The meeting will be televised live via Xfinity Channel 8 or high-definition Channel 1072. It may also be accessed via the Government Access Channel live stream on the Town of Barnstable’s website: https://barnstable.cablecast.tv/internetchannel/watch-now CALL TO ORDER – Introduction of Board Members and Staff NOTICE OF RECORDING – This meeting of the Barnstable Licensing Authority is being recorded and broadcast on the Town of Barnstable’s Government Access Channel. In accordance with Massachusetts General Laws Chapter 30A, Section 20, the Chair must inquire whether anyone else is recording this meeting and, if so, to please make their presence known. PUBLIC COMMENT PUBLIC HEARINGS 1. New Annual Common Victualler License (continued from March 25, 2026) In accordance with MGL c.140, an application has been filed by Fashion Food LLC dba Wendy’s Old-Fashioned Hamburgers, 715 West Main Street, Hyannis, for a new annual common victualler license with Terrence Smily as the manager. Proposal includes seating for 6 patrons; hours of operation will be daily from 7:00am to 10:00pm. 2. Amend Annual §12 All-Alcohol Common Victualler & Entertainment (continued from March 25, 2026) In accordance with MGL c.138 and MGL c.140, an application has been filed by 473 Partners Restaurant LLC dba Wicked Willy’s Sports & Tiki Bar, Wicked Willy's Fish & Chips & Raw Bar, 473 Main Street, Hyannis, to amend the premises description as follows: Structure A is a 1-story brick building, 715 sq. ft., 36 seats, kitchen, 2 handicapped bathrooms, two entrances/exits and outdoor 400 sq.ft. seasonal patio with 20 seats; Structure B is a 1-story brick bldg., with a bar consisting of 567 sq. ft., 38 table seats & 12 bar seats, storage room, 2 handicapped bathrooms, two entrances/exits with an outdoor seasonal patio 484 sq. ft with 48 seats 3. New Annual Entertainment In accordance with MGL c.140, an application has been filed by Aloha Mini Glow Golf Inc. dba Aloha Mini Glow Golf, 793 Iyannough Road, Suite 105A, Hyannis, for an annual mini golf and non-live entertainment license. Entertainment consists of an 18-hole mini golf, 1 TV, and recorded music at conversation level. 4. New Annual Entertainment In accordance with MGL c.140, an application has been filed by Pop Up Street Cape Cod dba Pop Up Street Cape Cod, 606 Main Street, Hyannis, for an annual live and non-live entertainment license. The applicant proposes to provide live, amplified music for up to 5 performers, open-mic nights, karaoke, poetry, artist talks, and recorded music at conversation level. The applicant proposes to operate said live entertainments Monday through Saturday 12pm to 11pm and Sunday 12pm to 9pm. 5. New Annual Entertainment In accordance with MGL c.140, an application has been filed by Fuku Kichi, Inc. dba Fuku Kichi, 294 Main Street, Hyannis, for an annual live and non-live entertainment license. Live entertainment to include up to two performers and karaoke with hours or live entertainment proposed on Friday and Saturday evenings from 8pm to 10pm; non- live entertainment for 6 TV’s and recorded music at conversation level with non-live hours to be commensurate with operating hours. 6. New Annual §12 Wine & Malt License In accordance with MGL c.138 and MGL c.140, an application has been filed by El Mariachi Loco dba El Mariachi Loco, 569 Main Street, Hyannis, for an annual §12 wine and malt license. The applicant currently holds a stand- alone common victualler license for the sale of food permitting 50 seats and is open for business Wednesday through Sunday 11:00am to 9:00pm. The proposed alcohol manager is Maria Karina Hernandez, owner. 7. Amend Annual §12 All-Alcohol License & Entertainment License In accordance with MGL c.138 and MGL c.140, an application has been filed by filed by House of Hatchets, Inc. dba House of Hatchets, 489 Bearse’s Way, Hyannis, for an alteration of premises to include new entertainments as per the amended premises description: 4,500 sqft space, 4 entrances and exits, with 4 axe throwing lanes, one archery lane (all lanes to be separated by fencing), an area for dancing by patrons, karaoke, pool table, golf simulator, a concessions bar, an office, two storage rooms, three ADA compliant bathrooms, & two utility closets. 8. New Annual §12 All-Alcohol License & Entertainment License In accordance with MGL c.138 and MGL c.140, an application has been filed by The Grand Nine, Inc. dba The Green Side Tavern, 1800 Iyannough Road, Hyannis, for an annual §12 all-alcohol common victualler license with Robert Murphy as the licensed manager, live and non-live entertainment license. Live entertainment includes 4 amplified performers Sunday-Thursday 12pm-11pm, Friday & Saturday 12pm-12am. Non-Live entertainment for 5 TV’s and recorded music below conversation level to commensurate with operating hours. 9. New Annual Common Victualler In accordance with MGL c.140, an application has been filed by Boston Bread, LLC dba Panera Bread, 790 Iyannough Road, Hyannis, for an annual common victualler license. The applicant will be moving to a new location within The Landing at Hyannis complex and proposes providing 68 inside seats and 24 outside seats for dining. Operating hours are Monday through Friday 6am to 8pm and Saturday and Sunday 7am to 8pm. 10. New Annual Junk Dealer In accordance with MGL c.140, an application has been filed by Periwinkle Goddesses dba Periwinkle Goddesses, 342 Main Street, Hyannis, for an annual Junk Dealer License. The applicant proposes selling precious metals, precious gems, sterling silver flatware, watches and jewelry containing precious metals or gems, collectibles, scarves, lamps and other secondhand articles. 11. New Temporary Junk Dealer In accordance with MGL c.140, an application has been filed by Road Show Concepts, LLC dba The Heartland Roadshow, at the Courtyard by Marriott, 707 Iyannough Road, Hyannis, May 4th through May 8, 2026; 730am to 630pm in the Harbour Ballroom. Applicant is seeking a 5-day Junk Dealer license for the purchase of coins, collectibles, jewelry, and antiques from the public. 12. Amend Annual §15 Wine & Malt License In accordance with MGL c.138 and MGL c.140, an application has been filed by LLH, LLC dba Trader Joe’s, 655 Iyannough Road, Hyannis, to amend the annual §15 wine & malt license with a change of officers/directors and a change of ownership interest for LLH, LLC. Laurie Meade has relinquished her ownership interest in the company and has been replaced with Issac Chitica who will hold a 33.3% ownership interest becoming an LLC member of LLH, LLC. Christopher Maguire and Matthew Sloan will retain 33.3% ownership and member status. Tracy Anderson will remain the LLC manager. 13. Amend Annual §12 Wine & Malt License In accordance with MGL c.138 and MGL c.140, an application has been filed by The Old Village Store, LLC dba The Old Village Store, 2455 Meetinghouse Way, West Barnstable, to amend the annual §15 wine and malt common victualler license with an alteration of premises to provide outdoor seating. Applicant also proposes changing the manager from Cyrus Buffum to Robert M. Bruce, Jr. as well as amending the hours of operation from 11am to 8:30pm, daily. NEW APPLICATIONS 1. New Special One-Day Beer, Wine, & Entertainment License In accordance with MGL c. 138 & MGL c.140, an application has been filed by Cape Symphony in Partnership with Chatham Clothing Bar, to hold Fashion for a Cause, at Atlantic Aviation, 760 Barnstable Road, Hyannis, on Wednesday, June 3, 2026, from 5pm to 8pm. This is a fundraising event serving beer and wine and providing live entertainment. Not all items listed may in fact be discussed and other items not listed may in fact be discussed and other items not listed may also be brought up for discussion to the extent permitted by law. It is possible that if it so votes, the sub-committee may go into executive session. For your information the section of the M.G.L. that pertains to postings of meetings is as follows: Except in an emergency, in addition to any notice otherwise required by law, a public body shall post notice of every meeting at least 48 hours prior to such meeting, excluding Saturdays, Sundays and legal holidays. In an emergency, a public body shall post notice as soon as reasonably possible prior to such meeting. Notice shall be printed in a legible, easily understandable format and shall contain: the date, time and place of such meeting and a listing of topics that the chair reasonably anticipates will be discussed at the meeting.
