Good afternoon Jim & Anna,
We’ve completed our review of the updated ZBA application for the 40B development at
195 Phinney’s Lane, Centerville, please see below for our comments.
A Road Opening Permit is required to complete work within the public right of way. Any
road closures proposed to facilitate work require the submission of a traffic management
plan to DPW for review and approval prior to start of construction. Note: Phinney’s Lane is
under roadway moratorium through summer of 2029, coordination with DPW will be
required through the road opening permit process to address post-construction
restoration.
The project will require a sewer connection permit be obtained from DPW prior to the start
of construction. Note: Additional coordination will be required with TOB DPW and Planning
and Development regarding the permitting, operations/maintenance, and ownership of the
proposed sewage collection system.
As part of flling for a sewer modiflcation permit, a pre-treatment questionnaire will need to
be submitted to the Town of Barnstable’s Water Pollution Control Facility as part of the
sewer connection permit process. Contact WPCF’s Kevin Follett
(kevin.follett@barnstable.gov) for a copy of the pretreatment questionnaire.
Any address changes will need to be coordinated with the COMM Fire Department and
DPW Engineering department. The contact at the DPW is James Prygocki:

Any tree removal or plantings will need to be coordinated with the DPW Tree Warden,
Andrew Bernier (Andrew.Bernier@Barnstable.gov).
Any sidewalks damaged by construction activities will need to be replaced according to
Town of Barnstable DPW standards.
The sump pump for the elevator within the proposed 3-story multi-family building will not
be permitted to discharge to the Town’s municipal sewage collection system and must be
routed to the on-site stormwater management system.
An additional easement will need to be created for the proposed sewer main connection to
the existing collection system.
All water mains/services will need to be sleeved in locations where minimum
horizontal/vertical separation distance cannot be achieved between water and sewer
mains/service lines.

sewer mains/service lines.
Depict the proposed elevation contours for the development site within the design plan
set.
Provide stop signs and lines the exit from the proposed development onto Great Marsh
Road.
Provide sight lines evaluating stopping sight distance for each direction of travel the exit
from the proposed development onto Great Marsh Road.
The Planning and Development Department has informed DPW that a traffic impact
analysis/trip generation report is being submitted by the developer, upon receipt DPW will
review and provide comment.
Does the developer plan to construct sidewalks connecting the residences within the
development to the proposed sidewalk extension along Phinney’s Lane/Route 28?
Design plans and details depicting proposed connections to the municipal drinking water
distribution system must be submitted to C.O.M.M. Water District for review and
permitting.
Provide ADA compliant handicap ramps with tactile warning panels at the driveway
crosswalks shown along the proposed Phinney’s Lane sidewalk extension.
The ZBA application package lacked sufficient information to evaluate the design of the
development’s stormwater management system(s), the applicant will need to submit the
following documents to DPW Engineering for their review.
• The Massachusetts Stormwater Checklist completed and stamped by a
Massachusetts Registered Professional Engineer (PE)
• A complete Stormwater Report prepared and stamped by a Massachusetts
Registered PE
• Long-term Pollution Prevention Plan and Illicit Discharge Compliance Statement
• Construction Period Pollution Prevention and Erosion and Sedimentation Control
Plan
• A narrative describing how the project will comply with standards 1 through 10 of
the Massachusetts Stormwater Handbook and Stormwater Standards
• Critical elevations for all proposed stormwater conveyances including swales,
detention/inflltration basins, etc.
• Drainage maps depicting pre and post-construction watershed boundaries,
drainage areas and stormwater fiow paths, proposed analysis points and
corresponding subcatchment boundaries, and off-site areas contributing to the
proposed stormwater management system(s)
• Calculations demonstrating the post-development peak discharge rates do not
exceed the pre-development rates for the 2-yr and 10-yr 24-hour storms, and if off-
site fiooding increases during the 100-year 24-hour storm, demonstrates post
development peak discharge rates do not exceed pre-development rates for the
100-year 24-hour storm
o THIS IS BASED ON THE MA SW HANDBOOK, DO WE WANT TO SPECIFICALLY
INCLUDE THE 25-YEAR STORM? ONLY NOT INCLUDING BECAUSE THAT’S
ALSO A TOWN REQUIREMENT?
• Required recharge volume calculations
• Soil testing documentation and soil analysis
• Calculations conflrming inflltration best management practices (BMP)s will drain
within 72 hours.
• Calculations documenting the proposed stormwater management treatment trains
meet the 80% TSS removal, and if applicable, the 44% TSS removal pretreatment
requirement
• Construction details and sizing for all components of the
• A long-term Operations and Maintenance Plan (O&M Plan) covering all components
of the proposed stormwater management system.
Additional coordination will be required with TOB DPW and Planning and Development
regarding the permitting, operations/maintenance, and ownership of the proposed
stormwater collection system.
