Hi Jay,
I spoke with Sullivan Friday a ernoon and asked if they were looking to con nue. I did tell them WWC
and HM had several concerns with the proposed applica on. If they want to proceed with a
presenta on before Conserva on Commission tonight, we can’t stop them, but, be assured that we
will be con nuing the hearing un l we receive WWC and HM official comments a er your mee ng on
9/23; especially since your concerns would change the proposal before ConsComm. I suspect Sullivan
will ask for the con nuance some me today.

Waterway ’s Commi ee and Harbormaster Staff is respec ully reques ng the postponement of (NOI
48 Starboard Lane, Osterville, MA 02665) on the upcoming Conserva on Commi ee mee ng
09/02/2025.
Sullivan Engineering did not have a representa ve present for the WWC Mee ng 08/26/2025. Both
HM Staff and WWC expressed numerous concerns(see below) and postponed this request ll
09/23/2025, to allow for a site visit and representa on from engineering firm.
We are respec ully asking that this agenda item is postponed by Conserva on un l it can be properly
presented at WWC, 09/23/25.

Please see below comments from the Waterway’s Commi ee Mee ng on 08/26/25
1. Applicant: The Sandy Neck Lighthouse Trust. Kenneth G. Morton, Trustee
Agenda amended to add New Business.
Original Town Clerk Clocking Date: August 19,2025 1:30pm
Project Loca on: 373 Sandy Neck Road, Barnstable, MA 02668 (map 338, parcel 001).
Representa ve: Daniel Ojala, Down Cape Engineering, Inc.
Proposed Project: Reconstruct licensed wood groins. Groin repairs/re-construc on to
include adding /replacing piles, replacing horizontal boards with ver cal tongue and
groove sheathing.
This project as proposed was approved by WWC and HM staff.
2. Applicant: 48 Starboard LLC.
Project Loca on: 48 Starboard Lane, Osterville, MA 02665 (map 185, parcel 001).
Representa ve: John O’Dea, Sullivan Engineering & Consul ng, Inc.
Proposed Project: To replace exis ng pier and boathouse with proposed addi on of a
ramp and float.
This NOI was deferred un l 09/23/25 as engineer was not present. WWC and HM staff reviewed
this project expressing several concerns to naviga on.
The angle at which current structure is imposed points towards the neighboring
parcel #94 and is already in close proximity to the lot line. NOI as proposed will only
exacerbate this issue.
Proposed NOI calls for a 26.5’ extension of pre-exis ng structure, not including the
beam of vessel. This is a poten al hazard to naviga on when considering the current
channel limita ons.
Proposed NOI would exceed overall lengths of adjacent proper es
Proposed NOI may restrict maneuverability of all vessels including that of Parcel #94
who expressed wri en concerns to HM Office.
