Traffic Impact and Access Study
VHB prepared a standard TIA consistent with local and state standards for traffic impact review. Some of the features include:
After consultation with Tow n Planning Staff the project study area includes 6 intersections
Review of existing roadway conditions and safety
Review of existing and future traffic conditions
Assess potential project influence within study area including expected traffic change between existing and proposed use
Review of access and operations with and without the project
Traffic Counts and Safety Records
Turning Movement Counts were conducted at all study area intersections (Sept):
–Weekday morning peak hour (7-9AM)
–Weekday evening peak hour (4-6 PM)
–Automatic traffic recorder on Great Marsh Road and Phinney’s Lane for 48 hours
Accident records were gathered from MassDOT for most recent 5 years where data is available:
–Most study area intersections fall below state average with the following exceptions:
•Route 28 at Phinney’s Lane
•Great Marsh Road at Shootflying Hill Road

Project Traffic Generation
•Projections Based on Institute of Transportation Engineers (ITE) Trip Generation ManualLand Use Cod (LUC) 221 Multifamily Housing and (LUC) 210 Single Family Housing
Access
Access is proposed by a single access driveway close to position of existing driveway
Sight distance was assessed, and the proposed condition exceeds the minimums for Stopping Sight Distance (SSD)
Intersection Sight Distance while desired is not required fall short under existing condition but removal of a tree to the east and clearing to the west which is proposed will improve on the available sight lines
Conclusion
Operational Analyses were conducted for future condition both with and without the project in place. No LOS changes are expected with the project in place
Results clearly show only minor influence on study area operations.
