To all persons deemed interested or affected by the Town of Barnstable’s Hyannis Main Street Waterfront Historic District Commission Ordinance under Chapter 112, Article III of the Code of the Town of Barnstable, you are hereby notified that a public meeting is being held at Town Hall, 367 Main Street, Hyannis, MA Selectmen’s Conference Room, 2nd Floor 6:30 P.M. on Wednesday, December 3, 2025 . All public hearings and other matters anticipated by the Chair listed below may be acted upon. The meeting will be televised live via Xfinity Channel 8 or high definition Channel 1072. She explains what the sign will look like. Decal signage on the door as well. Laura Cronin, will there be open and closed signage? Simone DaSilva, wood small sign to hang in the window, not lighted or illuminated. Laura Cronin, if something different will need to come back to this Commission. Cornelius Cawley, clarifies the colors on the proposed signage. Not changing the lights? Tom Doherty, staff recommendations – refers to the Staff Report (SR). 2 Corey Pacheco clarifies what is written in the SR. Maybe also the decal signage in the entry door as well. Chair Cheryl Powell opens public comment. None. Chair closes public comment. Chair Cheryl Powell entertains a motion for the Findings, moved by Cornelius Cawley to find this application to be compatible with the preservation and protection of the district, with regard to 580 Main Street, the addition of the decal signage on entryway door and an open closed sign with no lighting, any changes will have to come back for approval, seconded by Laura Cronin, Roll Call Vote – (Chair Cheryl Powell - no Clerk in attendance) Cornelius Cawley - aye Tom Doherty - aye Laura Cronin - aye Cheryl Powell - aye Chair Cheryl Powell entertains a motion for a Certificate of Appropriateness, moved by Cornelius Cawley to issue for 580 Main Street as commensurate with the stipulations provided for the Findings, seconded by Cheryl Powell, Roll Call Vote – (Chair Cheryl Powell -no Clerk in attendance) Tom Doherty - aye Laura Cronin - aye Cornelius Cawley - aye Cheryl Powell - aye Tom Doherty, sidewalks on Main Street, need to be cleaned. Need to have a meeting with Bldg. Commissioner regarding enforcement issues. Corey Pacheco, there is a Business Improvement District (BID), their responsibility is in charge of keeping sidewalks clean. Bldg. Commissioner could give better insight. Also notification to building owners. Chair Cheryl Powell – presentation from Bldg. Commissioner, this is good to have for HHDC. Tom Doherty did not realize there was a BID - need to clean up Main Street. New Business Sturgis Public Charter School- 427 Main Street, Hyannis – Map 308 Parcel 079 Exterior paint Mary Lincoln in attendance. The school started to paint the front of the building. They want to match the same color of the brick as is painted in the front, to match. Columns would stay white. Match on the Pearl Street side. Chair Cheryl Powell clarifies the area that would be painted blue/brick. Confirms that the front is already done. Laura Cronin, front painting is good, but all the rest to be painted blue over the brick is to much. If previously painted that would be ok. But to paint over brick for all would be to much. Tom Doherty, the whole brick wall painted blue, he is totally opposed to painting over the natural brick. Laura Cronin, maybe frame or do border of blue instead of painting the brick. Chair Cheryl Powell suggest to bifurcate these and make two decisions, the one that’s already done – and then take other section that hasn’t been done yet. This would be two votes. Chair Cheryl Powell opens up public comment. Discussion regarding doing a frame with blue instead of painting all the brick. And process of bifurcating the vote for done and proposed. 3 Chair Cheryl Powell entertains a motion to bifurcate the application; Findings for the area of brick in the front that has already been painted, seconded by Cornelius Cawley, Roll Call Vote – Chair calls: Cornelius Cawley - aye Tom Doherty – aye Laura Cronin - aye Cheryl Powell - aye Chair Cheryl Powell entertains a motion for a Certificate of Appropriateness for the section already painted, Cornelius Cawley moves to find it retroactively approved, compatible with the preservation and protection of the district, with the blue painting that has occurred in the front of the building, seconded by Tom Doherty, Roll Call Vote – Chair calls: Cornelius Cawley – aye Tom Doherty – aye Laura Cronin – aye Cheryl Powell - aye Chair Cheryl Powell entertains a motion for a certificate of appropriateness for the previously painted front of the building, moved by Cornelius Cawley for the application at 427 Main Street - as commensurate with the previously stated proposed, seconded by Cheryl Powell, Roll Call Vote – Chair calls: Cornelius Cawley – aye Tom Doherty – aye Laura Cronin – aye Cheryl Powell - aye Chair Cheryl Powell entertains a motion to continue the remaining part of the application for 427 Main Street, Hyannis to December 17, 2025, to paint the remainder of the building and in order to inform the Director of option, seconded by Cornelius Cawley Roll Call Vote – Chair calls: Cornelius Cawley – aye Tom Doherty - aye Laura Cronin - aye Cheryl Powell - aye Matters not Reasonably Anticipated by the Chair Approval of November 19, 2025, Draft Minutes Chair Cheryl Powell entertains a motion to approve the draft minutes, moved by Cornelius Cawley, seconded by Laura Cronin, Roll Call Vote – Chair calls: Cornelius Cawley – aye Tom Doherty – aye Laura Cronin – aye Cheryl Powell - aye Next HHDC meetings scheduled for December 17th 2025 and January 7, 2026 Adjournment Chair Cheryl Powell entertains a motion to adjourn, moved by Cornelius Cawley, seconded by Tom Doherty, Roll Call Vote – Chair calls: Cornelius Cawley – aye Tom Doherty – aye Laura Cronin – aye Cheryl Powell - aye 4 The meeting ended at 7:09 p.m. Respectfully submitted, Karen Pina Further detail may be obtained by viewing the video via Channel 18 on demand at http://www.town.barnstable.ma.us
