Review of Preliminary Subdivision Plan Application Preliminary Subdivision Plan Review The Town of Barnstable DPW Engineering Department has completed the requested review of the Preliminary Subdivision Form B submission and Preliminary Subdivision Plans titled “OCEAN GROVE PRELIMINARY SUBDIVISION PLAN 337 & 345 MAIN STREET IN HYANNIS MASSACHUSETTS (BARNSTABLE COUNTY) LOTTING PLAN” and “OCEAN GROVE PRELIMINARY SUBDIVISION PLAN 337 & 345 MAIN STREET IN HYANNIS MASSACHUSETTS (BARNSTABLE COUNTY) UTILITY AND GRADING PLAN” Prepared by BSC Group and dated 3/10/2026. The aforementioned documents were reviewed for compliance with the Town of Barnstable Planning Board Subdivision Regulations, and the following discrepancies between the regulations and submitted documents are listed below. • §801-23(B.)(1)(g) – The applicant did not include a separate written request for waivers as required by §801-5(C.) and were instead only listed on the “Lotting” plan. • §801-23(C.)(1) – The subdivision number must be provided on the “Lotting” and “Utility and Grading” plans. • §801-23(C.)(1) – A north arrow must be included on the “Lotting” plan. • §801-23(C.)(2) – The “Utility and Grading” plan must include a key map showing the locus of the property with adjacent streets sufficient to determine the actual location of the subdivision, at a scale of one-inch equals 2,000 feet.
TOB DPW Engineering Department Review of Preliminary Subdivision Plan March 23, 2026 Page 2 • §801-23(C.)(3) – The owner and fire district information is provided in the general notes not within the title block of the “Lotting” plan as required. • §801-23(C.)(4) – The total area of the subdivision must be located directly beneath the key map on the “Lotting” plan. • §801-23(C.)(6) – Lot 5 is missing a bearing and length annotation on the “Lotting” plan. • §801-23(C.)(7) – Main Street, Ocean Street, and A street must be classified as major, secondary, minor A or minor B streets on the “Lotting” plan. • §801-23(C.)(7) – The existing pavement for Main Street is not identified on the “Lotting” plan. • §801-23(C.)(11) – Direct catch basin to leaching structure connections are not permitted, and additional drain manhole structure must be specified between the proposed catch basin and subsurface infiltration system at the end of A Street must be shown on the “Utility and Grading” plan.
