Afternoon Jim & Anna,
We’ve completed our review of the updated ZBA application for the Great Marsh
Development, LLC and have provided our comments to the board below:
• A Road Opening Permit is required to complete work within the public right of way.
Any road closures proposed to facilitate work require the submission of a traffic
management plan to DPW for review and approval prior to start of construction.
Note: Phinney’s Lane is under roadway moratorium through summer of 2029,
coordination with DPW will be required through the road opening permit process to
address post-construction restoration.
• The project will require a sewer connection permit be obtained from DPW prior to
the start of construction.
• As part of filing for a sewer modification permit, a pre-treatment questionnaire will
need to be submitted to the Town of Barnstable’s Water Pollution Control Facility as
part of the sewer connection permit process. Contact WPCF’s Kevin Follett
(kevin.follett@barnstable.gov) for a copy of the pretreatment questionnaire.
• Address assignment/address changes will need to be coordinated with the COMM
Fire Department and DPW Engineering department. The contact at the DPW is

• Any tree removal or plantings within the public right of way will need to be
coordinated with the DPW Tree Warden, Andrew Bernier
(Andrew.Bernier@Barnstable.gov).
• Any sidewalks damaged by construction activities will need to be replaced
according to Town of Barnstable DPW standards.
• Provide a stop sign and stop line at the exit from the proposed development onto
Great Marsh Road.
• Provide sight lines evaluating stopping sight distance for each direction of travel the
exit from the proposed development onto Great Marsh Road.
• The Planning and Development Department has informed DPW that a traffic impact
analysis/trip generation report is being submitted by the developer, upon receipt
DPW will review and provide comment.
• Specify the installation of sediment traps in the catch basins along Phinney’s Lane
and Great Marsh Road to protect the existing stormwater management systems
during construction.
• The underground electric service crossing Phinney’s Lane from UP 42/30 will
require the applicant obtain a grant of location from DPW engineering prior to the
start of construction.
• What is the purpose of the proposed water main connection from the existing main
on Phinney’s Lane to Lot 16 shown on sheet C5.0?
• What is the purpose of the proposed underground electric line shown crossing in
front of lots 26, 27, 28, 29, and 30 shown on sheet C5.0?
• A sewer easement will be required for the proposed connection serving lot 36,
which is shown crossing lots 29 and 30 along their shared property line.
• There appear to be sidewalks shown on plan sheet C3.3 that are not depicted on the
other plan sheets, the revised waiver request also requests relief from §801-29
sidewalks. Is the intent to provide sidewalks through the subdivision? If so ADA
compliant curb ramps with tactile warning panels and ladder style crosswalks
should be provided and the sidewalk should also be extended to connect to the
Phinney’s Lane sidewalk extension.
• The project is in C.O.M.M. Water District and therefore approval of the water design
will fall to COMM.
• The ZBA application package lacked sufficient information to property review the
stormwater systems, including lacking calculations to support the sizing of the
systems; therefore we are unable to provide a review and make any comments on
the proposed stormwater systems.
• As the land disturbance proposed by the project exceeds 1-acre, the applicant must
obtain a Stormwater Management Permit from DPW Engineering prior to the start of
construction.
• Depict all proposed utilities in the Road 1 and Road 2 Profile drawing sheets.
• Provide a detail for the proposed Cultec Stormfilter 330 unit (the detail submitted
was only for the bypass cross section).
• Additional coordination will be required with TOB DPW and Planning and
Development regarding the permitting, operations/maintenance, and ownership of
the proposed stormwater collection system.
