Old King’s Highway Historic District Committee
MINUTES
Wednesday, September 24, 2025, 6:30pm
To all persons deemed interested or affected b y the Town of Barnstable's Old King’s Highway
Historic District Act under Section 9 of Chapter 470, Acts of 1973 as amended. You are hereby
notified that a hearing was held by remote participation via Zoom Meetings on the following
applications:

A quorum being met, Chair Bett McCarthy called the hearing to order at 6:30 pm. The Chair
explained the hearing and appeal process and invited the public to address the Committee and
view the plans of interest when the application is called.

CONTINUED APPLICATIONS

Construct an addition to the right side and rear of the dwelling. Add a screen in porch on the rear.
Representative Chris Paine from Paine Builders was in attendance for this item.
Chris stated they have reduced the size of the project specifically the right-side addition and have kept the
screened in porch.
Committee Discussion:
Ryan- Clarified the length of the addition and asked if the addition is stepped back. Chris stated it is 7’ and
is approximately 1’ deep. Given the previous concerns of magnitude, this design offers a balance of needs
and protects the integrity of the area and is appropriate.
Lesley- Complimented the redesign. Appropriate.
Bett- Stated one of the Committee’s concerns was the flat aesthetic of the front. This updated proposal
provides depth and a break with the lattice, step back, and the front entry that steps out. Appropriate.

Construct a dormer on the second floor. Remove cedar shingles on roof and replace them with
architectural shingles. Replace two doors on the front.

Representative Anne Michniewicz was in attendance for this item.
Anne presented an addition of a former to the house to help break up the roof line. They will be switching to
architectural shingles. They would also like to change the two front doors. The front door will be a six panel light with
two panels and the breezeway door will be a twelve light with one panel. The dormer will have double hung windows
in the doghouse part and awning windows in between.
Committee Discussion:
Ryan- Complimented the design. Asked if the whole roof would be re-shingled and not just the dormer.
Anne clarified that the whole roof will be redone in architectural shingle with a colonial slate color. Ryan
noted the dormer is a great way to break up the massive roof. Appropriate.
Lesley- Appreciated the design of the dormers. The doors are appropriate. No issues.
Bett- The addition of the dormer balances the house. The doors are appropriate as well as the colonial slate
architectural shingles. Appropriate.

The addition is a master bedroom suite on the left-hand side of the house. All materials will match existing. In the rear
they will be adding a drive under garage.
Committee Discussion:
Ryan- Clarified, the addition would only be minimally visible from the road. Anne confirmed that it is
heavily vegetated through that area. Take no exceptions.
Lesley- Noted the addition adds a balance to the dwelling. Appropriate.
Bett- Agreed with the Committee remarks. The addition balances the dwelling, and it will be well screened.

Representative Steve Cook from Cotuit Bay Designs was in attendance for this item.
Steve presented a triangular shaped parcel that is located behind Route 132 park and ride lot. The front property line
is approximately 60’ off Route 132 and is heavily vegetated. The proposed is a two -story house with a front porch
with an attached one-story garage. White cedar shingles, azek trim, cobblestone grey roof, white Andersen double
hung windows, and with a proposed driveway coming off Route 132.
Committee Discussion:
Ryan- Noted it is an interesting parcel. Asked about what the plan is for the vegetation as it is heavily wooded right
now. Steve clarified the vegetation would be staying except for what is needed for the driveway and construction. The
depressions will be filled within the state right of way. Takes no exceptions given the location.
Lesley- Considering the location and vegetation, she had no concerns. Asked what the square footage will be. Steve
stated it is a gross floor area of 1800sq ft.
Bett- Concurs with the Committee comments. It is set back in a heavily wooded area. Considered the new build to be
appropriate.

next meeting. Bett stated she felt the addition is small, not highly visible, and felt comfortable voting on

the meeting to be held remotely via Zoom on October 8, 2025, at 6:30pm.

Add a 6’ x 8’ outdoor shower.
Lesley- Asked if the shower is in the rear of the dwelling. Erica clarified it is on the right elevation of the
dwelling but is towards the rear.
Ryan- Asked what the proposed material would be. Erica answered it would be Cedar, and the applicant
is amendable to adding vegetation to help obscure it. Ryan noted he would like to know how tall it is, but
given where it will be placed, it is towards the rear of the dwelling. If it is not vinyl, it is appropriate.
Bett- Agrees with the Committee, it is appropriate.

Barnstable, Map 350, Parcel 049, Built 1980 to add a 6’ x 8’ outdoor shower as submitted.

Old King’s Highway Election Information:
• Nomination Papers are available for pick up staring Monday September 29th through Friday
October 24th at Town Hall located at 367 Main Street, Hyannis between 8:30 AM – 4:30 PM.
Papers can be picked up at the Town Clerk’s Office located on the 1st floor or the Planning and
Development Department located on the 3rd floor. Nomination Papers must be submitted to the
Town Clerk’s Office no later than Monday October 27th by 4:30pm.
Erica noted that one seat is up for election this year.
