Dear Town of Barnstable Conservation Commission,
My name is Kathleen Cochran and I reside at 380 Sea View Ave Osterville across the street from the 405 Sea View Ave Osterville Project owned by Beulah I Investment Family, L.P.
I am very much opposed to the construction of the boardwalk on the 405 Sea View Ave property.
My guess is that the applicant is requesting a boardwalk so that her (as well as her numerous renters) can access the beach due to the excessive flooding in this area. The problem is
that she had not repaired an important pipe that goes from my side of the street, under the pavement and thru her property and out to the beach. This broken pipe is the cause of all
the excess water. If she fixed the pipe, then maybe she would not have the excessive flooding. Allowing her to build a boardwalk to avoid fixing the problem is ludicrous! I sincerely
hope that your committee does not allow this to occur and insists she fix the pipe issue first.
Recently, I have had excessive water on both sides of my house. Over many years, this water was able to drain thru this pipe (& exit to the beach) and get rid of the excess water.
This changed dramatically in the past few years. For the first 25 years living in my home, I did not have any large pools of water like I have now. When I investigated why this was
happening, I found out the problem with the broken pipe on her property. To my knowledge, she was contacted by her next-door neighbor numerous times regarding the issue, and she just
has ignored it. This is unacceptable.
In her written narrative for this project, it states that the drainage pipe was made inoperable. Yes, and she must be held responsible to replace this before building a boardwalk to
avoid the real problem.
