Licensing Authority Draft Minutes
The Barnstable Licensing Authority held a Public Meeting on Friday, December 5, 2025, at 10:00 a.m. via
Zoom Meetings.
Chair Flores, Vice Chair Decker, Associate Sylver, Director Logan and Det. Kelsey were present.
Chair Flores read the notice of recording into the record and introduced Authority members and staff.
NEW APPLICATIONS
1. New Special One-Day Wine License
An application was filed by Hydrangea Gallery & Gift, 835 Main Street, Unit 1A, Osterville, for a special one-day wine
license as part of the Osterville Christmas Stroll on December 12, 2025, from 4:00 p.m. to 8:00 p.m. Current TIPS
certification is on file.
Steve Kwietniak was present and representing the Hydrangea Gallery & Gifts. He was seeking a one-day wine license
for the upcoming Osterville Christmas stroll. Kwietniak provided a valid TIPS certificate as well as a security plan. Det
Kelsey noted that this special meeting is not standard practice and, in the future, should an application not be
received on time, the applicant would not be able to obtain a license. Chair Flores concurred. Decker moved seconded
by Sylver to approve this application. So voted aye unanimously.
2. New Special One-Day Beer & Wine License
An application was filed by Love Live Local, for a special one-day beer & wine license as part of the Holiday Love
Local Fest to be held on the Town Green, 367 Main Street, Hyannis, on December 6, 2025, from 10:00 a.m. to 4:00
p.m. Current TIPS certification is on file.
Tiffany Maxey and Jen Villa were present and representing Love Live Local. They sought a special one-day beer and
wine license for the Holiday Love Local Fest on December 6th. They inadvertently created the application in time but
did not hit submit, therefore missing the deadline for the November meeting. Det Kelsey noted again that holding a
special meeting is not standard practice and that in the future, should an application not be received on time, the
applicant would not be able to obtain a license. Chair Flores concurred. Decker moved seconded by Sylver to approve
this application. So voted aye unanimously.
With no further matters on the agenda, Chair Flores adjourned the meeting at 10:18am.
