The property is a 37,525 square-foot parcel located within a single-family residential zoning district. The site is currently developed with a 3-bedroom single-family dwelling, originally constructed in 1690 per the Town Assessor's records. An Isolated Vegetated Wetland (IVW) occupies the n01ihern portion of the prope1iy. It should be noted that no work is proposed within any areas mapped as Priority Habitat or Estimated Habitat for Endangered Species by the Massachusetts Natural Heritage and Endangered Species Program (NHESP). Proposed Work The existing 3-bedroom dwelling is cmTently served by a single cesspool. The existing cesspool failed its most recent Title 5 inspection, conducted on March 13, 2025. The proposed Title 5 septic system upgrade will consist of a 2,500 gallon dual compartment septic tank with a pump chamber. The septic tank effluent will be pumped up to a l 5'x30' pressure dosed leaching field. The proposed leaching field is situated 80.0 feet at its closest point to the edge of the IVW. Groundwater was encountered during soil testing and adjustments were made based on the Cape Cod Commission's April measurement. The bottom of the leaching field will be 4 feet above adjusted high groundwater. The new leaching field will be further away from the IVW than the existing system. Additionally, the pressure dosing design provides enhanced treatment, offering an environmental improvement over the existing system. No increase in the number of bedrooms is proposed. Isolated Vegetated Wetland An Isolated Vegetated Wetland is located along the n01ihern p01iion of the prope1iy. The wetland was flagged by Brad Hall of BLH Environmental Consulting on April 4, 2025. The wetland flags were located by Down Cape Engineering, Inc. during a field survey of the prope1iy. To protect the resource area during construction, a silt fence work limit line is proposed downgradient of all proposed work. A backhoe is expected to be used for the installation of the new system and will use the existing driveway as access. The new leaching field is proposed as far away from the resource area as possible given site constraints. All work will be outside of the 50' buffer. Variances are required under Town of Barnstable Regulations 360-1: "Location of components with respect to water bodies" and are expected to be granted in a subsequent Board of Health filing.
