Dear Conservation Staff and Barnstable Conservation Commissioners,
Crawford Land Management (CLM) respectfully submits this NOI for 128 Saint Francis Circle
(the site). The site is situated west of Saint Francis Circle, along the eastern side of a freshwater
pond and is surrounded by residential development. The project applicant is Cheryl Kayes of
128 Saint Francis Circle, Hyannis, MA 02601. The site is identified as Parcel ID #291-228.
The proposed project includes lawn removal, invasive species management, mitigation
plantings, after-the-fact permitting of an addition under the existing deck, patio, and firepit
within the 100' buffer zone to BVW. Almost the entire lot is within Conservation jurisdiction
with the existing home and deck in the 50’ to 100’ buffer zone. The family living at the property
is multi-generational. It is important for the safety of the youngest family member that the
outdoor spaces be secured by fence enclosures. The property owner was issued an
Enforcement Order on June 30, 2025, identifying activities requiring remediation. Ms. Kayes
contracted Crawford Land Management to assist with bringing the property into compliance.
Crawford Land Management prepared a Restoration Plan, which proposes restoration
plantings, lawn removal and invasive species management to mitigate for the previously
unpermitted activities.
As documented in photographs taken during an onsite field visit which are attached below,
existing vegetation within the buffer zone is dominated by invasive and nuisance species.
Species observed include Oriental bittersweet, gray willow, greenbrier, multiflora rose, and
others. Proposed plantings within the invasive species removal area include steeplebush
(Spiraea tomentosa), sweet pepperbush (Clethra alnifolia), swamp rose-mallow (Hibiscus
moscheutos), and sweetgale (Myrica gale). All proposed plantings consist of straight-species
native shrubs selected to provide wildlife habitat and forage, establish robust root systems for
erosion control, enhance groundwater recharge and stormwater filtration, and contribute to
improved soil structure, microbiome function, and nutrient cycling.
The Mitigation Plan includes relocating the existing picket fence landward to establish a 12-foot
vegetated buffer to BVW. Approximately 357 square feet of lawn will be removed and restored
with a New England native wildflower seed mix and planted with native shrubs to increase the
vegetated buffer to BVW. The new location of the picket fence, which would be
moved more landward, will serve as a demarcation marker for the mitigation area, per Town of
Barnstable’s Approved Boundary Markers.
In addition, invasive and nuisance species will be removed from an approximately 1,500 square
foot area within the buffer zone. Following removal, the area will be seeded with a native
wetland seed mix and interplanted with native woody shrubs to reestablish a naturally
vegetated buffer between the pond and the developed portions of the property. These
measures are intended to enhance ecological habitat, improve wetland buffer function, and
provide long-term protection of wetland resource values onsite.
