The proposed activities within conservation jurisdiction consist of landscape fencing and plantings as described on the RDA Filing Form. These project elements will occur within the 50-foot and 100-foot Buffer Zones to Isolated Land Subject to Flood (this area also serves as a stormwater retention area). Details of the proposed project are shown on the enclosed site plans and described in the attached project narrative. Enclosed, please find 10 copies of the RDA application, supporting documentation, filing fee of $175, and one full-size set of the wet stamped site plans. This application has also been submitted to your office in PDF format. Filing fees and supporting calculations are also enclosed. Notifications to abutters will be provided with evidence of delivery. The purpose of the inspection was to view a wetland resource area and delineate the limit of the bordering vegetated wetlands located on the south side of the property. This area serves as a stormwater retention facility, meets the criteria for isolated land subject to flooding, has a narrow band of BVW and in accordance with Barnstable Conservation Commission is regulated. The methodology considered for establishing and reviewing the BVW boundary follows the Massachusetts Department of Environmental Protection September 2022 publication, “Delineating Bordering Vegetated Wetlands”. The wetland boundary was delineated with pink survey ribbon. The delineation commences with boundary marker “ST-1”” adjacent to the Southwest corner of the retention area and extends to the east running counterclockwise around the area and terminates with wetland boundary marker “ST-19”. This wetland area is shown on the DEP Mass Mapper as Open Water (OW). Inland wetland plant species identified during my inspection included Red maple, Arrowwood viburnum, Alder buckthorn, Swamp dewberry, Purple-stem beggar ticks, Sedge and other wetland plants. Upland plant species identified above the BVW included Black cherry, White pine, White oak, Red oak, Common blackberry, English ivy, Virginia creeper, Poison ivy and other upland plant species. The Barnstable County Soil Survey information from the UCDAVIS NRCS website describes the land area as 80 percent Carver Soil Series which is consistent with our findings.
