Subject: [MassHistPres] Bill to amend MGL Chapter 40, Section 8D and Chapter 40C
As already noted Senate Bill S1428 and its companion House Bill HD4331 if passed and signed into law
would significantly amend the Massachusetts enabling statutes for both local historical commissions and
Chapter 40C local historic district commissions, so anyone with concerns about how historic preservation
works at the local level in Massachusetts should be aware of what’s being proposed.

The Joint Committee on Municipalities and Regional Government held a hearing on this Bill this past
Tuesday, June 10. Written testimony is encouraged and should be submitted not later than two (2)
weeks following the June 10, 2025 hearing.

The Committee strongly prefers that written testimony be submitted by email, as specified above. If
