Proposal: Applicant is proposing renovations and upgrades to site due to being closed for a
fire. Footprint to be increased and parking spaces to be eliminated to provide
green space.
Dear Mr. Ennis and Mr. Garcia,
At the formal site plan meeting held on April 16, 2026, and after confirming with the Committee that there
are no objections to the application moving forward, the Building Commissioner found the application
approvable to continue with the permitting process beginning with the Zoning Board of Appeals (ZBA).
The Site Plan Review Committee had the following comments and conditions.
Approval is based upon and must be substantially constructed in accordance with the site plans entitled:

Brian Florence:
o HC parking needs to be updated on the site plan in accordance with 521CMR.
o Applicants to add email correspondence to the portal from the Airport.
o Relief from SP# 2021-013, conditions 2 and 4. DPW to work with Planning and
Development to ensure plans are updated prior to ZBA meeting.

o A demo permit with utility shutoffs is required.
o Construction Control documentation is necessary with the building permit.
o Any signage requires separate permitting from the Building Division.

o Any address changes will need to be coordinated with the Hyannis Fire Department

o The project will require a sewer modification permit be obtained from DPW prior to
the start of construction. As part of filing for a sewer modification permit, a pre-
treatment questionnaire will need to be submitted to the Town of Barnstable’s Water
Pollution Control Facility as part of the sewer connection permit process. Contact
WPCF’s Kevin Follett (kevin.follett@town.barnstable.ma.us ) for a copy of the
pretreatment questionnaire.
o The demolition site plan submitted depicts the location of the existing gas service line
within a sawcut pavement trench, however, the proposed utility site plan does not

specify reestablishing this gas service connection. Revise the utility and demolition
site plans to accurately describe all proposed utility work.
o If utility upgrades/modifications are required within the Town owned right-of-way, then
the project will be required to obtain a Road Opening and Trench Permit from DPW
prior to commencing construction. Any road closures proposed to facilitate work
require a traffic management plan submittal, review, and approval from the Town
prior to implementation.
o The DPW’s Water Pollution Control Division records do not indicate the capacity of
the existing grease trap, provide documentation confirming the existing grease trap is
appropriately sized to accommodate the seating proposed.
o Respecify the installation of a silt sack instead of a filter sock in the catch basin
located in the exit lane from the project site’s parking lot to protect the stormwater
management system during construction.
o Hyannis Water System does not allow the use of type k copper piping for water
service lines, respecify the pipe material as PE.

to modify conditions #2 and #4 of the Special Permit.

Applicants must obtain all other applicable permits, licenses and approvals required.
Upon completion of all work, a registered engineer or land surveyor shall submit a certified “as built” site
plan and a letter of certification, made upon knowledge and belief in accordance with professional
standards that all work has been done in substantial compliance with the approved site plan (Zoning
Section 240-105 (G). This document shall be submitted prior to the issuance of the final certificate of
occupancy.
