LOW-PRESSURE GROUND EQUIPMENT, DEFINED AS 2 PSI OR LESS, SHALL BE USED FOR WORK IN MARSH AND OTHER SENSITIVE RESOURCE AREAS. FOR RUNNEL EXCAVATION AND MARSH HABITAT MOUNDS, TEMPORARY MARSH PROTECTION MATTING MAY BE USED TO PROVIDE ACCESS OVER SOFT/WET AREAS WITH PRIOR APPROVAL FROM THE ENGINEER AND OWNER. MATS MUST BE REMOVED UPON COMPLETION OF WORK IN SAID AREAS. 14. THE CONTRACTOR SHALL SAFEGUARD AND PROTECT ALL EXCAVATIONS. 15. THE CONTRACTOR SHALL MONITOR THE TIDE LEVELS DURING CONSTRUCTION TO ENSURE EQUIPMENT IS NOT INUNDATED AND MATERIALS AND/OR TOOLS ARE NOT WASHED AWAY.THE CONTRACTOR SHALL REFERENCE NOAA TIDE PREDICTIONS FOR STATION 8443970 BOSTON AS WELL AS LOCAL WEATHER FORECASTS AND USE THEIR BEST JUDGMENT TO ENSURE EQUIPMENT IS NOT LEFT IN AN AREA THAT MAY EXPERIENCE INUNDATION WHILE UNATTENDED. 16. UNLESS OTHERWISE APPROVED BY THE OWNER, CONTRACTOR EQUIPMENT SHALL NOT BE LEFT UNATTENDED ON THE MARSH. IF LEFT UNATTENDED, EQUIPMENT SHALL BE ANCHORED AND SECURED AND LOCATED SUCH THAT IT WILL NOT BE SUBJECT TO INUNDATION BY TIDES BASED ON ANTICIPATED WATER LEVELS DURING THE TIME SAID EQUIPMENT IS LEFT UNATTENDED. 17. THE CONTRACTOR SHALL ADHERE TO THE BEST MANAGEMENT PRACTICES OF THE WETLANDS PROGRAM GUIDELINES ON MASSACHUSETTS WETLANDS PROTECTION ACT AND WATER QUALITY CERTIFICATION PROVISIONS REGARDING SALT MARSH RESTORATION TECHNIQUES INCLUDING DITCH REMEDIATION, RUNNELS, AND MARSH HABITAT MOUNDS BY MASSACHUSETTS DEPARTMENT OF ENVIRONMENTAL PROTECTION JUNE 18, 2024. 18. LABOR, EQUIPMENT, AND MATERIALS REQUIRED TO PERFORM THE WORK THAT, UPON COMPLETION, ARE NOT PART OF THE WORK SHALL BE FURNISHED, INSTALLED, AND SUBSEQUENTLY REMOVED FROM THE SITE BY THE CONTRACTOR. 19. THE CONTRACTOR SHALL BE RESPONSIBLE FOR REPLACING, WITH MATCHING MATERIALS, ANY PAVEMENT, WALKS, CURBS, ETC. THAT MUST BE CUT OR THAT ARE DAMAGED DURING CONSTRUCTION. 20. THE CONTRACTOR SHALL MAKE REASONABLE EFFORTS TO MINIMIZE IMPACT AND DAMAGE TO EXISTING VEGETATION AND MARSH SURFACE FOR ACCESS PREPARED BY CONTRACTOR. RUNNEL EXCAVATION AND MARSH HABITAT MOUNDS: 21. RUNNELS SHALL BE PITCHED NO MORE THAN 1% TO IMPROVE THE MOVEMENT OF WATER OFF THE MARSH SURFACE. 22. RUNNELS SHALL BE LOCATED IN THE FIELD USING GPS EQUIPMENT AND MARKERS/STAKES SHALL BE PLACED TO GUIDE RUNNEL EXCAVATION AND THE PLACEMENT OF RESULTANT RUNNEL MATERIAL. 23. THE CONTRACTOR SHALL NOT EXCAVATE MORE MATERIAL IN ONE WORKING DAY THAN CAN BE PLACED SAME-DAY. NO MATERIAL SHALL BE STOCKPILED ON THE MARSH. 24. WHEN CONDITIONS ARE ENCOUNTERED IN SELECT AREAS OF MARSH THAT PROHIBIT RUNNEL EXCAVATION, THE CONTRACTOR SHALL REACH OUT TO THE OWNER AND ENGINEER IMMEDIATELY TO DISCUSS APPROPRIATE RESTORATION MEASURES. 25. IN EACH PROPOSED RUNNEL LOCATION, THE CONTRACTOR SHALL EXCAVATE THE SOIL TO PROPOSED RUNNEL DEPTH. THE CONTRACTOR SHALL ENSURE THAT THE DESIGN RUNNEL DEPTH IS NOT EXCEEDED. IN NO CASE SHALL THE DEPTH OF RUNNELS EXCEED 1 FOOT (12 INCHES) BELOW THE SURROUNDING GRADE. THE CONTRACTOR SHALL ESTABLISH A SUFFICIENT SLOPE TO ALLOW DRAINAGE FROM THE HEADWATERS OF RUNNELS TO THEIR CONFLUENCE POINT WITH LARGER, EXISTING CHANNELS. 26. WHERE NEW CHANNELS MEET EXISTING CHANNELS, SMOOTHLY BLEND GRADE OF EXISTING WITH NEW. 27. ALL RESULTANT RUNNEL MATERIAL SHALL BE DISPERSED ON EITHER SIDE OF THE RUNNELS TO CREATE MARSH HABITAT MOUNDS. 28. PLACE ALL RESULTANT RUNNEL MATERIALS IN MAXIMUM 6-INCH LOOSE LIFTS TO CREATE MARSH HABITAT MOUNDS. THE CONTRACTOR SHALL PLACE RESULTANT RUNNEL MATERIAL SUCH THAT IT DOES NOT PREVENT THE DRAINAGE OF WATER FROM THE MARSH SURFACE. 29. MARSH HABITAT MOUNDS SHALL BE PLACED NO CLOSER THAN 5 FEET FROM THE NEAREST RUNNEL AND NO FARTHER THAN THE REACH OF THE EXCAVATOR. 30. TARGET ELEVATION FOR THE MARSH MOUNDS IS 5.25' NAVD88 WITH A +/- 0.25' TOLERANCE. MARSH MOUNDS SHALL NOT EXCEED 5.5' NAVD88. 31. FIELD ADJUSTMENTS OF RUNNEL ALIGNMENTS MAY BE PERMITTED AS FIELD CONDITIONS ALLOW. DITCH REMEDIATION: 32. THE CONTRACTOR SHALL TAKE ALL NECESSARY PRECAUTIONS TO PREVENT IMPACTS TO THE EXISTING MARSH SURFACE. 33. DITCH REMEDIATION SHALL BE PERFORMED WITH NATIVE MARSH GRASS CUTTINGS INSTALLED IN 6” TO 9” LIFTS AS NEEDED. LIFTS SHALL BE PLACED NO LESS THAN 6 MONTHS APART, REQUIRING BETWEEN TWO TO FOUR YEARS FOR ALL LIFTS TO BE INSTALLED. 34. NATIVE MARSH GRASS CUTTINGS SHALL BE SOURCED FROM A MOWED SWATH PARALLEL TO THE DITCH. 35. MOWED SWATH SHALL NOT EXCEED 20 FEET FROM EITHER SIDE OF THE DITCH. 36. DITCH REMEDIATION SHALL CONTINUE UNTIL FINAL DITCH ELEVATION IS NO GREATER THAN 8 INCHES FROM THE SURFACE OR IS NATURALLY RE-VEGETATED, WHICHEVER OCCURS FIRST. UTILITIES: 37. THE CONTRACTOR SHALL NOTIFY DIGSAFE AND/OR PUBLIC UTILITIES AT LEAST 3 BUSINESS DAYS PRIOR TO SITEWORK ACTIVITIES. THE CONTRACTOR SHALL BE RESPONSIBLE FOR FIELD LOCATION/VERIFICATION AND PROTECTION OF ALL SUBSURFACE AND OVERHEAD UTILITIES. 38. SHOULD UTILITIES BE IDENTIFIED PRIOR TO EARTHWORK ACTIVITIES, OR ENCOUNTERED DURING EXCAVATION, CONSULT OWNER AND ENGINEER FOR DIRECTION. 39. IF THE RELOCATION OF ANY UTILITIES IS REQUIRED, THE CONTRACTOR SHALL NOTIFY THE OWNER IMMEDIATELY. 40. PRIOR TO ANY EARTHWORK ACTIVITIES, THE CONTRACTOR SHALL LOCATE ALL UTILITIES IDENTIFIED BY DIGSAFE AND/OR PUBLIC UTILITIES WITHIN THE LIMITS OF WORK AND DETERMINE WHETHER UTILITIES ARE ACTIVE. SPILL PREVENTION AND RESPONSE PLAN: 41. THE CONTRACTOR SHALL DEVELOP A SPILL PREVENTION AND RESPONSE PLAN WHICH SHALL BE SUBMITTED TO THE OWNER AND ENGINEER AT LEAST TWO WEEKS BEFORE WORK COMMENCES. EROSION AND SEDIMENT CONTROL MEASURES: 42. ALL WORK SHALL COMPLY WITH ALL LOCAL, STATE, AND FEDERAL EROSION AND SEDIMENT CONTROL STANDARDS, LAWS, AND REGULATIONS INCLUDING BUT NOT LIMITED TO THE TOWN OF BARNSTABLE CONSERVATION COMMISSION, THE MASSACHUSETTS WETLANDS PROTECTION ACT, AND MASSACHUSETTS STORMWATER MANAGEMENT STANDARDS. 43. THE CONTRACTOR SHALL INSTALL SILT FENCE AROUND THE STAGING AREA AS SHOWN ON DRAWING C-104 AND WASH VEHICLES EXISTING THE CONSTRUCTION SITE WITHIN THE STAGING AREA. SILT FENCE DETAIL ON SHEET C-501. 44. DISTURBANCE OF SOIL SURFACES IS REGULATED BY STATE LAW AND LOCAL ORDINANCE. ALL WORK SHALL COMPLY WITH THE FOLLOWING CRITERIA AND ISSUED PERMIT CONDITIONS TO PREVENT OR MINIMIZE SOIL EROSION. 45. PRIOR TO THE COMMENCEMENT OF CONSTRUCTION ACTIVITIES THE CONTRACTOR SHALL INSTALL ALL EROSION AND SEDIMENT CONTROL DEVICES AS SHOWN ON THE PLAN, OR AS DICTATED BY THE PERMIT CONDITIONS. ALL EROSION CONTROL DEVICES SHALL BE MAINTAINED IN EFFECTIVE CONDITION DURING CONSTRUCTION. 46. THE CONTRACTOR SHALL USE THE LATEST EDITION OF THE "MASSACHUSETTS EROSION AND SEDIMENT CONTROL GUIDELINES FOR URBAN AND SUBURBAN AREAS" AS A GUIDE IN CONSTRUCTION OF THE EROSION AND SEDIMENT CONTROLS INDICATED ON THE PLANS. ALL EROSION AND SEDIMENT CONTROL MEASURES OR WORKS AND REHABILITATION MEASURES MUST CONFORM TO OR EXCEED THE SPECIFICATIONS OR STANDARDS SET OUT IN THESE GUIDELINES. 47. THE CONTRACTOR SHALL INSPECT EROSION AND SEDIMENT CONTROL DEVICES AT THE END OF EACH WORKING DAY, AFTER EACH STORM EVENT, AND AT LEAST DAILY DURING PROLONGED RAINFALL, OVERWASH EVENTS, AND HIGH TIDE EVENTS WHICH RESULT IN FLOODING WITHIN THE PROJECT AREA. REPAIR OR REPLACEMENT SHOULD BE MADE AS NEEDED PRIOR TO THE COMMENCEMENT OF CONSTRUCTION AFTER SUCH EVENTS. 48. THE CONTRACTOR SHALL BE RESPONSIBLE FOR THE TIMELY INSTALLATION, INSPECTION, MAINTENANCE, AND/OR REPLACEMENT OF ALL TEMPORARY AND PERMANENT EROSION CONTROL DEVICES TO ENSURE PROPER OPERATION THROUGHOUT THE LIFE OF THE PROJECT. THE CONTRACTOR IS RESPONSIBLE FOR MAINTENANCE OF PERMANENT MEASURES UNTIL CONSTRUCTION OF THE PROJECT IS COMPLETED OR UNTIL IT IS ACCEPTED BY THE OWNER AND ENGINEER. 49. IT SHALL BE THE CONTRACTOR'S RESPONSIBILITY TO CLEAN ROADS, CONTROL DUST, AND TAKE ALL NECESSARY MEASURES TO ENSURE THAT THE SITE AND ALL ADJACENT ROADS BE MAINTAINED IN A MUD- AND DUST-FREE CONDITION AT ALL TIMES THROUGHOUT THE LIFE OF THE CONTRACT. DUST CONTROL SHALL INCLUDE, BUT IS NOT LIMITED TO, WATER AND/OR CRUSHED STONE OR COARSE GRAVEL. 50. THE CONTRACTOR SHALL INSTALL ALL PERIMETER SEDIMENT CONTROL BARRIERS (E.G. SILT FENCE) AS SHOWN ON THE PLANS. 51. THE CONTRACTOR IS RESPONSIBLE FOR THE REMOVAL OF ALL SEDIMENT AND EROSION CONTROLS AT THE COMPLETION OF WORK. 52. THE CONTRACTOR SHALL RESTORE DISTURBED AREAS AS INDICATED ON THE PLANS. OTHER AREAS DAMAGED DURING CONSTRUCTION SHALL BE RESEEDED USING THE NEW ENGLAND COASTAL SALT TOLERANT GRASS MIX (NEW ENGLAND WETLAND PLANTS, INC. OR APPROVED EQUIVALENT) OR OTHERWISE RESTORED TO THEIR ORIGINAL CONDITION. TREES WILL BE PROTECTED TO THE EXTENT PRACTICABLE, INCLUDING AGAINST POTENTIAL BARK DAMAGE. 53. WASTE DISPOSAL: MATERIALS WHICH COULD BE A POTENTIAL SOURCE OF STORMWATER POLLUTION SUCH AS GASOLINE, DIESEL FUEL, HYDRAULIC OIL, ETC., SHALL BE STORED AT THE END OF EACH DAY IN A STORAGE TRAILER OR COVERED LOCATION AND TAKEN OFF-SITE AND PROPERLY DISPOSED OF.
