Licensing Authority Public Meeting Agenda
The Barnstable Licensing Authority will hold a Public Meeting on Wednesday, January 28, 2026, at 10:00
a.m. at Barnstable Town Hall, in the James H. Crocker Jr Hearing Room, 2nd Floor, 367 Main Street,
Hyannis.
The meeting will be televised live via Xfinity Channel 8 or high-definition Channel 1072. It may also be accessed via
the Government Access Channel live stream on the Town of Barnstable’s website:

CALL TO ORDER – Introduction of Board Members and Staff
NOTICE OF RECORDING – This meeting of the Barnstable Licensing Authority is being recorded and broadcast on
the Town of Barnstable’s Government Access Channel. In accordance with Massachusetts General Laws Chapter
30A, Section 20, the Chair must inquire whether anyone else is recording this meeting and, if so, to please make
their presence known.

APPROVAL OF MINUTES – December 17, 2025
PUBLIC HEARINGS
1. AMEND SEASONAL COMMON VICTUALLER LICENSE
In accordance with Chapter 140 of the General Laws, an application has been filed by 521-523 Main Street LLC
dba 521 Main, 521 Main Street, Hyannis, to amend the existing common victualler license from seasonal to
annual.
2. NEW CLASS II AUTO DEALER LICENSE
In accordance with Chapter 140 of the General Laws, an application has been filed by Cape Auto Center Inc. dba
Cape Auto Center Sales, 160 B Rosary Lane, Hyannis for a new Class II Auto Dealer license for the display of two (2)
vehicles for sale. Repairs of inventory vehicles only will be conducted on-site. Daily hours of operation are Monday
through Friday 8:00 a.m. to 5:00 p.m., Saturday and Sunday, closed.
3. NEW ANNUAL §12 WINE AND MALT COMMON VICTUALLER LICENSE
In accordance with Chapters 138 and 140 of the General Laws, an application has been filed by El Mariachi Loco dba
El Mariachi Loco, 569 Main Street, Hyannis, for an annual §12 wine and malt license. The applicant currently holds
a stand-alone common victualler license for the sale of food permitting 50 seats and is open for business Wednesday
through Sunday 11:00am to 9:00pm. The proposed alcohol manager is Maria Karina Hernandez, owner.
NEW APPLICATIONS
1. AMEND ANNUAL §12 GENERAL ON-PREMISES ALL ALCOHOL AND ENTERTAINMENT LICENSE
In accordance with Chapters 138 and 140 of the General Laws, an application was filed by Mill Street Tavern dba
Cape Cod Duck Inn Pub, 447 Main Street, Hyannis, for a change of manager from John Greene to John Saladino.
2. AMEND ANNUAL §12 ALL ALCOHOL COMMON VICTUALLER AND ENTERTAINMENT LICENSE
In accordance with Chapters 138 and 140 of the General Laws, an application was filed by 959 Bearses Inc. dba
Gannon’s Tavern, 959 Bearse’s Way, Hyannis for a change of manager from Michael Gannon to Laura Guindon.
3. AMEND SEASONAL §12 ALL ALCOHOL CLUB COMMON VICTUALLER & ENTERTAINMENT LICENSE
In accordance with Chapters 138 and 140 of the General Laws, an application was filed by The Beach Club, 27 Long
Beach Road, Centerville for a change of manager from Jim Galvano to Jennifer LaPage as well as a change of directors
and officers to Robert Lewis, President; Harry L. Alverson III, Vice President; Bruce T. Richards, Treasurer; Patricia
Nolan, Clerk;
4. AMEND ANNUAL §12 ALL ALCOHOL COMMON VICTUALLER & ENTERTAINMENT LICENSE
In accordance with Chapters 138 and 140 of the General Laws, an application was filed by 473 Partners Restaurant
LLC dba Hyannis Inn, for a change of DBA from Hyannis Inn to Wicked Willy’s Sports & Tiki Bar, Wicked Willy’s Fish
& Chips & Raw Bar.
DISCUSSION & VOTE – Annual Alcohol Compliance Meeting Requirements: The Licensing Authority
will deliberate on whether to require mandatory attendance at the annual alcohol compliance meeting
for all current and pending licensees. This discussion will conclude with a formal vote to approve or
reject the proposal.

The list of matters, are those reasonably anticipated by the president/chair, which may be discussed at the meeting. Not all items listed may in fact be discussed
and other items not listed may in fact be discussed and other items not listed may also be brought up for discussion to the extent permitted by law. It is
possible that if it so votes, the sub-committee may go into executive session. For your information the section of the M.G.L. that pertains to postings of
meetings is as follows: Except in an emergency, in addition to any notice otherwise required by law, a public body shall post notice of every meeting at least 48
hours prior to such meeting, excluding Saturdays, Sundays and legal holidays. In an emergency, a public body shall post notice as soon as reasonably possible
prior to such meeting. Notice shall be printed in a legible, easily understandable format and shall contain: the date, time and place of such meeting and a
listing of topics that the chair reasonably anticipates will be discussed at the meeting. Meetings of a local public body, notice shall be filed with the municipal
clerk, and posted in a manner conspicuously visible to the public at all hours
