Here is a brief summary of what I observed: The basement and crawl space of the property are in severely deteriorated condition. There is chronic water intrusion throughout — the concrete slab in the mechanical room shows extensive rust staining, active moisture, and surface deterioration consistent with years of repeated flooding. The slab itself has taken significant structural damage and is compromised. Wood framing and sleepers are sitting directly on this damaged concrete slab, and show long-term moisture damage and decay as a result. This raises serious concern about the structural integrity of the floor assembly above — there is a real risk of floor failure. The crawl space vapor barrier is pooled with standing water, indicating ongoing flooding that has never been adequately controlled despite a sump pump being installed. Perhaps most concerning is the mold presence throughout these areas. Chronic moisture at this level creates conditions that are hazardous to occupant health, and the exposure risk is ongoing as long as the building stands in its current state. In my professional opinion, these conditions — flooding, mold, a deteriorated slab, and compromised structural framing — are not remediation problems.
