Chair Robert Frazee called the meeting to order at 4:00 pm.
Acting under the provisions of the Code of the Town of Barnstable, ss 112-1 through 112-7, the
Historical Commission held a Public Hearing on the following applications previously
determined significant and referred to Public Hearing:

Connolly, Sarah T TR, 789 South Main Street, Centerville, Map 185, Parcel 014, Built
1870
Full Demolition: Demolish the existing structures.
Attorney Michael Shulz and John Barker were in attendance for this item.
Michael presented a dwelling that has had multiple additions which has swallowed the
historic structure over the years. Michael stated that through research and staff input
that this dwelling is not on the national register nor is it located within a national
register district. The applicant is respectfully requesting a full demolition of the
dwelling.
Commission Discussion: Bob stated that the fact that this dwelling has been swallowed
by more recent additions is relatively Germane and that the focus is whether this
structure has historical significance architecturally. Nancy asked to see the Form B for
the property, and it was clarified that this property had not been inventoried. Bob
stated that it appears in one of the photos that you may be able to see a hint of the
original structure but that is a guess.

Motion 1:
Jack Kay moved that after review and consideration of public testimony, the
application, and associated materials, the Significant Building – 789 South Main Street,
Centerville is a Preferably Preserved Significant Building. Nancy Shoemaker seconded.

Jack Kay moved that in accordance with Section 112-3(F), the Barnstable Historical
Commission determines that the full demolition of the building located – 789 South
Main Street, Centerville is not detrimental to the historical, cultural, and architectural

Partial Demolition: Replace three small windows with two larger copper-topped
windows to match another existing picture window.
Jack Cotton was in attendance for this item.
Jack presented the building which houses the Rainbow’s End Thrift Shop. The three
windows on the front of the building are rotted out and they plan to replace them with
two picture windows to match the picture window on the rear of the building. In
between the windows will be replaced with siding to match the existing.
Commission Discussion: Bob stated that the changes are not significant nor
detrimental to the building. This building is not architecturally significant. The other
commissioners agreed with Bob’s comments.

Partial Demolition: Rear wall and windows to accommodate new addition.
Jeffrey Turrill was in attendance for this item.
Jeffrey presented a partial demolition of the rear wall to add an addition. The addition
has been designed to accommodate an elevator lift among other amenities to help his
wife who is disabled. They have worked on the design to be unobtrusive to the
neighbors and to the sight line from the street. They explored other options and even
tried to find another home that would offer such accommodation but found that this
was their best solution.
Commission Discussion: Bob thanked Jeffrey for his letter that was submitted prior to
the meeting. Bob felt given the circumstances and the design that this is an acceptable
solution. The addition is on the rear, lower than the main dwelling, and would be
minimally visible from the street. Barbara commented that she is in support of this
project. The Commissioner’s agreed that this design is acceptable.

Partial Demolition: Demo rear roof of garage and add dormers.
Mark Macallister was in attendance for this item.
Mark presented an existing attached garage which was built in 1991 to another addition
to the historic structure. They plan to demo the rear roof of the garage and add dormers
to the second story for more room. The historic structure is not being proposed to be
worked on.
Commission Discussion: All the commissioners agreed that the dormers are on the rear
of the garage and would not be visible. They all agreed that the design is appropriate.

Full Demolition: Demolish the existing structure.
Steve Cooke of Cotuit Bay Designs and CJ Riley were in attendance for this item.
Steve presented a cottage roughly 200ft off the road that is in disrepair. He noted
several areas of concern regarding water damage, rot, and foundational issues. They
plan to rebuild the structure within the same footprint.
Commission Discussion: Barbara inquired if the windows will be changing. Steve
clarified that some of the windows would be such as the picture window which would
change to double hung windows. No comments from the other commissioners.

Partial Demolition: Remove and rebuild the second floor to enlarge existing bedrooms
and add a full bathroom.
James Curtis was in attendance for this item.
James stated that he and his wife bought this great house, but it is a bit cramped
upstairs. They intend to preserve the original footprint of the house but make the living
and bedroom spaces more livable in a colonial style. They will be updating the exterior
with new siding, windows, trim, and roofing. They intend to use this dwelling for
employee housing.
Commission Discussion: Bob noted there is a Form B for this property that has not
gone through MHC and was done by Jim Gould. Bob noted the Cape Verdean heritage
of the house as detailed in the historical narrative. He stated the building is not
architecturally exemplary but is typical of the turn of the century Azorean Portuguese
homes. He noted the modifications are appropriate and he complimented the owner on
wanting to update and enlarge the home rather than to completely tear it down. The
commissioners agreed with Bob’s sentiments.

Full Demolition: Demolish the main dwelling structure.
Janet Kearsley was in attendance for this item.
Janet presented the dwelling located at 48 Daniele Street in Cotuit and stated that it is in
disrepair. Her husband had previously used it as a workshop, but over the years it has
deteriorated. She respectfully requested a full demolition of the dwelling.
Commission Discussion: The commission agreed there is no architectural significance
for this building. Bob wondered if this building may have been used in conjunction
with the Cranberry Bogs behind the property and if any equipment may still be lying
around. Janet stated that there was no equipment like that on the property.

Lippart, Jack & Dale, 51 Hawes Avenue, Hyannis, Map 323, Parcel 005, Built 1940
Partial Demolition: Raise (lift) and reposition the existing dwelling and construct a one-
and one-half story addition. Existing foundation and roof to be demolished. The
renovated and expanded dwelling to be constructed on piles and will include a new
roof, windows, siding, etc.
Attorney Patrick Nickerson and Roy Kanani from ConServ were in attendance for this
item.
Attorney Nickerson presented a single-family one-story dwelling with a hip roof and
has frontage on two streets. No substantial additions to the residence since its initial
construction. It is not listed on the National Register nor is it located within a National
Register District. No historical narrative has been recorded for this residence. They are
proposing a partial demolition to lift, reposition, and construct an addition on top of it.
It will be constructed on piles. The approximate grade is about 12ft below sea level and
so the first floor will be set at 0 to comply with the building code and the loft plate at
20ft. The current interpretation from the building department regarding height in the
flood zone is to measure from the top of the v zone not from the average grade. This
proposal is 5ft under what the code allows. Patrick pointed out on the floor plans the
shaded area of the existing footprint and how the proposed is only enlarging the
footprint slightly, but the main portion of the construction will be the second-floor
construction. New siding, trim, and roofing. Patrick noted conservation approval was
obtained last month but this is proposal is still subject to the zoning board’s approval as
well.
Commission Discussion: Bob asked if the side setback that is narrow would be
maintained and Patrick clarified that it would be improved. Bob also thanked the
applicant for going over the flood zone code so that the Commissioner’s understand
why this is being built on piles. Jack inquired about the materials of the pilings. Roy
stated the pilings will be enforced concrete pilings.
