LICENSING AUTHORITY PUBLIC MEETING AMENDED AGENDA
(AGENDA AMENDED TO CORRECT APPLICATION HEADINGS)
The Barnstable Licensing Authority will hold a Public Meeting on Wednesday, March 25, 2026, at 10:00
a.m. at Barnstable Town Hall, in the James H Crocker Jr Hearing Room - 2nd Floor, 367 Main Street,
Hyannis.
The meeting will be televised live via Xfinity Channel 8 or high-definition Channel 1072. It may also be accessed via
the Government Access Channel live stream on the Town of Barnstable’s website:

CALL TO ORDER – Introduction of Board Members and Staff
NOTICE OF RECORDING – This meeting of the Barnstable Licensing Authority is being recorded and broadcast on
the Town of Barnstable’s Government Access Channel. In accordance with Massachusetts General Laws Chapter
30A, Section 20, the Chair must inquire whether anyone else is recording this meeting and, if so, to please make
their presence known.

APPROVAL OF MINUTES – March 4, 2026
PUBLIC HEARINGS
1. New Annual §12 Wine & Malt License
In accordance with MGL c.138 and MGL c.140, an application has been filed by The Buttercup Café LLC dba The
Buttercup Cafe, 3226 Main St/Rt 6A, Barnstable, to add a new annual wine and malt license to this existing common
victualler license. Establishment is currently licensed for 49 seats inside, and 16 seats outside. Proposed alcohol
manager is Melissa Jankowski; hours of wine and malt service will be daily from 11am to 7pm (daily operating hours
are 7am-7pm).
2. New Annual Common Victualler License
In accordance with MGL c.140, an application has been filed by Isabella’s Pizzaria Inc. dba Isabella’s Pizzaria, 640
Main Street, Hyannis, for a new annual common victualler license with Ana Pinto as the manager. Proposal includes
seating for 115 patrons, with daily hours of operation from Tuesday – Sunday 7am-12pm, then 5pm to 10pm; closed
on Monday.
3. New Class II Auto Dealer License
In accordance with MGL c.140 an application has been filed by RC Chambers Hyannis Auto Store LLC dba RC
Chambers Hyannis Auto Store, 20 Bearse’s Road, Hyannis for a new Class II Auto Dealer, with a maximum of 14
vehicles which includes 11 display, 1 customer, 1 employee, and 1 handicap spaces. Repairs of inventory vehicles
will be conducted at 52 Thornton Drive, Hyannis and 15 Jan Sebastian Drive, Sandwich. Daily hours of operation are
Monday through Friday 10:00 a.m. to 6:00 p.m., Saturday 10:00 a.m. to 4:00 p.m., Sunday closed.
4. New Annual Common Victualler License
In accordance with MGL c.140, an application has been filed by Fashion Food LLC dba Wendy’s Old-Fashioned
Hamburgers, 715 West Main Street, Hyannis, for a new annual common victualler license with Terrence Smily as
the manager. Proposal includes seating for 6 patrons; hours of operation will be daily from 7:00am to 10:00pm.
5. New Annual Entertainment License
In accordance with MGL c.140, an application has been filed by Milano Hospitality Group LLC dba Milano's Italian
Kitchen on Main, 410 Main Street, Hyannis, for a new annual non-live entertainment license for 2 TV’s and recorded
music below conversation level.
6. New Annual Common Victualler License
In accordance with MGL c.140, an application has been filed by 569 Seafood on Main dba 569 Seafood on Main,
569 Main Street, Unit 12D, Hyannis, for a new annual common victualler license with Karina Hernandez as the
proposed manager; seating for 6 patrons inside and 26 outside; hours of operation will be daily from 11:00am to
10:00pm.
7. Amend Annual §12 All-Alcohol Common Victualler License
In accordance with MGL c.138 and MGL c.140, an application has been filed by 473 Partners Restaurant LLC dba
Wicked Willy’s Sports & Tiki Bar, Wicked Willy's Fish & Chips & Raw Bar, 473 Main Street, Hyannis, to amend the
premises description as follows: Structure A is a 1-story brick building, 715 sq. ft., 36 seats, kitchen, 2 handicapped
bathrooms, two entrances/exits and outdoor 400 sq.ft. seasonal patio with 20 seats; Structure B is a 1-story brick
bldg., with a bar consisting of 567 sq. ft., 38 table seats & 12 bar seats, storage room, 2 handicapped bathrooms,
two entrances/exits with an outdoor seasonal patio 484 sq. ft with 48 seats

MATTERS NOT REASONABLY ANTICIPATED BY THE CHAIR
The list of matters, are those reasonably anticipated by the president/chair, which may be discussed at the meeting. Not all items listed may in fact be discussed
and other items not listed may in fact be discussed and other items not listed may also be brought up for discussion to the extent permitted by law. It is
possible that if it so votes, the sub-committee may go into executive session. For your information the section of the M.G.L. that pertains to postings of
meetings is as follows: Except in an emergency, in addition to any notice otherwise required by law, a public body shall post notice of every meeting at least 48
hours prior to such meeting, excluding Saturdays, Sundays and legal holidays. In an emergency, a public body shall post notice as soon as reasonably possible
prior to such meeting. Notice shall be printed in a legible, easily understandable format and shall contain: the date, time and place of such meeting and a
listing of topics that the chair reasonably anticipates will be discussed at the meeting. Meetings of a local public body, notice shall be filed with the municipal
clerk, and posted in a manner conspicuously visible to the public at all hours
