- My name is Andrew Castrenze, my family and I have lived at 22 Marrick Court,
off of Richardson Rd, for the past 26 years.
- I am here to express my opposition to the 40B project proposal known as the
Residences at Centerville Cove.
- I think many of us in attendance this evening would agree that the Town of
Barnstable is experiencing a housing crisis, like many communities in the
Commonwealth of Massachusetts. However, this proposed project is just not suited
for a single-family residential district like ours. There are other locations like
Independence Drive or Wilkens Lane in Hyannis that have already installed much
of the infrastructure needed for a project like this.
- My primary concerns are for the safety and welfare of the residents who already
reside in this area of Centerville.
- The traffic on Rt 28 from West Main to Old Stage Rd. is already quite heavy,
there are all too frequent accidents in this area, many vehicles on Rt 28 travel at a
high rate of speed, I can hear it from my house at all hours of the day and night.
The proposed project will introduce a significant number of people into the area,
and all these safety concerns will increase.
- This project will also increase the number of school buses, delivery and other
service vehicles, emergency vehicles, and regular passenger vehicle traffic.
Phinney’s Lane, Great Marsh Rd., Old Stage Rd., Shootflying Hill Rd., and
Richardson Rd. will all likely get even busier than they are now. Richardson Rd. is
quite narrow; many vehicles drive down that road in the middle of the road
because it is narrow. We’ve been walking our dogs, jogging, and cycling on
Richardson Rd. for years and have had more close calls with vehicles than I could
count. Most of the area does not have sidewalks available and this creates many
dangerous encounters between vehicles and pedestrians.
- I see many neighborhood kids riding bikes in the area and many of them are not
wearing helmets. This is dangerous for them and for anyone driving on the streets
that encounter these kids and obviously need to give them space which can cause
accidents or near misses with other vehicles.
- If this project is to become reality, then all these issues regarding the safety and
welfare of the citizens in the area will be negatively impacted. Besides these
concerns, the project just does not fit well into this already densely populated
residential area.
- And this comment may be better directed elsewhere but 40B has been the law in
Massachusetts since 1969 and it is aimed at increasing affordable housing to at
least 10% of housing stock statewide. That is nearly 60 years, clearly this law has
not accomplished that goal, and it is time to think about changing the state’s
approach to affordable housing.
- Thank you again for allowing us to express our concerns about this 40B proposal.
