The property at 21 Windrush Lane in Osterville is located on the west side of Windrush Lane
north of Bridge Street, between West Bay and North Bay. The lot is mainly in Flood Hazard
Zone AE (elevation 12) (NOT a Coastal A Zone) but there is a band of higher ground in Zone X
(shaded) running across Bridge Street from the south, and north through the middle of the lot
where the house is located. The land is quite flat, changing in elevation from its lowest point
(10.8) at the southwest corner to 13.3 at the house. The slope of the ground below elevation 12 is
about 2% (1:50) and the slope above 12 is 5% (1:20), well below the slope required to be called a
Coastal Bank. The lot is more than 100' from any resource area other than Flood Zone and is
thus not in any Buffer Zone.
The owners of this property are seeking permits to install a swimming pool in the southwest
corner of their back yard as shown on the plan of record. The pool (18'x38' water surface) and
cabana (12'x16') will occupy 1,220 SF of the flood zone and the remaining 244 SF of the pool
will be in Zone X (shaded), which is not a flood hazard zone. The area of the proposed pool is
1,098 SF in lawn and 366 SF in the ‘wooded’ area of the lot. The elevation of the pool coping,
cabana and patio will be 12.8, with grass areas that gently slope down to the north south and
west. The maximum depth of fill is from elevation 10.8 to 12.8 (2' deep). The volume of fill
within the flood zone (to elevation 12) is about 50 cubic yards, which is roughly 1/3 of the
volume of the swimming pool itself (assuming 6ft deep). The area and volume of the proposed
fill within the flood zone is quite small relative to the vastness of the surrounding flood zone. Its
location adjacent to land in Zone X (see change in flood zone exhibit) would suggest that the fill
will not create any constrictions to the free flow of flood waters, and thus not cause increased
water velocity, channelization, or negative impacts to abutting properties. The wooded area does
contain native trees (Pitch pine and oak) but there is no understory . Eighteen of these trees are
proposed to be removed, mostly in areas to be filled, but also to remove trees from the south and
west of the pool to allow more sunlight . There is a row of white cedars/arborvitae and/or
Leyland Cypress of various ages planted along Bridge Street and along the west property line.
The latter which will benefit from the increased sunlight.
Grading, including a swale and berm, along the south and west sides of the Limit of Work, and
drain pipes leading to a leaching galley will keep storm water on the site. The leaching galley is
there also to be able to draw down the water in the pool, when necessary for cleaning or other
maintenance.
