The dwelling foundation is located outside the 100-year floodplain. A small spot touched the edge of the building, but this is located at a small portion of the outdoor shower, which will be located on a Sono-tube footing and wooden platform outside the building foundation. The garage is partially located within the flood - plain (229 sq. ft.), but this small area has a negligible impact on the flood control in the coastal zone. The proposed work location is within the 50-100 ft. buffer zone of an existing isolated vegetated wetland (IVW). However, no work is proposed within the 0’-50’ buffer which is undisturbed. This property is not located within a Zone II of a Public Drinking Water Supply, and is also not located within the mapped Priority or Estimated Habitat under the MA Natural Heritage Program for Threatened or Endagered Species (NHESP). Project Impacts & Mitigation This project does not represent a significant impact on the neighboring IVW, and no work is proposed in the 0- 50’ buffer zone. The Applicant intends to protect the 0-50’ buffer zone with an erosion control/work limit line of haybale & silt fence, and maintain it during the construction period. The slope behind the proposed home & garage does not exceed the 18% threshold for consideration as a Coastal Bank under the Town of Barnstable definition (Ch. 705), but a small section of DEP- defined coastal bank is present along part of the flood plain line. This small area of coastal bank (approx. 62 sq. ft.) is located above the 50-ft. buffer between the garage and home, and will be protected by the work limit line/erosion controls during construction. After construction, the site will be stabilized (loam & seed) and will not result in any overall impact to the coastal bank functions. Review of impacts regarding other interests including the interests of the Wetlands Protection Act: 1. Effects regarding the Protection of Public & Private Water Supply: None. The new home will be connected to the town’s public water supply system, and as a result will not result in any impacts or changes to public or private water supplies. Effects regarding the Protection of Groundwater Supply: None. This project will not result in any impacts to the area groundwater supply. The new septic system will be designed in accordance with Title 5 (and the Town of Barnstable Health Regulations). 3. Effects on Flood Control: None. This project will not significantly alter or change the existing floodplain. The small footprint area of the garage located in the floodplain (229 sf) will have a negligible impact on the performance of the floodplain in this area, especially since the site in not located within a velocity zone or area subject to wave action. Additionally, the project will provide the collection (new gutters and downspouts) and infiltration of roof drain stormwater from the new house & garage into new subsurface drywells, resulting in proper (best management practice) stormwater management & flood control. 4. Effects on Storm Damage Prevention and Erosion Control: None. Together with the roof drains described above, the existing site is mature and well stabilized. Additionally, the construction period erosion controls, together with subsequent loam & seeding restoration, will not result in erosion to the IVW. 5. Effects on Prevention of Pollution: None. This project does not represent any new source of pollution, and again, proper erosion controls will be employed during construction. 6. Effects on Land Containing Shellfish: N/A 7. Effects on the Protection of Fisheries: None. This project is not adjacent to any ponds, rivers or embayments, and will not create negative impacts to local fisheries 8. Effects on Protection of Wildlife: None. The proposed activities do not result in a modification of the IVW, nor wildlife habitat of the wetland system/area. 9. Effects on Recreational Interests: None.. This project will provide an improvement to the recreational interests of the property owner, but no overall major change to the surrounding site or neighborhood area. 10. Effects on aesthetic interests: None. The project will not create negative impacts to these interests. The proposed work will be architecturally complimentary with the architecture of the neighborhood and will be partially screened from views from the street, due to existing evergreen vegetation. _____________________________________________________________ Compliance with Town of Barnstable Performance Standards Chapter 704-3 of the Barnstable Code –Performance Standards for Projects Requiring a Notic of Intent This project site has a 0-50 ft. undisturbed buffer zone, and therefore does not require further buffer zone enhancement.
