3 Buffer Zone Massachusetts WPA Regulations define Buffer Zone as, “100-ft area horizontally (on a true lateral) landward of approved delineation of applicable wetland resource areas.” The WPA further states that any activities undertaken within 100 feet of an area specified in 310 CMR 10.02(1)(a) (e.g., Bank, Bordering Vegetated Wetland) will be conducted per (310 CMR 10.02(2)(b)), “in a manner so as to reduce the potential for any adverse impacts to the resource area during construction, and with post-construction measures implemented to stabilize any disturbed areas.” The proposed PRB installation would result in temporary access into the Buffer Zone to conduct the subsurface injections using a small GeoprobeTM drill rig. Impacts to the Buffer Zone are unavoidable due to the location of portions of the work in the southwest and northeast areas of the Site. Any ground disturbance associated with drill rig within upland areas will be restored upon completion of the Project. 6.2 CHAPTER 237 BARNSTABLE WETLANDS PROTECTION BYLAW The Project has been designed to comply with the Barnstable Wetlands Protection Bylaw. According to Section 2 of Chapter 237; “Except as permitted by the Conservation Commission or as provided in this chapter in 237-3, no person shall remove, fill, dredge or alter in or within 100 feet of the following resource areas; surface water body, vegetated wetland or unvegetated April 2025 South Flint Rock Road Permeable Reactive Barrier Installation Project 01.0177641.20 Page 9 wetland; any land under said waters, and any land subject to flooding or inundation by groundwater, surface water, tidal action or coastal storm flowage.” Proposed work areas are located within the 50-foot and 100-foot Buffer Zone of ILSF and Bank on the northern and western limits of the proposed PRB alignment designed to contain PFAS contamination within groundwater. Ground disturbance within upland areas is anticipated to be minimal and impacts will be restored at the end of construction. Work areas located within the 50 and 100-foot Buffer Zones are unavoidable due to the nature of the work. The PRB alignment and location have been selected based on PFAS concentration results from groundwater well sampling. Some of the highest PFAS concentrations within the MFTF were located within the 50-foot Buffer Zone, therefore constituting the injection of PRB in these areas. A signed copy of the Town of Barnstable Form PA, permitting access to the Site is attached as Appendix E and abutter notifications will be delivered prior to the public hearing (See Appendix D). 6.3 COMPLIANCE WITH STORMWATER PERMITTING The majority of the WPA Stormwater Standards do not apply. The project is considered a redevelopment project and therefore must comply with WPA Regulations, 310 CMR 10.05(6)(k) for Stormwater Management Standards; however, the project does not include the construction of any new impermeable surfaces or other stormwater elements.
