Crocker Jr. Hearing Room, 2nd Floor, 367 Main Street, Hyannis. The meeting will be televised live via Xfinity Channel 8 or high-definition Channel 1072. It may also be accessed via the Government Access Channel live stream on the Town of Barnstable’s website: https://barnstable.cablecast.tv/internetchannel/watch-now CALL TO ORDER – Introduction of Board Members and Staff NOTICE OF RECORDING – This meeting of the Barnstable Licensing Authority is being recorded and broadcast on the Town of Barnstable’s Government Access Channel. In accordance with Massachusetts General Laws Chapter 30A, Section 20, the Chair must inquire whether anyone else is recording this meeting and, if so, to please make their presence known. PUBLIC COMMENT APPROVAL OF MINUTES – June 25, 2025 PUBLIC HEARINGS 1. NEW DAILY LIVE AND AMEND DAILY NON-LIVE ENTERTAINMENT An application was filed by Sam Diego’s Inc. dba Sam Diego’s, 950 Iyannough Road, Hyannis, to amend the daily non-live entertainment license to include recorded music below conversation level and 9 TV’s and to add new daily live entertainment to include live, non-amplified music with 2 performers. The applicant proposes to host trivia, bingo, paint night, theme nights such as board games. Hours of all entertainment will be commensurate with their alcohol licensed hours; Sunday – Thursday 11:30am to 10pm and Friday & Saturdays 11:30am to 11pm. 2. NEW ANNUAL DAILY LIVE ENTERTAINMENT AND AMEND DAILY NON-LIVE ENTERTAINMENT LICENSE An application has been filed by 235 Ocean Partners LLC dba The Break, 235 Ocean Street, Hyannis, for a new annual daily live entertainment license and amending the daily non-live entertainment license. Applicant requests up to 3 live, amplified, performers on the outside covered patio, daily until 10:00 p.m. They propose to increase the daily non-live entertainment license by adding 2 TV’s on the 2nd floor (inside), 2 TV’s on the 1st floor (inside), 1 TV on the 1st floor covered patio (outside). Non-live entertainment will be commensurate with alcohol service hours. 3. NEW DAILY LIVE AND AMEND DAILY NON LIVE ENTERTAINMENT An application was filed by DJ’s Wings ‘n Things, Inc. dba DJ’s Wings, Ribs, Subs ‘n More, 165 Yarmouth Road, Hyannis, to add a new live entertainment to include trivia and amend the daily non-live entertainment to include 19 TV’s and recorded music below conversation level. Hours of entertainment are daily from 10am – 12:30am. 4. NEW ANNUAL ALL ALCOHOL COMMON VICTUALLER LICENSE, NEW DAILY LIVE & NON-LIVE ENTERTAINMENT An application has been made by Triton Beverage Group dba Cape Cod Beer, 1336 Phinney’s Lane, Barnstable, for an annual all-alcohol common victualer license. Microbrewery comprised of a 5000 sq. ft. bldg w/assembly-taproom w/seats for 206 or 96 seats w/tables & chairs, or 288 standees only; production, retail, offices, 2 bathrooms (1-ADA) & 3 egresses – 1 at rear of assembly/taproom, 2 at front of retail; a 2300 sq. ft. storage area w/access from patio to 2 adjacent space ADA compliant bathrooms, a 4000 sq. ft. building w/production, a 6700 sq. ft. patio w/seats for 250 and planter/barrier surround. Proposed alcohol manager is Michael McNamara. Hours of operation are Monday – Saturday 8am to 12:45am and Sunday 10am – 12:45am. The applicant also proposes a daily live entertainment to include up to 7 live amplified performers, comedy shows, live theatre, and karaoke; and daily non live entertainment to include 1 cinema screen to include music videos, 1 video game, recorded music above conversation level, and 5 TV’s. Proposed hours of live and non-live entertainment are daily from 10am to 12:45am. 5. AMEND ANNUAL ALL-ALCOHOL COMMON VICTUALLER LICENSE An application was filed by Ryan Family Amusement LLC dba Ten Pin Eatery, 793 Iyannough Road, Hyannis, for a change of Officers/Directors/LLC Managers and a change of ownership interest as per the application submitted. NEW APPLICATIONS 1. AMEND ANNUAL §12 ALL-ALCOHOL COMMON VICTUALLER LICENSE – CHANGE OF MANAGER An application has been filed by GMRI, Inc. dba The Olive Garden Restaurant #1523, 1095 Iyannough Road, Hyannis, to amend the licensed alcohol manager from David Marshall to Megan Bettencourt. 2. AMEND ANNUAL §15 WINE AND MALT LICENSE – CHANGE OF MANAGER An application has been filed by LLH, LLC dba Trader Joe’s, 655 Iyannough Road, Hyannis, to amend the licensed alcohol manager from David Haley to Megan Ackerman. DISCUSSIONS • Blue Moon, 430 Main Street, Hyannis –Discussion regarding recent police activity at or around the establishment as well as observed violations. • Outdoor entertainment – a discussion will take place regarding consistency with regards to hours of outdoor entertainment for all licensed businesses. For your information the section of the M.G.L. that pertains to postings of meetings is as follows: Except in an emergency, in addition to any notice otherwise required by law, a public body shall post notice of every meeting at least 48 hours prior to such meeting, excluding Saturdays, Sundays and legal holidays. In an emergency, a public body shall post notice as soon as reasonably possible prior to such meeting. Notice shall be printed in a legible, easily understandable format and shall contain: the date, time and place of such meeting and a listing of topics that the chair reasonably anticipates will be discussed at the meeting.
