Chair Robert Frazee called the meeting to order at 4:00 pm.
Acting under the provisions of the Code of the Town of Barnstable, ss 112-1 through 112-7, the
Historical Commission held a Public Hearing on the following applications previously
determined significant and referred to Public Hearing:

Mackenzie, Leslee TR, 29 Coolidge Street, Cotuit, Map 035, Parcel 038, Built 1920
Demolish the shed/outbuilding. Partial demolition of the dwelling to construct new
attached garage addition.
Kyle Martin and Leslee Mackenzie were in attendance for this item.
Kyle stated that they would like to tear down the existing shed and replace it with an
attached garage. He noted the only part of the existing dwelling that would be
demolished would be the right side of the door where the garage would be connected to
the house. The rest of the existing house will not be touched. All materials will match
existing.
Commission Discussion: Bob noted that the shed is not over 75 years of age, but that the
Commission is more concerned with the modification to the dwelling. Jack expressed concern
with the drawings showing the garage doors substantially lower than the bottom of the wall. Kyle
addressed Jack’s concern stating that the length of the doors is a mistake and it may be due to the
grade drop from the left corner of the cabin to the property line. Bob noted that the drawing is
not necessarily inaccurate but that it shows the grade difference between the sill plate or slab
versus the sill plate of the cabin. Bob stated that the new addition does not overwhelm the
existing building.

Motion 1:
John Richmond moved that after review and consideration of public testimony, the
application, and associated materials, the Significant Building – 29 Coolidge Street,
Cotuit is a Preferably Preserved Significant Building. Andrew Fisher seconded.

Motion 2:
John Richmond moved that in accordance with Section 112-3(F), the Barnstable
Historical Commission determines that the partial demolition of the building located –
29 Coolidge Street, Cotuit is not detrimental to the historical, cultural, and architectural
heritage or resources of the Town. Nancy Shoemaker seconded.

Abe, Bettina & George, 83 Edgehill Road, Hyannis, Map 287, Parcel 102, Built 1944
Partial demolition of rear deck and living room addition and construct new addition to
rear of the home. Demolish 1975 garage.
Paul Muldoon from SV Design and Bettina Abe, homeowner, were in attendance for
this project.
Paul started his presentation with existing photographs of the gambrel house. He stated
there are a few structures on the rear dated between 1980 and 1990 which will be
removed from the 1944 main structure. These structures consist of a lower-level
walkout basement, a first floor living room space, a surrounding deck structure, a small
bump out addition on the second floor, and balcony on the uppermost level. These
additions will be removed and rebuilt with a relatively small difference. The proposed
plan shows these additions rebuilt in similar fashion in a way that defines the three
levels and is not visible from the public way. The main historic elements are retained,
defined, and prominent. The detached 1970 garage will be demolished and rebuilt
further back on the property.
Commission Discussion: Bob stated that he has been by the property and agreed with
Paul’s assessment of what is and what is not visible from the street. Barbara asked
about the rear right door and if it was being moved. Paul answered that it is being
relocated slightly to the right for safer passage.

One Hundred Three Long Beach Road LLC, 103 Long Beach Road, Centerville, Map
205, Parcel 017, Built 1948
Partial Demolition of the dwelling to construct new dormer, expand second floor
bedroom, and rear covered porch. Fully demolish existing 1948 garage, relocate, and
construct new FEMA compliant structure.
Randy Bern from the Chilton Development Company was in attendance for this project.
Randy started the presentation by saying that the homeowners want to keep the
integrity of the dwelling. The modifications and renovations are to be kept as modest as
possible but at the same time to give more living space. Dormers are proposed for the
front of the house to increase headspace in the stairwell and additional living space for
the bedroom. The right-side open porch addition on the rear of the house will be
removed and replaced with a new foundation and two-story addition. A covered porch
will be added to the left side rear with a deck above. The existing garage has problems
with flooding multiple times a year. The proposal is to remove the garage, relocate it
slightly back on the lot, and rebuild it per FEMA requirements. The relocation of the
garage will improve sight lines and will take the garage off the edges of the property
lines. Trim, rake, and siding will match the existing structure.
Commission Discussion: Jack inquired if the project is under the control of the DCPC.
Randy stated that it is within the DCPC and has been before both zoning and
conservation. Jack noted that DCPC has been requiring structures to recess two walls of
the second floor two feet. Randy stated he would look into if he will be required to
acquire a variance for this. Randy noted that they will be working with the existing
roofline.

Motion 2:
John Richmond moved that in accordance with Section 112-3(F), the Barnstable
Historical Commission determines that the partial demolition of the single-family
dwelling and full demolition of the garage located – 103 Long Beach Road, Centerville
is not detrimental to the historical, cultural, and architectural heritage or resources of
the Town. Jack Kay seconded.

o Attorney Kenney, Roberto Maia, Michelle Da Silva, and Roberto Deloso
were in attendance for this item.
Attorney Kenney gave an overview of the history of this project including
several appearances before the Historical Commission in the past.
Attorney Kenney noted that the agreement with the Church on Lincoln
Street had fallen through and although they attempted to find another
suitable location for the historical portion of the church that they had not
been able to find one.
The Commission stated that the applicant would be required to file a
Notice of Intent for full demolition and to please reach out to other
organizations such as Protect Our Past, Historic New England, and the
Cotuit Historical Society. Commissioner Kay also suggested ‘soft’
demolition. Commissioner Shoemaker requested that she be able to take
photographs of the interior for documentation purposes in which the
applicant agreed.

John Richmond moved to approve the minutes of October 21, 2025, and November 18,
2025 as submitted. Nancy Shoemaker seconded.

Matters Not Reasonably Anticipated by the Chair
Next meeting will be January 20, 2026.
With no further business before this Commission, a motion was duly made by Commissioner
Shoemaker and seconded by Commissioner Fisher to adjourn the meeting.
