Acting under the provisions of the Code of the Town of Barnstable, ss 112-1 through 112-7, the Historical Commission held a Public Hearing on the following applications previously determined significant and referred to Public Hearing: APPLICATIONS Packard, Daniel, 212 Long Beach Road, Centerville, Map 206, Parcel 002, Built 1948 Partial Demolition: Add/change front porch. Add small addition above kitchen which was formerly a roof. Tim O’Neill was in attendance for this item. Tim presented the existing house which has had a few additions and alterations over the years. The roof line from one of the later additions on the front is to be extended over the entry to create a front porch. One roof plane will be eliminated to add an addition above the kitchen. All materials to match existing. No change in the footprint. Commission Discussion: Bob noted his belief that there isn’t anything architecturally significant within the original 1948 structure that stands out. The proposed changes is an improvement over what exists. The commissioners agreed and did not have any other comments to add. Public Comment: None Motion 1: John Richmond moved that after review and consideration of public testimony, the application, and associated materials, the Significant Building – 212 Long Beach Road, Centerville is a Preferably Preserved Significant Building. Nancy Shoemaker seconded. Nay: Nancy Shoemaker, John Richmond, Jack Kay, Cheryl Powell, Barbra DeBiase, Andrew Fisher, Robert Frazee Motion 2: John Richmond moved that in accordance with Section 112-3(F), the Barnstable Historical Commission determines that the partial demolition of the building located – 212 Long Beach Road, Centerville is not detrimental to the historical, cultural, and architectural heritage or resources of the Town. Nancy Shoemaker seconded. Aye: Nancy Shoemaker, John Richmond, Jack Kay, Cheryl Powell, Barbara DeBiase, Andrew Fisher, Robert Frazee Burgeois, Christine & Foley, Elizabeth, 12 Walley Court, Hyannis, Map 324, Parcel 021, Built 1948 Partial Demolition: Remove garage rafters (roof only) and add new second floor family room. Remove first floor interior wall between garage and existing living room. This item was continued to the end of the meeting and was revisited at 5:16pm after the representative arrived. Ken Murphy was in attendance for this item. Ken presented a second-floor addition to the garage. The garage was an added addition to the dwelling in 1988. All materials will be matching the existing home. This addition is for more added living space. No change to the footprint. Commission Discussion: Bob explained that although the garage was an addition in 1988, the main dwelling was built in 1948 which is what triggered the review. It’s a practical addition that is also an improvement. Jack asked if the loss of the second garage door is for an additional room on the first floor. Ken confirmed that it will become a family room and it will be walled off from the garage. Commissioners agreed that there is nothing architecturally or historically significant about this dwelling. Aye: Nancy Shoemaker, John Richmond, Jack Kay, Barbara DeBiase, Andrew Fisher, Robert Frazee WS Sagittarius LLC, 145 Seapuit River Road #A, Osterville, Map 070, Parcel 012/001, Built 1923 Partial Demolition: Add small addition with second floor gambrel design, improve the front entry overhang with some columns and a gable roof, and the front elevation would be improved with historic shutters and window boxes. Marshall Works was in attendance for this item. Marshall presented an addition to the second floor fusing the two structures together more formally. The railing system will be removed and the addition built on top of the existing footprint. The gambrel design will help to break up an otherwise flat roofline and tie the two pieces together architecturally. Shutters and window boxes will be added to enhance the front elevation. Materials will match existing. Marshall noted that the structure has had multiple modern additions and renovations over the years particularly in the 80s, the early 2000s, and as recently as 2023. Commission Discussion: Bob asked to clarify that this structure is not highly visible from the river. Marshall confirmed that the dwelling is set back in comparison to other buildings along the river, but it is still minimally visible from the river. Bob noted the design does tie in the two structures nicely and that it is difficult to find the architectural elements of the original 1920 structure as it exists today. Nancy noted that the addition height exceeds the original house which is not typical in additions as they are usually subservient to the original structure. Jack stated that this dwelling is not located within the DCPC and as such as long as the addition does not exceed the height restriction of the Town Code then there is no issue with the height of the addition superseding that of the original dwelling. Bob noted that we would reach out to the representative and request that someone attend to discuss the project in more detail. o Centerville Village South Phase Sewer Project Design – Main Street, Centerville National Register District Paul and Chris from DPW gave an overview of the sewer project design for Main Street in Centerville as it is projected to be one of the next phases. They ensured they will be monitoring vibrations, and all work will be within the roadways as to not disturb any of the historical properties. Bob expressed his concern for the properties that are historic but fall just outside of the National Register District that should be monitored in the same capacity. Cheryl Powell left the meeting at 4:50pm. Minutes January 20, 2026: John Richmond moved to approve the minutes of January 20, 2026 and January 27, 2026, as submitted. Nancy Shoemaker seconded.
