HomeMy WebLinkAboutOKH 12 10 25 Draft Minutes Town of Barnstable Old King’s Highway Historic District Committee MINUTES Wednesday, December 10, 2025, 6:30pm To all persons deemed interested or affected b y the Town of Barnstable's Old King’s Highway Historic District Act under Section 9 of Chapter 470, Acts of 1973 as amended. You are hereby notified that a hearing was held by remote participation via Zoom Meetings on the following applications: Bett McCarthy, Chair Present Ryan Coholan Present Lesley Wallace Present Wendy Shuck, Clerk Present Erica Brown, Administrative Assistant Present A quorum being met, Chair Bett McCarthy called the hearing to order at 6:30 pm. The Chair explained the hearing and appeal process and invited the public to address the Committee and view the plans of interest when the application is called. ______________________________________________________________________________ Roll Call Chair Bett McCarthy called the meeting to order at 6:30 pm and took roll call. Attendance Roll Call: Lesley Wallace Ryan Coholan Wendy Shuck Bett McCarthy APPLICATIONS Shuck, Wendy B TR, 164 Millway, Barnstable, Map 300, Parcel 036, Built 1872 Construct dormers on the existing garage and convert into guest room. Wendy Shuck recused herself from this item at 6:36pm. Ryan Coholan moved to open the public hearing. Seconded by Lesley Wallace. Roll Call Vote Lesley Wallace- aye Ryan Coholan- aye Bett McCarthy- aye Christopher Lyman from A3 Architects was in attendance for this item. Chris noted that the application stated the built date as 1872 which is the built date for the main dwelling and the garage was built more recently in 2020. They are proposing to finish the second story of the garage as a guest bedroom, and they will be constructing new dormers on both the front and back of the garage. On the front side, it will be stepped in from the outs ide wall and a little bit narrower to lessen the impact from the street side. On the back side the dormer will be flush with the outside wall and is wider to gain additional head height. All materials to match existing. Committee Discussion: Ryan- Given the presentation and what is being proposed, it is appropriate. Lesley- Corrected the village from West Barnstable to Barnstable. The proposal is very appropriate. Bett- Asked if the windows on the front side dormer are 2 over 1 or 2 over 2. Chris answered that they will be 2 over 2 to keep consistency since all the other windows are 2 over 2. Bett noted the design is appropriate. Public Comment: None Ryan Coholan moved to close the public hearing. Seconded by Lesley Wallace. Roll Call Vote Lesley Wallace- aye Ryan Coholan- aye Bett McCarthy- aye Ryan Coholan moved to approve the certificate of appropriateness application for Shuck, Wendy B TR, 164 Millway, Barnstable, Map 300, Parcel 036, Dwelling Built 1872 to construct dormers on the existing garage (built 2020) and convert into guest room as submitted. Lesley Wallace seconded. Roll Call Vote Lesley Wallace- aye Ryan Coholan- aye Bett McCarthy- aye Wendy Shuck re-entered the meeting in her official capacity at 6:42pm. Stallings, Kathleen, 1415 Hyannis-Barnstable Road, Barnstable, Map 297, Parcel 010, Built 1958 Remove chimney (no replacement) and re-roof with shingles to match existing. Wendy Shuck moved to open the public hearing. Seconded by Ryan Coholan. Roll Call Vote Lesley Wallace- aye Ryan Coholan- aye Wendy Shuck- aye Bett McCarthy- aye Kathleen Stallings was in attendance for this item. Kathleen is the landlord of the property and noted that the tenants recently have been struggling with a leak from the chimney. The chimney is no longer an operating chimney, and the dwelling has a small furnace which is vented through a different outlet. They propose to remove the chimney in its entirety and reroof with materials matching existing. Committee Discussion: Wendy- The chimney needs to be removed due to the leaks. It is not a historic home and the chimney is narrow and small. Removing the chimney is appropriate. Ryan- Appreciated the quaintness of the dwelling and thought the chimney is a great accent but given the circumstances it is appropriate. Lesley- Agreed with the Committee members. Appropriate. Bett- Agreed with the Committee as well. Felt it is appropriate to removed the chimney and reroof. Public Comment: None Wendy Shuck moved to close the public hearing. Seconded by Lesley Wallace. Roll Call Vote Lesley Wallace- aye Ryan Coholan- aye Wendy Shuck- aye Bett McCarthy- aye Wendy Shuck moved to approve the certificate of appropriateness application for Stallings, Kathleen, 1415 Hyannis-Barnstable Road, Barnstable, Map 297, Parcel 010, Built 1958 to remove chimney (no replacement) and re-roof with shingles to match existing as submitted. Lesley Wallace seconded. Roll Call Vote Lesley Wallace- aye Ryan Coholan- aye Wendy Shuck- aye Bett McCarthy- aye CONTINUED APPLICATIONS Christian Congregation in the US, 49 John Maki Road, West Barnstable, Map 217, Parcel 020/004, Built 2000 Renovation of the existing front and rear decks. Maintaining the same dimensions and footprint. The representative was not in attendance. Due to the lack of information provided, the Committee decided to take a vote on a continuance. Wendy Shuck moved to continue the certificate of appropriateness application for Christian Congregation in the US, 49 John Maki Road, West Barnstable, Map 217, Parcel 020/004, Built 2000 to renovate the existing front and rear decks to the Wednesday December 10, 2025, meeting at 6:30pm to be held remotely via Zoom. Lesley Wallace seconded. Roll Call Vote Lesley Wallace- aye Ryan Coholan- nay Wendy Shuck- aye Bett McCarthy- aye EXTENSIONS None MINOR MODIFICATION None OTHER: None Approval of Minutes October 22, 2025: Bett noted one edit for the Scudder’s Lane application regarding the landscaping. Wendy moved to approve the minutes for October 22, 2025, with the one edit as noted otherwise as submitted. Lesley Wallace seconded.
