Stephen M. & Beth F. McParland 150 Carriage Rd, Osterville, MA 02655 (map 71, parcel 15-3). The applicant proposes construction of permanent, pile supported, dinghy dock with end platform and kayak racks. WWC and HM Staff approved this project. 2. Griffin Beaudoin, Town of Barnstable Dept of Public Works, West and North Bay channels. The applicant proposes routine maintenance dredging is required to restore safe navigation and access to the West and North Bay channels in Osterville village. The proposed project is anticipated to consist of mechanical dredging of approximately 37,299 cubic yards of sediment. Construction is anticipated to start in October 2026 and be completed prior to January 31, 2027. Upcoming conservation hearing was scheduled for 03/03/2026 6:30PM. WWC and HM Staff approved this project. 3. Bayside Property Holdings LLC and Osterville Property Holdings- One LLC. 148 and 186 Windswept Way, Osterville. The applicant proposes replacement of approximately 550 feet of failing stone wall with a timber bulkhead and a naturebased shoreline stabilization solution (NBS) along the eastern shoreline of Cotuit Bay at 148 and 186 Windswept Way. WWC and HM Staff approved this project. 4. Henry Blair, 275, 277, and 295 Millway Road, Barnstable, MA (Map 301, parcel 63_01, 63_02 and 65_01). The applicant proposes maintenance dredging of Millway Marina. This application is being submitted in accordance with the Town of Barnstable Wetlands Protection Bylaw (the Yarmouth Bylaw) and Massachusetts Wetlands Protection Act and associated regulations (the WPA). 2 WWC and HM Staff approved this project. 5. Brian & Nicole Connolly, 169 Salten Point Road Barnstable, MA 02655 (property ID: 301 003). The applicant proposes to construct a boardwalk above mean high tide for access to the waters of Barnstable Harbor. The project includes salt marsh restoration for a proposed net environmental benefit to resources areas. The committee deferred this to the February 24 meeting. No vote was taken on January 27, 2026. This project was deferred, members of the Committee and Public addressed concerns mostly pertaining to conservation. 6. Minor Project Modification to DEP License No. 9940 West Bay, 134 South Bay Road, Barnstable (Notification only) 25-WWAR-0099-APP - Constructive Approval - JMS Holdings LLC Pier - Minor Modification / 134 South Bay Road, West Bay, Osterville to modify the above referenced Chapter 91 license. Plan Accompanying Petition of JMS Holdings LLC to Modify & Maintain a Pier in West Bay, dated February 15, 2023, prepared by Braman Surveying & Associates, LLC. The Department has determined that pursuant to 310 CMR 9.22, the activity constitutes a minor project modification, which represents an insignificant deviation from the original specifications of the license, and as such this activity does not require a new or amended license. This continued from the January agenda. WWC and HM Staff approved this project.
