Licensing Authority Minutes
The Barnstable Licensing Authority held a Public Meeting on Wednesday, June 25, 2025, at 10:00 a.m. at
Barnstable Town Hall, in the James H. Crocker Jr. Hearing Room, 2nd Floor, 367 Main Street, Hyannis.
Members present: David Nunheimer, John Flores, Larry Decker, Nancy Karlson-Lidman, Jessica Sylver, John
Murphy
Staff present: Det Chris Kelsey, Director Erin Logan
Chair Nunheimer opened the meeting at 10:00 a.m. and began by introducing staff and reading the notice of
recording.
Chair Nunheimer called for public comment. Seeing none, he closed public comment.
Applications were taken out of order.
3. Amend Annual All-Alcohol Common Victualler License (NEW APPLICATION)
An application has been filed by Ryan Family Amusements, Inc. dba Ten Pin Eatery, 793 Iyannough Road, Hyannis,
for a change of corporate name from Ryan Family Amusements, Inc. to Ryan Family Amusements, LLC as well as a
change of corporate structure from a corporation to an LLC
Application was represented by Attorney Paul Tardiff who advised that Ten Pin Eatery is seeking approval to
change the corporate name, structure and officers and directors. The Alcoholic Beverages Control Commission has
been part of the process, going from corporate structure to a limited liability corporation. Decker confirmed the
entity was converted. Flores noted the officers remain the same. While this was not a public hearing, there was no
public comments on this application. Decker moved with a second by Flores to approve this application. So voted,
aye (Nunheimer, Flores, Decker) unanimously.
1. New Annual Common Victualler (PUBLIC HEARING)
An application has been filed by Cape Cod Enterprises Inc. dba DUNKIN, 442 Main Street, Hyannis, for an annual
common victualler license with 16 seats inside and 28 seats outside; daily non-live entertainment license for
recorded music below conversation level. Proposed hours of operation are daily from 5:00 a.m. to 12:00 a.m.
Application was represented by Attorney Patrick Nickerson. Nickerson noted he is seeking a common victualler
license for DUNKIN at a new location, adding that this was the site of a former bank. At this time the restaurant is
open without seating and no signage. Signage is coming soon. There are no comments from Authority members
and no public comments. Decker moved with a second by Flores to approve this application as submitted. So
voted, aye (Nunheimer, Flores, Decker), unanimously.
1. New Special One-Day Entertainment License (NEW APPLICATION)
An application has been filed by Grand Café Restaurant, Inc., 350 Stevens Street, Hyannis, for a special one-day
live entertainment license on July 5, 2025, from 8pm to 12:45am. The applicant proposes hosting a live, amplified,
DJ.
Application was represented by Jackson Paguay. Paguay is seeking a one-day entertainment license to host an
event with a DJ on July 5, 2025. The DJ will be inside. Logan advised the crowd manager certification was approved
and is on file. Decker moved with a second by Flores to approve this application as submitted. So voted, aye
(Nunheimer, Flores, Decker), unanimously.
2. Amend Annual All-Alcohol Common Victualler License (NEW APPLICATION)
An application has been filed by 235 Ocean Partners, LLC dba The Break, 235 Ocean Street, Hyannis, for a change
of manager from Daniel Katz-Aboudi to Carey Anderson. The applicant also proposes an expansion to the outdoor
patio area.
Carey Anderson is present to represent this application. Anderson is the new General Manager. She has been in the
restaurant industry for over 30 years and has managed Crisp Flatbread and worked at Five Bays Bistro since 2012.
Adrian Pryshlak is also present and advised that he submitted a building permit for two staircases as part of an
outdoor patio expansion. Work is expected to be completed by Friday, June 27, 2025. The seat count will remain
below 200. Flores confirmed this is the location of the old Hyannis Anglers Club. Flores confirmed with Anderson
that they will have dedicated staff located in the patio area. While this application type is not subject to public
comment, there was no public comment made. Two motions were taken on these applications (1) Decker moved
with a second by Flores to approve the change of manager application as submitted. So voted, aye (Nunheimer,
Flores, Decker), unanimously. (2) Decker moved with a second by Flores to approve the outdoor dining expansion
application as submitted. So voted, aye (Nunheimer, Flores, Decker), unanimously.

Chair Nunheimer moved to approve the consent agenda as printed with a second by Flore. So voted aye (Nunheimer,
Flores, Decker) unanimously.

LICENSING UPDATES
1. Licensing Authority & Division Update
Logan noted that the Show Cause Hearing for Tiki Port will be moved to a later date.
2. Police Department Updates
Kelsey noted that Attorney Lawler has asked for a continuance (of the Show Cause Hearing for Tiki Port).
The Police Department is ready to go had we held the hearing today. They will be prepared for the next
date noting that we are looking at July 9, 2025. Nunheimer noted that this may be a special meeting.
ELECTION OF OFFICERS
Chair Nunheimer called for elections.
Decker moved to nominate John Flores as the Chair, with a second by Karlson-Lidman. So voted, aye, unanimously.
Flores moved to nominate Larry Decker to Vice Chair, with a second by Karlson-Lidman. So voted, aye,
unanimously.
Sylver nominates Nancy Karlson-Lidman as Clerk, so voted, aye unanimously.
Post election it was noted that Town Council will need to first move Karlson-Lidman to a regular member position
before her nomination to the position of Clerk can be confirmed. Logan will work with Cindy Lovell regarding this
matter.
DISCUSSION
There is a brief discussion regarding administrative logistics for the upcoming Show Cause Hearing forTiki Port.
