Dear Barnstable ZBA,
As a resident of Barnstable I'm against the proposed Homes and Residences at Centerville
Cove for the following reasons.
-The traffic study does not account for peak summer volumes or cumulative impacts from
nearby projects. We ask the Board to require an independent peer review.
-Stormwater calculations must be reviewed by a qualified hydrogeologist. Runoff into
nearby wetlands raises concerns under the Wetlands Protection Act, which 40B cannot
override.
-If the developer claims certain conditions are ‘uneconomic,’ has the Board required a full
pro forma and independent financial review?
I ask the Board to confirm Barnstable/Falmouth’s SHI percentage and whether recent
approvals create a temporary safe harbor.
For these reasons, I respectfully request that the ZBA require comprehensive peer review of
the traffic, stormwater, and emergency access plans, and insist that all waiver requests be
detailed and justified. Until the application is complete and consistent with MassHousing
guidance, this project should not advance.
