Mr. Hoopes and Commission members,
Green Seal Environmental LLC (GSE) on behalf of the Applicant, Solect Energy, and the landowner,
Commonwealth of Massachusetts, is pleased to submit the attached Request for Determination of Applicability
(RDA) for activities proposed project located at Cape Cod Community College.
The scope of work for this project is the construction of two (2) solar canopies over existing parking lots at the
college. Three (3) of the proposed support columns fall within 100 feet of a vegetated wetland buffer zone and
is subject to the Commission’s review.
All the proposed work will occur in the buffer zone in a previously developed parking lot. The Applicant will
install perimeter erosion controls and catch basin silt sock to protect the resource area during construction.
We recognize the importance of ensuring that all work is conducted in compliance with Conservation
regulations and look forward to discussing the project with the Commission. Please find the necessary
documentation enclosed for your review. Should you require any additional information or have any questions,

Determination of Applicability.
