Chair Robert Frazee called the meeting to order at 4:00 pm.
Acting under the provisions of the Code of the Town of Barnstable, ss 112-1 through 112-7, the
Historical Commission held a Public Hearing on the following applications previously
determined significant and referred to Public Hearing:

19 Irving Ave LLC, 19 Irving Avenue, Hyannis Port, Map 286, Parcel 006, Built 1800
Partial Demolition: Renovation and expansion of the existing two-story residence. 1,000
sq. ft. addition to the south side of the property. Interior and exterior improvements.
Chair Frazee acknowledged the discrepancy between the assessor’s card built date as
1800 and the Form A for the Hyannis Port National Register District built date as circa
1970. He noted that this is a non-contributing structure within the district. Out of an
abundance of caution, the Chair asked for this application to appear before the
Commission to ascertain the Commission’s satisfaction that those facts as claimed are
correct.
Attorney Michael Shulz, Mike Targaella from Patrick Ahearn, and Garrett Goodridge
from Patrick Ahearn were in attendance for this item.
Attorney Shulz introduced the project by noting that the Commission does review
applications based upon the Town’s assessor’s records for any building 75 years or
older but as described by Chair Frazee there is a discrepancy between the assessor’s
card, and the Form A. Mike noted the goal was to work within the existing mass and
scale of the dwelling. The majority of the development is to the south side which
preserves the streetscape. Garrett noted the 1000 sq ft addition is mainly to expand the
living space and all efforts are being taken to enhance and work with the existing
structure with historically appropriate elements. Mike stated that to harken on the early
discussion of the age of the dwelling, there is no evidence to suggest the current
dwelling was built in the 1800s. Based upon the construction techniques and materials,
this is a much later build.
Commission Discussion: Bob stated that he is not disputing the 1970 built date. Bob
noted the street side façade along Irving is well hidden with some vegetation. The view
on the south side from Atlantic Avenue is impactful though.

John Richmond moved that after review and consideration of public testimony, the
application, and associated materials, the Significant Building – 19 Irving Avenue,
Hyannis Port is a Preferably Preserved Significant Building. Nancy Shoemaker
seconded.

Motion 2:
John Richmond moved that in accordance with Section 112-3(F), the Barnstable
Historical Commission determines that the partial demolition of the building located –
19 Irving Avenue, Hyannis Port is not detrimental to the historical, cultural, and
architectural heritage or resources of the Town. Nancy Shoemaker seconded.

Full Demolition: Demolish the existing dwelling.
Mark Byrnes was in attendance for this item.
Mark presented the existing photographs of the dwelling. He noted that the property
has been in the family since 1980 and the property has been used as a family gathering
place but it not in condition to be used year-round. They would like to demolish and
rebuild to further use the property for family gatherings. He noted that he is not aware
of any historic value regarding the dwelling other than its age. Mark also noted through
the historical aerials and conversations with the neighbors that this dwelling was also
possibly built later than what the assessor’s card details.
Commission Discussion: Bob noted that this application also came to the Commission
out of an abundance of caution due to the assessor’s card details and that it is a full
demolition. Bob noted that he also used the Town’s GIS maps and historical aerials and
cannot dispute the applicant’s claims. The last decipherable image is from the 1960’s of
the dwelling. Nancy asked if the siding is asbestos shingling. Mark answered that it is
not and is in fact the nice five eighths cedar shingles.

Partial Demolition: Carriage house renovation. Demolition of rear wall to expand floor
plan by 6ft. Interior demolition.
V from VF construction was in attendance for this item.
V presented a six-foot expanded addition to the accessory structure. The elevation will
not change much. The fenestration and location of the second story windows would
change slightly.
Commission Discussion: Bob noted the existing windows appear to be newer anyways
and not the original windows. The structure is barely visible from the street, but it is
located in the historic part of Centerville. Bob noted that the addition does seem to
blend in and would not have impact on the structure’s significance.
