To all persons deemed interested or affected by the Town of Barnstable’s Hyannis Main Street Waterfront Historic District Commission Ordinance under Chapter 112, Article III of the Code of the Town of Barnstable, you are hereby notified that a public meeting is being held at Town Hall, 367 Main Street, Hyannis, MA Selectmen’s Conference Room, 2nd Floor 6:30 P.M. on Wednesday, June 18, 2025 . All public hearings and other matters anticipated by the Chair listed below may be acted upon. The meeting will be televised live via Xfinity Channel 8 or high definition Channel 1072. Welcome to New Members, Special Guests, Advisors and Comments Updates • Trainings • Awards • Correspondence Reminder of Commission’s Purpose and Proper Procedure New Business Marty Gravelle & Patricia Hurley - Sprinkle Home Improvement – 38 School Street, Hyannis – Map 327 Parcel 235 - Siding and Windows Martin Gravelle, owner and Brad Sprinkle from Sprinkle Home Improvement in attendance. Brad Sprinkle explains the proposed project, repair needs. Want to make uniform with white cedar shingles. Trim in need of repair. Remove aluminum and go back with white composite trim. Replace windows with new Anderson 400 series, 2 over 2 grids. 2 Laura Cronin, color of windows? Brad Sprinkle confirms black exterior with white trim, 2 over 2 grids. Tom Doherty, asks, all the way around? Condition on side? Brad Sprinkle, not on the sides. These have some life left. Kevin Matthews, roof on front gable? Brad Sprinkle, staying the same for now. Paint and as is. Laura Cronin confirms, porch side is staying as is. Could we request be done at same time? Chair Cheryl Powell, painting – the intent is for homeowner to paint this summer. Jack Kay, preserve shutters? Martin Gravelle, no, these were plastic, not replacing. Laura Cronin, concerns with front get all re painted. Martin Gravelle, rails and columns need to be painted, keeping aluminum for now. Roof in good shape. Want to do a little at a time. When we do sides come back for the process. Chair Cheryl Powell opens up public comment. None. Chair closes public comment. Kevin Matthews, doesn’t want to make painting the front a requirement. Martin Gravelle agrees, columns will get painted. This will be a women’s fashion boutique. Explains the proposed sign. Youthful boutique. 1/8 inch with aluminum faced plastic. Add a small black border/frame, building is white. Brick is yellowed now. Material is composite board, this is the best to last over time and the design. Cheata leopard print. 3 Chair Cheryl Powell, edges on the sign? Evelyn Orman, on white back drop, adding a black frame around the sign. Tom Doherty asks if the whole building would be white? Evelyn Orman, chart for HHDC, maybe a tan or light tan – redo the white with white. Yelow trim doing a light tan or brown. Farrell Orman, want to get the sign first. Evelyn Orman, when we get open we will do other exterior painting and planters. Tom Doherty confirms face Main Street? Laura Cronin, next to Soft as a Grape? Kevin Matthews, brackets? Evelyn Orman, hasn’t made the sign yet. Will be flat against the building. Not sure with the brick there. Farrell Orman, screw it into the wall possibly. Laura Cronin, would be nice to have dimensional letters on the sign will stand out better. Evelyn Orman, discussing with sign company, can do bracket to mount. If smaller sign can get the window decal. Focusing on the main sign for now. Kevin Matthews, border on the sign? Evelyn Orman, printed on the same sign - Black. Farrell Orman, want to do white paint, possibly power wash. Not sure what paint color to do trim, but white for now. Chair Cheryl Powell asks for any public comment. None. Laura Cronin comments - They had painted this early and this is of concern. Green trim done already as well. It does not look like what he had presented. Kevin Matthews, if not white washed – can we make him come back? Tom Doherty, saw the painting is not what was presented. The bandstand isn’t what we expected, chair colors. Corey Pacheco, yes, he brought back additional materials, for what was requested by the Commission. Dimensional drawing of the bandstand, landscaping, fence, etc. Kevin Matthews, HHDC approved the application, but this is not what it is, Laura Cronin, the lamps are red, not flickering flames, fence is done, globe lights all around. The bandstand is not what supposed to be. Discussion – regarding the approval – color pattern not same either. The plan submitted is not what is happening here now. Corey Pacheco, enforcement is what would need to happen as the next step. Laura Cronin, this applicant misrepresented his application. Started working before should have been. Corey Pacheco, suggests to place on the next Agenda and have come back and review what was proposed at the last meeting. Staff - Send Applicant the minor modification form and have him come back to present and then the Commissioner’s can address what has been done as compared to what is there now. Corey Pacheco, can ask Building Dept. to place stop work order per not what HHDC approved. Chair Cheryl Powell – July 2nd place on this Agenda for this applicant to come back. Send him minor modification application as well. Discussion Hyannis Port Local Historic District Study Committee Discussion Corey Pacheco, Town Council (TC) will be having discussion about appointing for protection for Hyannis Port. Study committee. Vote on whether or not the Commission would like to do this. Refers to the flow chart, Exhibit A with information about the expansion. Barnstable Historic Commission (BHC) also decided not to be – voted and sent a letter. Chair Cheryl Powell - BHC – letter read into record. Letter dated June 11, 2025. No HHDC members live in Hyannis Port. Should be made up of residents of Hyannis Port and member from BHC, Old Kings Highway and HHDC. Laura Cronin suggests HHDC should use the same type of letter and submit to TC. Chair Cheryl Powell, in an advisory capacity. Kevin Matthews suggests Jack Kay would be a good candidate. Such exclusive community, what will do with time if no applications? Not a real volume. Laura Cronin, right now no protocol. Chair Cheryl Powell, Civic Association, maybe have there so doing more than one. Discussion - Jack Kay advisory possibly. 5 Chair Cheryl Powell entertains a motion to write letter to respond, like the BHC letter, agree with them, should be made up of residents, and happy to provide advisory person, seconded by Laura Cronin, Roll Call Vote: Conrad Watson - aye Laura Cronin - aye Kevin Matthews - aye Matt Clark - aye Tom Doherty - aye Jack Kay - aye Cheryl Powell - aye Matters not Reasonably Anticipated by the Chair Chair Cheryl Powell – South Street octagonal residential building, Capt. Baxter building. How involved can we get to help this building? Kevin Matthews, confirms in the HHDC district. Laura Cronin, property is in neglect. Tom Doherty, do the owners want us to get involved? Chair Cheryl Powell, will investigate on what we can do. Is on the National Register. Very unique. Tom Doherty, there are grants to restore buildings if people are willing. Laura Cronin and Tom Doherty - library has information. They will do some research for this. Chair confirms.
