Acting under the provisions of the Code of the Town of Barnstable, ss 112-1 through 112-7, the Historical Commission held a Public Hearing on the following applications previously determined significant and referred to Public Hearing: CONTINUED APPLICATIONS None APPLICATIONS Ambrose, Susan TR, 76 Barnstable Road, Hyannis, Map 327, Parcel 059, Built 1920 Full Demolition: Demolish the existing structure. The applicant presented a building in disrepair and needs to be demolished. Commission Discussion: Bob noted that it is an early 20th century industrial commercial building that is in disrepair and has had several modifications to it. He noted that it does not appear to have any historical or architectural significance. Public Comment: None Motion 1: John Richmond moved that after review and consideration of public testimony, the application, and associated materials, the Significant Building – 76 Barnstable Road, Hyannis is a Preferably Preserved Significant Building. Nancy Shoemaker seconded. Nay: Nancy Shoemaker, John Richmond, Andrew Fisher, Robert Frazee Motion 2: John Richmond moved that in accordance with Section 112-3(F), the Barnstable Historical Commission determines that the full demolition of the building located – 76 Barnstable Road, Hyannis is not detrimental to the historical, cultural, and architectural heritage or resources of the Town. Aye: Nancy Shoemaker, John Richmond, Andrew Fisher, Robert Frazee Fish, Michael & Elizabeth TRS, 545 Sea View Avenue, Osterville, Map 114, Parcel 047/001, Built 1947 Full Demolition: Demolish the existing dwelling. Matt from Hutker Architects and Michael Fish were in attendance for this item. Matt noted where the Wianno Historic District is in relation to the property at 545 Sea View Ave and noted that it is well outside of the district. Regarding the house itself, the windows are a six over six square and is not a classic New England Colonial six to nine ratio. The dwelling was built in 1947 and had a significant addition in 1981. The garage was built in front, and it overwhelms the house. The gable was also added in 1981, and the fenestration was completely redone at that time as well. The original structure has been taken over by the newer addition and has lost any kind of historical significance. Commission Discussion: Bob noted that he agreed with the applicant’s findings and that the house is not historically or architecturally significant. Nancy stated that she wished the original 1947 house could be saved. Nancy agreed with Bob that there is no way to prove that the 1947 house is historically or architecturally significant. Public Comment: None Motion 1: John Richmond moved that after review and consideration of public testimony, the application, and associated materials, the Significant Building – 545 Sea View Avenue, Osterville is a Preferably Preserved Significant Building. Nay: Nancy Shoemaker, John Richmond, Andrew Fisher, Robert Frazee Motion 2: John Richmond moved that in accordance with Section 112-3(F), the Barnstable Historical Commission determines that the full demolition of the building located – 545 Sea View Avenue, Osterville is not detrimental to the historical, cultural, and architectural heritage or resources of the Town. Aye: Nancy Shoemaker, John Richmond, Andrew Fisher, Robert Frazee Ewald, Michael & Laurie, 134 Wianno Avenue, Osterville, Map 141, Parcel 007, Built 1938 Full Demolition: Demolish the existing dwelling. Patrick Ahearn was in attendance for this item. The applicant stated that there was a house built in 1938 but was essentially demolished in 2010 and a new house was constructed at that time. The intent is to now request a full demolition of the house constructed in 2010 and not particularly well built. Commission Discussion: Bob noted based upon the aerials of the dwelling in 1938 vs. 2010 that you can see the dramatic imposition of the new structure over the original. He agreed with the applicant’s assessment that the original structure was essentially demolished. Nancy noted that it would be preferable if they could reuse the old lumber. Patrick stated that none of the original lumber exists anymore even from the core house. John also noted that there is no market for recycling or reusing old lumber fro m historic houses. Public Comment: None Motion 1: John Richmond moved that after review and consideration of public testimony, the application, and associated materials, the Significant Building – 134 Wianno Avenue, Osterville is a Preferably Preserved Significant Building. Nay: Nancy Shoemaker, John Richmond, Andrew Fisher, Robert Frazee Motion 2: John Richmond moved that in accordance with Section 112-3(F), the Barnstable Historical Commission determines that the full demolition of the building located – 134 Wianno Avenue, Osterville is not detrimental to the historical, cultural, and architectural heritage or resources of the Town. Aye: Nancy Shoemaker, John Richmond, Andrew Fisher, Robert Frazee Mahoney, James & Carlyn, 54 Hawes Avenue, Hyannis, Map 324, Parcel 077, Built 1920 Partial Demolition: Remove low pitch rubber roof above first floor entryway at the rear of the building, remove portion of wall and windows on the west side of the house, and remove a portion of west facing exterior wall to accommodate new second floor addition. Peter McDonald was in attendance for this item. Peter presented a partial demolition with the removal of a few windows and creating an opening in the wall for a modest bedroom and bathroom addition to the rear of the house. The rear roof will be changing from a flat roof to a more traditional roof line that enhances the existing dwelling. Nothing will be changing from the street side. Commission Discussion: Bob noted that the footprint would not be changing. None of the commissioners had any questions or comments. Nay: Nancy Shoemaker, John Richmond, Andrew Fisher, Robert Frazee Motion 2: John Richmond moved that in accordance with Section 112-3(F), the Barnstable Historical Commission determines that the partial demolition of the building located – 54 Hawes Avenue, Hyannis is not detrimental to the historical, cultural, and architectural heritage or resources of the Town. Aye: Nancy Shoemaker, John Richmond, Andrew Fisher, Robert Frazee Goodwin, James TR, 644 Strawberry Hill Road, Hyannis, Map 249, Parcel 088, Built 1920 Full Demolition: Demolish the existing dwelling. Zach Raasch was in attendance for this item. Zach presented a full demolition of the building. He noted that everything has been disconnected. He also noted that they felt the house does not have any historical or architectural significance. Zach noted that he is only contracted for the demolition and is not aware of any future use. Commission Discussion: The commission addressed the public comment in which it was suggested that they make public comments before the Town Council regarding their concerns. The commissioners had no comments regarding any historical or architectural significance of the dwelling. Public Comment: Two people spoke to this item questioning the Commission about their purview in which Bob explained that the Commission evaluates each application for any building 75 years or older for partial or full demolition as to the historical or architectural significance. She expressed her concern about the future of construction in that area and issues before the Town especially affordable housing. Both abutters were concerned about the future of the area. Motion 1: John Richmond moved that after review and consideration of public testimony, the application, and associated materials, the Significant Building – 644 Strawberry Hill Road, Hyannis is a Preferably Preserved Significant Building. Nay: Nancy Shoemaker, John Richmond, Andrew Fisher, Robert Frazee Motion 2: John Richmond moved that in accordance with Section 112-3(F), the Barnstable Historical Commission determines that the full demolition of the building located – 644 Strawberry Hill Road, Centerville is not detrimental to the historical, cultural, and architectural heritage or resources of the Town.
